The first item is an intertocal agreement with the County, that their commissioners have already approved. The agreement is to provide labor and equipment to assist each other with repairs, services, etc. My only conçern with this agreement is that it doesn't spell out liability. If we lend the county a piece of equipment or vice versa, and it breaks, who is tiable for the repairs to that equipment? 2. This item is housekeeping in nature. City Secretary Allen has requested that she be appointed as Early Voting Judge, Chandra Skero be appointed as Early Ballot Board Judge and Presiding Judge and Lupe Smith be appointed as Alternate Judge for the May 3, 2025 General Election. 3. Ihave received the quote from the City Attorney (DNRBS&Z) for the redistricting analysis. Their base fee is $8,500 plus expenses. They will be traveling from Austin and charging standard mileage rate. The original quote from Bickerstaff Heath Delgado Acosta LLP was $9,230 with no indication of extra travel expenses. The two firms break their process down differently, SO while these figures are very similar, if redistricting is necessary, there would be very little additional expense from DNRBS&Z, where there would be an additional $10,000 from Bikerstaff. Therefore, would recommend that we go with DNRBS&Z. PUBLIC COMMENTS Citizens may make comments, suggestions or present complaints about any issue, including items posted on the current agenda. Commission members may not discuss the issue except to present relevant factual information or to ask questions of the citizen or city staff for further clarification. Commission members may request that an item be placed on a future agenda for discussion and/or possible action. PUBLIC COMMENTS: Mayor Rayburn opened the floor for public comments. Pastor Laura Hewett Becker stated that she had been called by someone asking what the protocol was for the upcoming bad weather and if a warming station would be available. She recommended to them to call 911 or the sheriff's office and that Judge Hardin would activate the plan to open the Civic Center to provide a warm place to stay and that cots would be provided by the City. Commissioner Hardin stated that he would be available to stay there is necessary. Nancy Hurta stated that she didn't get a utility bill until 4 days after it was withdrawn from her account. She said it would have been nice to know what her bill was and what would be drafted. She hopes this doesn't become an issue. There being no further public comments, Mayor Rayburn closed the Public Comments. ITEM 1: Discuss and consider corrections to Mason TX Rodeo Association agreement with the City of Mason and Mason County. Mayor Rayburn reviewed the proposed changes particularly listing Mason TX Rodeo Association rather than Mason Rodeo Association, changed notice to terminate making it consistent and listing it as an agreement rather than a contract throughout the document. He added that there were no substantial changes from the previous agreement that was approved. The Mason TX Rodeo Association will also need an actual signed lease agreement with the City for grant purposes. MOTION: Commissioner Velezi made the motion to açcept the corrected interlocal agreement as presented with Mason County and the Mason TX Rodeo Association and authorize the City Administrator to draft a lease agreement. Commissioner Hardin seconded the motion. Mayor Rayburn called for discussion. There being no discussion, Mayor Rayburn called for a vote. In favor: All. Opposed: None. Motion Carried. 5-0. ITEM 2: Discuss updates on the Robinson Oaks Water Project. City Administrator Hill reported to the Commission that she has been in contact several times with Jerry & Jan Dutton regarding the water line that is going through their property. She added that she offered them a payment of$1,000 for an easement and they counteroffered with $5,000. Commissioner Keller said that he has a good relationship with the Dutton's and would give them a call the following day. Commissioner Velez would like the residents in Robinson Oaks to go to the City and formally request water services. Mayor Rayburn stated that the City has notoriously and unintentionally made mistakes in the past that have caused the City lots of costs due to lawsuits, etc. The Commission believes it is important to get water to that area as there are kids that live in that area of town and they are also taxpayers. ITEM 3: Discuss and consider proposal by Bickerstaff Heath Delgado Acosta LLP to perform a study to be conducted related to redistricting of City of Mason Election Districts, redistricting process and costs related. City Administrator Hill reported that she had reached out to our City Attorney, Charlie Zech to possibly look at redistricting. She added that it may be cheaper than the other company that she had originally looked at SO she is requesting to table this item until she can receive more information. Commissioner Hardin added that it is important that the City look to the future on this item and do what is needed as to avoid a future possibility for a lawsuit. Commissioner Keller feels like lawfully the City is required to have this study conducted and if found that it is over 10% difference in population count then the City is required to fix it. He recommends spending the money to make sure we are in compliance and avoid any potential lawsuits. Commissioner Beaty agrees that the City needs to look into this. Commissioner Velez stated that the City doesn't have to engage in a study. Commissioner Hardin asked City Administrator Hill to get approximate costs and they would make a decision soon. Mayor Rayburn stated that he had spoken with TML and they stated that the City would have to prove the % difference in the districts if questioned or end up in a lawsuit. TML advises that the City conduct a study. MOTION: Commissioner Velez made a motion to table this item again. Commissioner Hardin seconded the motion. Mayor Rayburn called for discussion. ITEM 4: Mayor's Comments and Administrator Reports = No action may be taken on these items. City Administrator Hill reported that in light of the upcoming weather, the Civic Center will be a warming station if needed. She reported that in the budget this year there is $400,00 for a reconductor project, the City still has to have an engineer and hire some contract work but in house was can also be done to lower the costs. She also reported that the pressure digger truck is in bad shape and there is one in Llano that some ofthe staff looked at and test drove. They are asking $85,000 but said they would lower the price to $80,000 and is reporting that the purchase would be through budgeted money. The intent would be to keep the old truck to get in tighter, more confined areas where this newer truck would not be able to get into due to its size. Commissioner Beaty reported that as far as price comparison, it is a good buy. Mayor Rayburn reported that he talks daily with the City Administrator and she is staying on top of things. He added that it is important to do in house work on projects and have reliable equipment. He said the city just can't afford to have a big fleet of equipment and trucks like cities have. He added that it is important for the employees to have a safe environment. ITEM 5: Consent Agenda Mayor Rayburn stated that the Commission was presented the departmental reports, financial reports and past minutes for approval. Commissioner Hardin stated that he was looking over the Building Official report and asked how the Habitat issue was going over in the New Gooch Addition. City Administrator Hill stated that she and staff have had a couple ofn meetings and has reached out to legal and a surveyor who is not involved in any way. She is awaiting his information and opinion. She stated there are over 20 lots and over aj period of time, the new infrastructure will need to be installed. Mayor Rayburn expressed his concern for a shortage of affordable housing and is excited for the possibility for this addition of town to get straightened out sO that there can be additional housing for residents. Accident (Company Unaffiliated with City of Mason) February 1, 2025 at approximately 12:30pm a private tree trimmer came in contact with a City-owned high voltage line while tree trimming from a man lift. Individual was able to remove himself from danger to be cared for by Mason Fire Department and EMS. Electric Department responded to secure scene from electrical hazards The City of Mason was not contacted prior to the incident about trimming the trees to a safe working distance Electric Department returned during the week to cut trees back to a safe distance from the high voltages electric lines (Approximately 10 feet) , New and Upgraded Service Loops 476 N. Wastewater Treatment Plant - Aerator Motor Worked with Water Department to install new motor on aerator Electric Department SCADA System Installation Mounted 34" plywood attachment board for SCADA cabinet Ran dedicated power circuit to cabinet Assisted Synergy Engineering to assemble equipment to implement SCADA system Construction of Gravel Screener Utilized scrap metal to fabricate screen that sifts large rock and asphalt chunks 1978 Texoma 254 Pressure Digger - Numerous Issues with Fuel System The electric department made many attempts to repair the digging unit over several weeks The electric department received a huge amount of help to get the unit operational by the many volunteer hours of William Beaty and David Hyden City mechanic Martin Palacio also spent numerous hours working on the unit and assisted in completing repairs Acquisition - 1998 Texoma 330 Pressure Digger Mounted on 2013 International Truck Due to issues with 1978 pressure digger, the electric department had been searching for a more reliable unit for several years Upon inspection all issues were minor and the low hour unit was very reasonably priced The unit has performed very well digging nine pole and anchor holes in the last two weeks of February. This piece of equipment will be instrumental to the reconductoring project on West Rainey Street. City of Mason February 2025 Monthly Report Wate & Wastewater Department: Well # 1 all is ok no problems to report. Well #3 all ok no problems to report. Well #4 rebuilt the chlorinator it had a chlorine gas leak out of the vent line. and installed a new 150 Lb., chlorine gas cylinder. Well #5 Checked for a chlorine problem on the well and found the problem to be on the injector and not on the chlorinator. Well # 7 all ok no problems to report. Well # 8 is still out of service due to Electrical supply issues from the Power Company. work orders that were completed due to water meters and water leaks. 1-6i inch water Main leak was fixed A21 Inch Water meter leaks were fixed on Smith Street Service call to 610 N. Robin regarding no water, the cust6omer had a water leak on their service line. W.O. # 2394 -920 Ischar The water meter needs a new retaining ring. W.O. # 2408 Check the cutoff at the meter it is not closing all the way. 3 Inch Water main Leak on Hwy 87 across the road from the City Park. We received a letter from the Texas Department of State Health Services That the water samples that were submitted to the state lab met all the state requirements. Swimming Pool: Checked the pool daily for clogging of the filter screens and made sure that the equipment is operating properly. HMO Building: Checked the building daily and ran the required TCEQ test as required by the. Backwashed the filters, and adjusted the chemical feed rate to meet the state requirements Fixed a 34 inch sch 80 water leak on the supply line. Electrical failure on the backwash water wet well, the timers had to be reset, and one pump was turned off to maintain a slow steady flow and not create an over flow in the sewer system on Pecan street. Wastewater: Submitted the NET/DMR discharge Monitoring Report. Cleaned the Bar screen daily and recorded the flow readings. The Flow meter failed and had to be reset and it finally started working. City of Mason February 2025 Monthly Report Unstopped a sewer main it had a lot of Grease in the line, this is what caused the sewer main stoppage. Sewer Tap on Rainey Street Ran a drain line on Rainey Street to reduce the HMO building waste water from the backwash water from the filters. We had to chip a hole in the existing manhole to make this work. Installed a bolted down manhole cover on Pecan Street, we had to chip away the existing bricks and remove all the loose materials, and pour some concrete to set the bolted down manhole cover. Reduced the 3-inch force main from the wet well of the HMO building and reduce it down to 2 inch to force the water through the new 3 inch drain line, this will prevent the pecan street manhole from overflowing. Replaced a blower motor on the final effluent manhole, this is used to break down the ammonia in the plants effluent which has a state permit limit of 4 Mg/L. Replaced the diffusers in the final effluent discharge point. Replace the belt on the blower and motor, it was 2 years old and runs 24/7. Fixed Leak at 87 South, 3 inch line cracked. Unclogged HMO chemical lines. Fixed 2inch meter at the landfill. Cold temperature caused a crack in the meter. Iwas able to open three new Code Enforcement cases this month. opened one new case dealing with trash and brush, one dealing with commercial parking issues, and one dealing with a junk vehicle. One of the cases that took most of my Code Enforcement time this month was a case dealing with a property owner operating a commercial business out of an R-1 property. The commercial business is disturbing the neighborhood with its excessive early morning noise, and commercial vehicles coming in and out, and parking in the city right of way blocking the view of motorist. We have met with the owner several times to talk to him about moving his business to a location that would not be a violation but have not gotten anywhere. Ihave an affidavit and complaint ready to send to the judge asking for him receive a summons to appear. We have also been working a lot this month with Habitat and its newly purchased land over on waxwing. The property has been a difficult one. It is the first full subdivision development I have worked with, and it seems that there is a problem with the plat. We have been working with Habitat to figure out what exactly what the problem is and how it can be fixed. am confident that we will be able to get it fixed and cannot wait to get it done sO Habitat will have numerous locations to build in the future. On the Building Official side, was able to issue sixteen permits this month for a total of $6725.62 in receipts. issued three Electrical permits, four Adaition/Outbuliding permits, one Demo permit, two Plumbing permits, and four roofing permits. Wallace and I continue to work hard making sure that all construction being done in the City of Mason is being done to code insuring that it will be a asset to the City of Mason for a long time.
