MINUTES CITY OF AMES, TEXAS 304 MARTIN DR. - AMES, TEXAS REGULAR CITY COUNCIL MEETING SEPTEMBER 18, 2023 6:00 p.m. The City Council for the City of Ames, Texas met in a speçial meeting in council chambers at the Ames City Hall at 6:00 p.m. Mayor Barbara Domain called the meeting to order at that time. Councilman Eddie White led the prayer, and the Pledge of Allegiance was recited. Mayor Domain conducted the roll call, at that time the members of the City Council who were present were: Mayor Barbara Domain, Michael Trahan, Elizabeth (Liz) Hardy, Eddie White, Alfred Freeman Jr., and Audrey Harrison. OATHS OF OFFICE Mr. Emmett Albro was sworn in as Judge for the Municipal Court of The City Of Ames, Texas. He was sworn in by Notary Goldie Williams. CITIZEN APPREARANCE Mayor Domain thanked the citizens for being here, asked them to silence their phones, and if any of the citizens would like to take three (3) minutes to speak to the council. A list of attending citizens is attached. APPROVALOF) MINUTES FOR SEPEMBER 11,2023, REGULAR MEETING It was brought to the attention of Mayor Domain by Councilwoman Elizabeth (Liz) Hardy that there was an error on item number 5 of the meeting minutes. The minutes show that the motion was made by Councilwoman Elizabeth (Liz) Hardy and that the second was made by Councilwoman Audrey Harrison. The second was made by Councilman Eddie White. Corrections were noted and made to the minutes. Motion was made. All were in favor. Passed unanimously. CITY COUNCIL TO CONDUCT A] PUBLIC HEARING ON THE PROPOSED TAX RATE FOR FISCAL YEAR 2023-2024. The Public Hearing began at approximately 6:09PM. Mayor Doman extended the opportunity for anyone to speak on the item at this time. > Councilman Michael Trahan posed the question about The City of Ames Fiscal Year. (January 1st. through December 319) Mayor Domain - Asked if2023 should be removed from Ordinance NO. 2023-002 > Marivious Allen = Explained that due to language used in the past by the Comptroller it is recommended that Ordinance NO. 2023-002 should remain as written. The Public Hearing ended at approximately 6:10 PM. 2. CONSIDER. AND IF APPROPRIATE TAKE ACTION TO ADOPT ORDINANCE NO. 2023-002 OF THE CITY COUNCIL OF THE CITY OF AMES, TEXAS, ADOPTINGAN/ AD VALOREM TAXI RATE FOR FISCAL YEAR 2023-2024 AT A RATE OF $0.5000 PER ONE HUNDRED DOLLARS ($100.00) OF ASSESSED VALUATION OF ALL TAXABLE PROPERTY; PROVIDING AN EFFECTIVE DATE. Marivious Allen provided an explanation of the actions that are required to adopt the 2023-2024 Ad Valorem tax rate. He also explained that the actual tax rate will be decreased from last year; however, the value of property will increase which will generate an increase in revenue for the city. The proposed tax rate is $0.50 cent per $100 or 21.37%. A Motion was made to conduct Roll Call Voting for the following: The property tax rate be increased by the adoption of a tax rate of$0.5000, which is effectively a 21.37 percent increase in the tax rate,' as reflected in Ordinance 2023-02.
