APPLING COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES December 5th, 2024 @ 5:30 P.M. CALLTO ORDFRNTICOMEINVOCATIONPIEDGE The Appling County Board of Commissioners held the regular monthly meeting on Thursday, December 5lh, 2024 at 5:30 PM in the Courthouse Annex. The meeting was called to order by Chairman Leslie Burch and he welcomed all those in attendance. Josh Wilkerson gave the invocation and John Mitchell led the group in the pledge. Present were Chairman Leslie Burch; Vice Chairman Charlie Leggett; Commissioners Randy Sellers, Theodore Wilkerson, Daryl Edwards and Doug Harris. Also, present were Interim County Manager Mike Deal, County Attorney Tracy Brown and County Clerk Robyn Evans. APPROVAL OF AGENDA Changes were made to add Barbara Reynolds to Public Input to discuss County Operations and remove Retirement Resolution and Appling Healthcare Financial Agreement. Commissioner Harris made a motion to approve the revised agenda; Commissioner Sellers seconded; unanimously approved. APPROVAL OF MINUTES Minutes from the November meetings were not complete before time for the meeting. OLD BUSINESS A. Appling/Jeff Davis Service Center DBH & DD (Pineland) Lease Agreement Commissioner Harris made a motion to approve the lease agreement as presented; Commissioner Edwards seconded; unanimously approved. B. Appling Co. Sheriff's S Office - Fence Quotes Commissioner Sellers made a motion to accept the lowest bid by Wright's Fencing for $39,900; Commissioner Wilkerson seconded; unanimously approved. Fencing will be partially paid with ARPA funds and a budget amendment for the remainder. NEW BUSINESS A. 2025 Holiday Schedule The schedule was presented, reviewed, and approved on a motion by Commissioner Harris; seconded by Commissioner Edwards; unanimously approved. B. 2025 Board of Commissioners Monthly Meeting Schedule The schedule was presented, reviewed, and approved on a motion by Commissioner Sellers; seconded by Commissioner Edwards; unanimously approved. C. County Boards with Expiring Terms The following was presented to the Board for review: Appling County Department ofl Family & Children Services - Edsel Lewis Commissioner Harris made a motion to table this appointment until January; seconded by Commissioner Edwards; unanimously approved. Appling County Board of Elections Kristy Bennett, Rodney Williams, Danny Causey Appling County Development Authority - Charlie Leggett Appling County Public Library - Daryl Edwards, Mike Dyal, Marianne Rigdon Heart of Georgia Altamaha Regional Commission = Theodore Wilkerson, Rev. James Futch. After discussion amongst the board, Commissioner Sellers made a motion to table all appointments until January meeting; Commissioner Edwards seconded; unanimously approved. D. ACCG/IRMA PTSD Required Insurance Quote/Agreement The required insurance recently passed in legislation for first responders, firefighters, officers, etc., was approved on a motion by Commissioner Edwards; seconded by Commissioner Sellers; unanimously approved. The resolution was approved on a motion by Commissioner Harris; seconded by Commissioner Sellers; unanimously approved. E. ACCG Workers' Compensation Renewal & Dividend Distribution The agreement and invoice were reviewed by the Board as presented; motion by Commissioner Harris to approve; Commissioner Edwards seconded; unanimously approved. F. Wingwall Culvert Repair Holmesville Road - Quick Response Commissioner Edwards approved the quote for wingwall repair; Commissioner Leggett seconded; unanimously approved. G. Phillips & Jordan Debris Contract Emergency Services Agreement This item was tabled until the January meeting on a motion by Commissioner Harris; seconded by Commissioner Edwards; unanimously approved. PUBLIC INPUT A. Melanie Griffis/Miranda Taylor - Debris Removal Contract They spoke to the board in regards to the debris vendor removing a couple trees that were not damaged during Hurricane Helene and not on the right-of-way. They did state they'd not spoken to the vendor if though the contact information was provided by County Clerk. B. Dedra Hewitt - Public Input regarding County Manager nterviews/Candidates Ms. Hewitt spoke in regards to the process of interviewing candidates in public and gave her opinion. C. Barbara Reynolds County Operations Ms. Reynolds spoke in regards to processes by the current Board. DEPARTMENT UPDATES Updates were given by Recreation and Road Department. EXECUTIVE SESSION - Personnel Commissioner Harris made a motion to close regular session and enter into executive session; seconded by Commissioner Leggett; unanimously approved. Commissioner Edwards made a motion to close executive session and re-enter regular session; seconded by Commissioner Leggett; unanimously approved. County Attorney Brown stated that discussion was held in regards to the contract being offered to Reid Lovett whom was selected as County Manager. He shared the following offer was accepted by Mr. Lovett: $150,000 salary for an eighteenth month contract and Mr. Lovett would begin December 6th, 2024 for a transitional period and full-time effective January 1, 2025. The meeting was held to discuss contract terms for the County Administrator position. The meeting was called to order by Chairman Leslie Burch and he welcomed all those in attendance. Commissioner Sellers gave the invocation and Commissioner Leggett led the group in the pledge.
