Special Call Meeting 2 February 18, 2025 MOTION FINDING THATTHE ADVANCE POSTING AND NOTICE REQUIREMENTS OF ARTICLE 8.1200 OF THE CODE OF ORDINANCES OF THE CITY OF ORANGE, TEXAS HAVE BEEN MET IN RELATION TO ALL MINUTES AND PENDING ORDINANCES AND RESOLUTIONS ON THIS AGENDA AND THAT THE READING OF SUCH ITEMS BE CONFINED TO THE CAPTIONS AS ARE AGREED UPON BY THE ORDINANCES AND RESOLUTIONS. Council Member Chandler moved to approve the motion. Second to the motion was made by Council Member Childs which carried with the following vote: COUNCIL MEMBERS VOTING AYE: Mayor Spears, Mayor Pro-Tem Burch, Council Member Chandler, Council Member Childs, Council Member Salter, Council Member McKenna and Council Member Hennigan COUNCIL MEMBERS VOTING NO: None CITIZEN COMMENTS There were no Citizen Comments. ORDINANCES FIRST READING: ORDINANCE ADOPTING THE 2021 INTERNATIONAL FIRE CODE AND AMENDING ARTICLE 5.100, FIRE PREVENTION CODE, OF THE CITY OF ORANGE 2000 CODE OF ORDINANCES AS SHOWN IN EXHIBIT "A". Council Member Hennigan moved to approve the ordinance. Second to the motion was made by Council Member Salter which carried with the following vote: COUNCIL MEMBERS VOTING AYE: Mayor Spears, Mayor Pro-Tem Burch, Council Member Childs, Council Member Chandler, Council Member Salter, Council Member McKenna and Council Member Hennigan COUNCIL MEMBERS VOTING NO: None BUDGET WORKSHOP DISCUSS THE ADOPTED BUDGET FOR FISCAL YEAR 2025 AND THE PROPOSED BUDGET FOR FISCAL YEAR 2026. Mr. Kunst presented a PowerPoint Presentation on the Fiscal Year 2025 Budget and the proposed budget for Fiscal Year 2026. A copy of this Presentation is included in and being made a part of these minutes. Special Call Meeting 3 February 18, 2025 Mr. Kunst advised that he recommends the City lower the property tax rate for Fiscal Year 2026. Mayor Spears advised this fiscal year was the first year the City had to raise the property tax. He advised it is not that he does not want to lower the tax rate, but he wants to make sure the City is prepared financially to reduce the tax rate. Mr. Kunst asked Council if they had any other ideas for Fiscal Year 2025 or Fiscal Year 2026. Council Member Salter asked if there was a way the City could start the volunteer program or the trap/neuter/release program. Mr. Kunst recommended $2,000. Mayor Spears advised Council to take this week to think about it and to reach out to their constituents for ideas and bring back to staff. Mr. Kunst advised of the following recommendations ($780,000): * Planning & Community Development for mowing/demos, etc. $25,000 Budget Book Software $ 7,000 City Secretarys Laptops $ 2,000 Library Books $ 5, 000 Security tags for Library $ 5,000 Fence at Central Fire Station $ 30,000 Rec Center equipment $ 10,000 Huntsman Drive culverts $100,000 Police Department side by side $ 20,000 Street Rehab $300,000 Insulate Maintenance Shop $ 50,000 4th of July Fireworks $ 5,000 Uniform Allowance $128,000 OFFA TBD Mr. Kunst advised budget amendments will be done for all the changes and will be approved all at one time. ADJOURNMENT There being no further business before the Council, Mayor Pro-Tem Burch moved to adjourn the meeting. Second to the motion was made by Council Member Salter which carried unanimously.
