Ms. Hinton has been provided with a copy of the Local Rules of Order and advised that she has five (5) minutes in which to make her comments. Affected Departments: Recreation Attachments: 1 ARRIS COUNT AC CUE 2/26/2025 Board of Commissioners, The Harris County Little League Board of Directors would like to propose that field 2 at Pate Park be named Colin Henson Memorial Field. Colin Henson was born on December 13, 2010 and started playing tee ball for Waverly Hall in 2015. He played baseball for all ofhis youth years under his favorite coaches with SO many ofhis friends on the fields at Pate and Moultrie Park. After a few years he found his natural position as a catcher. Colin worked hard to hone his craft and became a huge asset to the county as a catcher for the 8U, 9U, and 10U all-stars teams. He was on the 10U team that won a district championship. This was the first baseball team to ever win district for Harris County. Colin played A-ball his 11-year-old year and tragically passed away at 12 years old, in the middle ofhis final year in A-ball. Colin also played football for several years for Waverly Hall and was a member ofthe Harris County Middle School Shotgun Team. On the day ofhis death in 2023 several ofhis friends came out to the fields and played their hearts out in his honor. Many ofhis friends wear his number 21 now in various sports to honor his memory. Colin loved his friends, loved playing sports and loved this county. Colin was a kid with a huge heart who loved to give and care for people around him. After his passing, his family chose to take continue to let Colin's light shine by creating a non-profit foundation called Care Like Colin. The goal oft the foundation is to help support the youth of Harris County and neighboring communities. Over the past two years the foundation has donated thousands of dollars to enrich the lives ofteams and athletes throughout the county. They have donated to our all-star baseball and softball teams, middle school and high school football teams, the flag football team and many more. Their goal is to preserve Colin's memory and leave a lasting legacy in his name. The Harris County Little League Board of Directors could not think of a better way to honor Colin and his commitment and love for sports and this great county than by dedicating a field in his honor where he played his entire life. The naming ofthe field will not only help to preserve Colin's s memory but will also serve as a reminder for everyone to Care Like Colin. Harris County Board of Commissioners Agenda Item No. 3 Meeting: Regular Commission Meeting Meeting Date: 03/18/2025 Agenda Item Title: Budget Adjustment = Washing Machine for Prison Summary Information: One of the Washer/Extractor machines at the Prison is not working an in need of repair and repairs are estimated to cost $8,204.37. Facilities Maintenance is recommending a replacement instead due to the reliability of another Milnor unit that has been in service for many years at the Prison without issue. The Prison currently has $16,000.00 in their budget for a new boiler, and they have not had to utilize those funds to date. The cost of a new Milnor washer/extractor would be $19,016.00 less a credit with Tri-State of $2,500.00 which would leave a balance of $16,516.00. Warden Dexter Jenkins would like to utilize the funds earmarked for the boiler to purchase the washer/extractor and add an additional amount of $516.00. Ar motion and vote would be needed to approve the budget adjustment to reallocate those funds and increase the line item to $16,516.00. Affected Departments: Prison Attachments: 4 Harris County Facilities Maintenance Richard Sutton Assistant Director stonohansoyay To: Warden Jenkins Subject: Washer/Extractor Replacement Date: 02/18/2025 We received a workorder on 01/21/2025 on the prison washer/extractor stating the washer drum was separating. Upon inspection of the machine the drum, shaft seal, rear bearing, and front bearings will need to be replaced. have attached a quote for repair and labor cost in the amount of $ 8,204.37. This machine was purchased back in 2018 in the amount of $ 10,000. Due to the cost of repair, have also attached 3 quotes for the purchase of a new washer/extractor. My recommendation is the MBerModH.30R2T6NoN attached Tri- State quote. Also attached is the warranty and life expectancy of machine. We do have a current Milnor washer/extractor still in service and has been for 18 years verses the 6 we have, gotten out of the current machine. To cover the cost of the machine, would recommend using the funds in the current budget for the purchase of a replacement boiler in the amount of $ 15,000 to be reallocated to purchase the new washer/extractor. Truck History The 1993 Sutphen Deluge Engine has been in service with the Carroll County Fire Department since they received it directly from the manufacturer. This truck was used as a front line truck in a low-call volume station for much of its life, then was moved to a reserve status. This truck has been in call-ready status until approximately one month ago, when it was removed from active status pending surplus. Carroll County Fire has their own maintenance department that only works on fire trucks and have been specifically trained and certified to work on Sutphen equipment. Maintenance records for this truck are available and the maintenance staff has offered assistance in any issues that may occur. Current Issues Our department has recently been housing Quint 8 at Station 3. Quint 8i is being used as a first-out engine, but itis very limited in the duties it can perform. Quint 8 has a very limited water supply, at 350 gallons, and cannot sustain pumping for extended periods of time without a direct water source, tanker, or engine assisting it. Tanker 8 is currently under repair in Forsyth with electrical issues preventing it from pumping. There currentlyi is no estimated time of repair. Engine 802, which has been a reserve engine, has now been moved to front line status, but lacks equipment and is showing its age with over 300,000 miles on it. Engine 801, is currently the first-out engine on all fires and currently is the only trustworthy apparatus responding to true fire calls. Chief Barnwell has offered to do a Memorandum of Understanding until the truck can be officially donated in June 2025 to allow us to have an additional and reliable engine to place in a first-out status at Station 3. The application, including a legal description of the subject property, is included as an attachment in the agenda packet. The county community development department has confirmed that no county-owned public facilities are located in the area proposed to be annexed. Therefore, no such notice was required to be provided to the town under O.C.G.A. S 36-36-7. Pursuant to O.C.G.A. S 36-36-113, the board may object to the annexation because of a material increase in burden upon the county directly related to any one or more of the following: (1) The proposed change in zoning or land use; (2) Proposed increase in density; and (3) Infrastructure demands related to the proposed change in zoning or land use. Delivery of services may not be a basis for a valid objection but may be used in support of a valid objection if directly related to one or more of the subjects enumerated above. Any objection shall document the nature of the objection specifically providing evidence of any financial impact forming the basis of the objection and shall be delivered to the municipal governing authority and the Georgia Department of Community Affairs no later than 45 calendar days following receipt ofi the notice. In order for an objection pursuant to this Code section to be valid, the proposed annexation must: (1) Result in: (A) A substantial change in the intensity of the allowable use of the property or a change to a significantly different allowable use; or (B) A use which significantly increases the net cost of infrastructure or significantly diminishes the value or useful life of a capital outlay project, as such term is defined in Code Section 48-8-110, which is furnished by the county to the area to be annexed; and (2). Authorize or result in a land use that differs substantially from the existing uses suggested for the property by the county's comprehensive land use plan or permitted for the property pursuant to the county's zoning ordinance or its land use ordinances. A motion and majority vote are required for making an objection. If there is no objection, no further action is required.
