He indicated that he felt it was unfair and suggested that the action was retaliation for the property development deciding to not voluntarily annex into the city limits. V. (First Reading) City Secretary Osborne explained that the presented ordinance was an attempt to clean up the current code which had not been updated since the election to allow alcohol sales within the city limits and to make it easier for the city to collect the fees for alcohol permits allowed by the state. (First Reading) Mr. Archer again commented that the proposed ordinance represented discussions had during budget workshops regarding the new fees for non-leasehold boat dock permits. (First Reading) Motion was made by Councilmember Toof to approve the ordinance as presented, second was made by Councilmember Whetstone. Consider and Discuss Ordinance No. 0-2023-23 AN ORDINANCE OF THE CITY OF CISCO, TEXAS AMENDING SECTION 13-24 "DESIGNATION OF STOP INTERSECTIONS" OF THE CITY'S CODE OF ORDINANCES; DESIGNATING A TWO-WAY STOP INTERSECTION AT THE INTERSECTION OF PERSHING AND BULLARD STREETS; AND ESTABLISHING, AN EFFECTIVE DATE. (First Reading) Mr. Archer stated that the proposed ordinance was a citizen request for improved traffic control in the area. The Council questioned which intersections in the area already had stop signs and whether an additional stop intersection would be helpful. Chief Preston offered to study conditions in the area and bring back data if the Council wanted to table the item to a later date. Motion was made by Councilmember C. Johnson to table the item pending further information, second was made by Councilmember Whetstone. Motion prevailed by the following vote: Ayes: Councilmembers: Whetstone, W. Johnson, C. Johnson, Toof, Forester Nays: None/Motion Carries Voted: 5to0 Absent: Johnston, Bruner L. Consider and Discuss Westbound Water Rates. Mr. Archer presented the Council with a chart outlining the rate increases to Westbound Water over the last 15 years. He requests a 5% increase in the rate this year, bringing the rate to $4.62 per one thousand gallons up to 3.5 million gallons and $5.54 per one thousand gallons over 3.5 million. Motion was made by Councilmember Whetstone to increase Westbound Water rates by five percent as presented, second was made by Councilmember Toof. Consider and Discuss Long Range Planning. Mr. Archer reminded that Council that the next regularly scheduled meeting will be September 25, 2023; that October 4-6 he will be out ofthe office attending the Texas Municipal League Conference; that city offices are closed on October 9, 2023, and that the meeting regularly scheduled for October 9th had been moved to October 10, 2023.
