REGULAR MEETING: 5:30 P.M. 1. Updates/Comments: Assistant Director, Martin Vega, introduced Assistant City Attomey II, Lena Chaisson-Munoz, as presenter of Ordinance No. 2025-235.110. 2. Approval of the Minutes for the Regular Meeting on January 9, 2025 Upon motion by Commissioner David Betancourt and seconded by Commissioner Daniel Elkin, the January meeting minutes were found complete and carried unanimously. ITEM FOR INDIVIDUAL COMSIDERATIONA 1. Consideration and Action to grant a subdivision waiver for 24-FM 510 Subdivision, located in the Extraterritorial Jurisdiction of the City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. Assistant Director, Martin Vega, provided a brief explanation oft the requested subdivision waiver for 24- FM 510 Subdivision. Minutes for February 6, 2025 Page 1 of4 Commissioner David Betançourt moved to grant a subdivision waiver exempting 24-FM 510 Subdivision, located in the Extraterritorial Jurisdiction ofthe City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. The motion was seconded by Commissioner Aida Rodriguez and carried unanimously. 2. Consideration and Action to grant a subdivision waiver for Cisneros Gonzalez Subdivision, located in the Extraterritorial Jurisdiction of the City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. Assistant Director, Martin Vega, provided a brief explanation of the requested subdivision waiver for Cisneros Gonzalez Subdivision Commissioner David Betancourt moved to grant a subdivision waiver exempting Cisneros Gonzalez Subdivision, located in the Extraterritorial Jurisdiction of the City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously. 3. Consideration and Action to grant a subdivision waiver for Galvan Investments Subdivision, located in the Extraterritorial Jurisdiction of the City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. Assistant Director, Martin Vega, provided a brief explanation of the requested subdivision waiver for Galvan Investments Subdivision. Commissioner David Betancourt moved to grant a subdivision waiver exempting Galvan Investments Subdivision, located in the Extraterritorial Jurisdiction of the City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously. 4. Consideration and Action to grant a subdivision waiver for The Pines Subdivision, located in the Extraterritorial Jurisdiction of the City of Brownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. Assistant Director, Martin Vega, provided al brief explanation of the requested subdivision waiver for The Pines Subdivision Commissioner David Betancourt moved to grant a subdivision waiver exempting The Pines Subdivision, located in the Extraterritorial Jurisdiction ofthe City ofBrownsville, from the municipal platting process and solely proceeding with Cameron County Jurisdiction. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously. CONSENT AGENDA ITEMS: 1. Consideration and Action: Villas at Alton Gloor, Master Plan Assistant Director, Martin Vega, stated that staff finds Villas at Alton Gloor, Master Plan complete subject to the completion of redlines. Upon motion by Commissioner David Betancourt, seconded by Aida L. Rodriguez, Villas at Alton Gloor, Master Plan was found complete and carried unanimously. 2. Upon motion by Commissioner David Betancourt, seconded by Commissioner Aida L. Rodriguez, Villas at Alton Gloor, Phase 1, Preliminary Plat was found complete and carried unanimously. PUBLIC. Public Hearing and Action on Ordinance Number 2025-235.110: To amend the Unified Development Code (UDC, Secs. 4.4.3.D - Commercial Uses, 4.4.4 - Additional Use Standards, and Article 6 Definitions) for Vape/Smoking Shops; and dealing with related matters. Assistant City Attorney II, Lena Chaisson-Munoz, delivered a brief explanation of the ordinance. Upon motion by Commissioner Daniel Elkin, seconded by Commissioner David Betancourt, and carried unanimously, the public hearing was closed. Commissioner Daniel Elkin moved Ordinance Number 2025-235.110 be approved to amend the Unified Development Code (UDC, Secs. 4.4.3.D - Commercial Uses, 4.4.4 - Additional Use Standards, and Article 6 Definitions) for Vape/Smoking Shops; and dealing with related matters. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously. 2. Public Hearing and Action on Ordinance Number 2025-235.111: To amend the Unified Development Code (UDC, Secs. 4.4.3.D = Commercial Uses, 4.4.4 - Additional Use Standards, and Article 6 Definitions) for Used Motor Vehicle Sales; and dealing with related matters. Assistant Director, Martin Vega, delivered a brief explanation of the ordinance. Upon motion by Commissioner Aida L. Rodriguez, seconded by Commissioner Daniel Elkin, and carried unanimously, the public hearing was closed. Commissioner Ruben O'Bell moved Ordinance Number 2025-235.111 be approved to amend the Unified Development Code (UDC, Secs. 4.4.3.D - Commercial Uses, 4.4.4 - Additional Use Standards, and Article 6 Definitions) for Used Motor Vehicle Sales; and dealing with related matters. The motion was seconded by Commissioner Daniel Elkin and carried unanimously. 3. Public Hearing and Action on Ordinance Number 2025-235.112: To amend the Unified Development Code (UDC, Secs. 2.1.7 - Summary of Approval Authorities, 3.2.1 - Preliminary Plat) for administrative approval of preliminary plats; and dealing with related matters. Assistant Director, Martin Vega, delivered a brief explanation of the ordinance. Upon motion by Commissioner David Betançourt, seconded by Commissioner Aida L. Rodriguez, and carried unanimously, the public hearing was closed. Commissioner David Betancourt moved that Ordinance Number 2025-235.112 be approved to amend the Unified Development Code (UDC, Secs. 2.1.7 Summary of Approval Authorities, 3.2.1 - Preliminary Plat) for administrative approval of preliminary plats; and dealing with related matters. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously. 4. Public Hearing and Action on Ordinance Number 2025-235.113: To amend the Unified Development Code (UDC, Secs. 4.4.3.D Commercial Uses, 4.4.4 - Additional Use Standards, and Article 6 Definitions) for Fuel Pump Stations; and dealing with related matters. Rodriguez seconded by Commissioner David Betançourt, and carried unanimously, the public hearing was closed. Commissioner Ruben O'Bell moved Ordinance Number 2025-235.113 be approved to amend the Unified Development Code (UDC, Secs. 4.4.3.D - Commercial Uses, 4.4.4 - Additional Use Standards, and Article 6 Definitions) for Fuel Pump Stations; and dealing with related matters. Public Hearing and Action on Ordinance Number 2025-235.114: To amend the Unified Development Code (UDC, Secs. 4.6.2 Parking; and Article 6 Definitions) for the placement ofsemi-trailers on unimproved lots; and dealing with related matters. Assistant Director, Martin Vega, delivered a brief explanation of the ordinance. Upon motion by Commissioner David Betancourt, seconded by Commissioner Aida L. Rodriguez, and carried unanimously, the public hearing was closed. Commissioner David Betancourt moved Ordinance Number 2025-235.114 be approved to amend the Unified Development Code (UDC, Secs. 4.6.2 Parking; and Article 6 Definitions) for the placement of semi- trailers on unimproved lots; and dealing with related matters. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously.
