MINUTES CITY OF AMES, TEXAS 304 MARTIN DR. = AMES, TEXAS REGULAR CITY COUNCIL MEETING SEPTEMBER 11, 2023 6:00 p.m. The City Council for the City of Ames, Texas met in a special meeting in council chambers at the Ames City Hall at 6:03 p.m. Mayor Barbara Domain called the meeting to order at that time. Councilman Eddie White led the prayer, and the Pledge of Allegiance was recited. Mayor Domain did the roll call, at that time the members of the City Council who were present were: Mayor Barbara Domain, Liz Hardy, Eddie White, and Alfred Freeman. Absent: Michael Trahan and Audrey Harrison. CITIZEN APPREARANCE Mayor Domain thanked the citizens for being here, asked them to silence their phones, and if any of the citizens would like to take three (3) minutes to speak to the council. A list of attending citizens is attached. APPROVAL OF MINUTES FOR SEPTEMBER 11, 2023, REGULAR MEETING Motion was made. All were in favor. Passed unanimously. ANGIE FROM BRIDGEHAVEN CHILDREN'S ADVOCACY CENTER IN DAYTON WOULD LIKE TO SPEAK TO COUNCIL. A representative by the name Jean Marie with the Children's Advocacy Center spoke to the council about what they do and how it affects the community. Jean Marie explained how interviews are conducted for the gathering ofinformation for cases. They assist CPS and Police with the forensic part of the cases. They offer Court advocacy and counseling services to the children. 2. DISCUSS AND IF APPROPRIATE. APPROVE THE: 2023 PROPOSED TAX RATE. Mayor Domain explained the tax and how it was calculated. She also gave a brief discussion of how the rate would decrease this year by 0.01 but the city would still gain revenue. Councilmen Freeman asked to confirm that the tax would not be increased because some people are having a hard time paying taxes now. Mayor Domain confirmed that. 3. DISCUSS THE 2024 PROPOSED BUDGET. Mayor Domain read the proposed budget for 2024. 4. CONSIDER. AND IF APPROPRIATE TAKE ACTION TO ADOPT RESOLUTION 2023-006 OF THE CITY COUNCIL OF AMES. TEXAS, APPROVING APPOINTMENT OF EMMETT ALBRO AS MUNICIPALJUDGE OF THE MUNICIPAL COURT FOR THE CITY OF AMES: NAMING THE APPOINTED JUDGETO A TERM OF SIX MONTHS: AND APPROVING A PROFESSIONALSERVICES AGREEMENT ATTACHED AS EXHIBIT A. The council approved to adopt the resolution 2023-006 for the City Council of Ames, Texas appointing Emmett Albro as the Municipal Judge for a term of 6 months and approved the professional service agreement. TAKE ACTION TO ADOPT RESOLUTION 2023-007 OF THE CITY COUNCILOF AMES, TEXAS, DESIGNATION SIGNATORIES OF CITY ACCOUNTS AND SUPERSEDING ANY PREVIOUS RESOLUTIONS SO DESIGNATING THESAME. The council approved to adopt the resolution 2023-007 designation of signatories for city account with First Financial Bank. All were in favor. Passed unanimously.
