REGULAR COUNCIL MEETING - February 24, 2025 The City Council of the City ofLa Grange met in Regular Session on Monday, February 24, 2025, in the City Hall Council Chambers at 155 E. Colorado Street with the following members present: Mayor Jan Dockery, Councilmember Bonnie Busch, Councilmember Chris Jernigan, Councilmember Bryan Kerr, and Councilmember Ken Taylor, and Councilmember Violet Zbranek. Mayor Pro tem Kathy Weishuhn, Councilmember Katie Gross, and Councilmember Kim Newton were absent. Staff present: Assistant City Manager Frank Menefee, City Attorney Marie Angela Flores Beck, City Secretary Janet Bayer, and Chief of Police David Gilbreath. Visitors: Robert (Bob) Gulash, Mike Johnson, Charles Anderson, Wende Anderson, Pastor Jen Kindsvatter, Teresa von Rosenberg, and Rhonda Hill. Mayor Jan Dockery called the meeting to order. Next were pledges to the US and Texas Flags. Pastor Jen Kindsvatter with Shared Lutheran Ministries gave the invocation. PRESENTATIONS/PROCLAMATIONS Presentation by Gulf Coast Healey Club for their car show on Saturday, April 5, 2025. Mike Johnson from the Houston (Gulf Coast) Healey Club, one oft three Healey car clubs in Texas, spoke about the Healey cars which were manufactured in England between the 1950's and the 1960's. There are 40 car chapters/clubs nationwide. The club will park the cars along Colorado and Main Streets facing the inner parking areas along the downtown Courthouse square. They expect about 35 cars on display for the Texas Healey Roundup 44 to be hosted in La Grange. The club does a popularity vote within the club members vote and also does a drive out throughout the community. They invite the local community to come and view the cars on Saturday, April 5th, ? starting around 8:30 a.m. PUBLIC HEARINGS None. CONSENT AGENDA The first item under consent agenda was to discuss and/or consider approval of February 10, 2025 minutes. Motion Councilmember Zbranek, Second Councilmember Busch to approve the February 10, 2025, minutes as presented. Motion carried 5-0. REGULAR AGENDA The first item was to discuss and/or consider proposed street closures for Texas Healey Roundup 44 Car Show on April 5th, 2025. Motion Councilmember Taylor, Second Councilmember Zbranek to approve the proposed street closures for the Texas Healey Roundup 44 Car Show on April 5, 2025. Motion carried 5-0. The second item was to discuss and/or consider a Resolution authorizing the submission of an application to the Texas Criminal Justice Division regarding Body Worn Camera grant program for 2025. The La Grange Police Department is requesting a Resolution for a grant to acquire 13 Body Worn Cameras for the Officers ofLa Grange P.D. from Motorola Solutions. The cost ofthe cameras is $32,435.00. The city match would be 25% at a cost to the City ofLa Grange of $8,108.75. Motion Councilmember Zbranek, Second Councimember Taylor to approve Resolution 25-02 authorizing the submission of an application to the Texas Criminal Justice Division regarding Body Worn Camera grant program for 2025. Motion carried 5-0. The third item was to discuss and/or consider approval of the Certification of Unopposed Candidates. Friday, February 14th was the last day to file for a place on the ballot, and Tuesday, February 18th was the last day for a write- in candidate to declare candidacy. The following candidates are unopposed for the corresponding positions: Jan Dockery = Mayor (Alcade) Katie Gross - Councilmember Ward 1 (Consejal Distrito 1) Ken Taylor - Councilmember Ward 2 (Consejal Distrito 2) Bonnie Busch = Councilmember Ward 3 (Consejal Distrito 3) Derek Smith - Councilmember Ward 4 (Consejal Distrito 4) Motion Councilmember Taylor, Second Councilmember Jernigan to approve the Certification of Unopposed Candidates for 2025 City Officers Election. Motion carried 5-0. The fourth item was to discuss and/or consider approval of the Order of Cancellation for the May 3, 2025, City Officers General Election for Mayor, Councilmember Ward 1, Ward 2, Ward 3, and Ward 4. Motion Councilmember Zbranek, Second Councilmember Jernigan to approve the Order of Cancellation for the General Election. Motion carried 5-0. The fifth item was to discuss and/or consider adoption on First Reading of an Ordinance of the City ofLa Grange, Texas, amending Code of Ordinances oft the City ofLa Grange, Texas, by amending Chapter 11. Taxation, Article 11.03. Hotel Occupancy Tax, section 11.03.001. definitions to include Short Term Rentals in the definition ofHotel and by adding a definition of Short-Term Rental; providing any person who violates or fails to comply with this ordinance shall be subject to all ofthe penalties set forth in section 11.03.006 ofthis ordinance and shall include being guilty of a misdemeanor punishable by a fine not to exceed five hundred dollars ($500.00); and providing for an effective date. Motion Councilmember Jernigan, Second Councilmember Taylor to approve this Ordinance on First Reading. A roll call vote was taken: Councilmember Busch for, Councilmember Gross absent, Councilmember Jernigan for, Councilmember Kerr for, Councilmember Newton absent, Councilmember Taylor for, Mayor Pro tem Weishuhn absent, and Councilmember Zbranek for. Motion carried 5-0. Under Citizen Participation, Wende Anderson with The Grace Inn spoke to Agenda Item #5. City Council CmmitelarlyAdhion, Reports Councilmember Taylor stated the next Tax Appraisal Board meeting is Tuesday, February 25th, 2025. Staff Updates On behalf of City Manager Thompson, City Secretary Janet Bayer reminded the City Council of the upcoming Budget Workshop on Friday, March 7th, > starting at 9 a.m. and anticipating it will last until 3 p.m. Citizen Participation Under Citizen Participation, Robert (Bob) Gulash and Teresa von Rosenberg spoke. Items of Community Interest Mayor Dockery thanked the City Council for wearing red this day (month) to raise awareness for cardiovascular disease. At 6:48 PM a Motion was made by Councilmember Taylor, with a Second by Councilmember Busch that the meeting be adjourned. Motion carried 5-0.
