Regular City Council Mecting February 25, 2025 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 25th day of February, 2025, the council convened in a regular meeting open to the public as advertised with five Councilors present. Councilor Post was absent. Presiding: Mayor Burris Councilors: Ashley, Shaw, Sproles, Truax and Walker City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:02 p.m. Invocation Invocation was given by Fire Chief Doug Page. Items of Community Interest The Texas Treasure Award was presented to White's Magneto & Supply. The Bowie Community Development Board was recognized for completing the Tourism Friendly Certification. City Manager Report The week of March 13th will be a busy week. We have two bid openings for the 13th. One is the Phase 2 of the Sewer Line Project which will cover new lines for the following streets: Coffield, Strong, Roach, Hudspeth, and the alley behind Hulme Street. We still have not gotten an easement for the Glenn Hills Lift Station from the property owners, but our City Attorney is working with the owners to finally get that easement. The second bid opening is the Downtown Revitalization Project for Smythe Street. The plans were finally approved, and it was put out for bid this week. Work at the substation transformer project has come to a halt. We kept having problems getting the necessary components, so Jay Evans sent the contractor home until all ofthe necessary equipment was in place, and then we will finish the project, which will take about a month or two, depending on when the contractor and transformer crew could come back. Luckily, we have had very few problems with the extremely cold weather. Most of the crews are staying in and cleaning up their respective shops. The guys are looking forward to spring. Consent Agenda Items: Approval of Minutes -January 28, 2025 Regular Meeting: Resolution 2025- 05 Authorizing City Manager to write off uncollected utility account receivables over 15r months delinquent: and Resolution 2025-06- Authorizing City Manager to write off uncollected library overdue fines over 15 months delinquent and Financial Statement ending December, 2024. Councilor Sproles moved, with a second from Councilor Shaw, to approve the consent agenda items. Motion carried with Councilors Ashley, Shaw, Sproles, Truax and Walker voting Aye. Second reading of Ordinance 2025-01 = An ordinance of the City Council of the City of Bowie, Texas, amending Chapter 10 "Traffic Control" by adding Article 10.200 "Stops Signs Established": regulating traffic flow at the intersection of Nelson and North Lamb Streets in Bowie, Texas; establishing stop sign traffic control devices: repealing any conflicting clause; providing for a severability clause; and establishing an effective date. Councilor Truax moved, with a second from Councilor Walker, to approve Ordinance 2025-01. Motion carried with Councilors Ashley, Shaw, Sproles, Truax and Walker voting Aye. Approve final pay request for the Nelson Street Bridge Replacement Project. Councilor Ashley moved, with a second from Councilor Sproles, to approve the final pay request in the amount of $138,192.99. Bradley Earp Councilor Shaw moved, with a second from Councilor Ashley, to re-appoint Bradley Earp to the Board of Adjustment and Appeals. Motion carried with Councilors Ashley, Shaw, Sproles, Truax and Walker voting Aye. Resolution 2025-08 - A resolution approving submission of the prant application for the City of Bowie, Texas Portable Radio Communications Project. Councilor Walker moved, with a second from Councilor Truax, to approve Resolution 2025-08. Motion carried with Councilors Ashley, Shaw, Sproles, Truax and Walker voting Aye. Hotel/Motel Report Mayor Burris reported that Revenue was $23,639.72 and Expenditures $15,408.70. This leaves Revenues over /Expenditures at $8,231.02 for the Ist quarter. Council would like to see a list ofthe expenditures. Councilor Sproles moved, with a second from Councilor Shaw, to approve the Hotel/Motel Report. Motion carried with Councilors Ashley, Shaw, Sproles, Truax and Walker voting Aye. Consider Council workshop date. Councilor Sproles moved, with a second from Councilor Shaw, to hold a workshop on March 4, 2025 at 6:00 p.m. to discuss water rates, pump project, lake line, and upgrade water plant. Motion carried with Councilors Ashley, Shaw, Sproles, Truax and Walker voting Aye.
