CITY COUNCIL SEPTEMBER 16, 2021 PUBLIC HEARING A Public Hearing was held September 16, 2021 in the Groves City Council Chamber with Mayor Chris Borne, Mayor Pro Tem Sidney Badon, Councilmember Rhonda Dugas, Councilmember Mark McAdams, and Councilmember Paul Oliver in attendance. Mayor Borne explained that two public hearings would be conducted-- one on the budget and one on the appropriations ordinance, followed by a Special Meeting. Mayor Borne called the meeting to order at 5:00 p.m. and read from the Notice of Public Hearing as follows: Notice is hereby given that the City Council of the City of Groves, Texas will hold a Public Hearing Thursday, September 16, 2021 at 5:00 p.m. in the Council Chambers at City Hall, 3947 Lincoln Avenue, Groves, Texas for the purpose of reviewing the proposed FY 2021-2022 budget. He made a statement explaining that Council had asked the staff to amend the budget and reduce the revenue and expenditures. He stated that Finance Director Lamar Ozley would be making a brief presentation and then the hearing would be open for comments. Mr. Ozley went through each line item that was amended as follows: Animal Control 01-5-33- 09-140 "automobile" 30,000 amended to -0-; Animal Shelter 01-5-35-01-020 "overtime" 8,250 amended to 7,000; Inspection & Permits 01-5-38-09-840 "vehicles" 25,000 amended to -0-; Public Works Admin. 01-5-41-09-510 "building improvements" 30,000 amended to -0-; Garage 01-5-42-07-270 tool allowance" 4,320 amended to 3,000; Streets 01-5-44-06-270 "contract services" 25,000 amended to 20,000; Special Items 01-5-99-07-420 "contingencies' 2,977 amended to -0-. Total decrease of 95,547. Mr. Ozley stated that a reduction in tax revenue would be made in order to keep the budget balanced (Tax Revenue 01-4-00-310-49 "current taxes" 6,150,000 amended to 6,054,453. Mayor Borne asked for questions from the Council. Councilmember McAdams asked what the 25,000 reduction in Inspections & Permits was for and Mr. Ozley stated that it was a vehicle replacement. Mayor Borne opened the floor to any citizen who wanted to speak on the budget and ask questions accordingly. Suzanne Williamson of 5301 Kent referenced the summary information for future forecast, saying that there was no mention of a General Fund surplus. She stated that in the past the city auditor had suggested a 15% surplus and asked if there is any plan for that. Mr. Ozley stated that there is no specific line item for reserves. Ms. Williamson then stated that under the law the City does not have to adopt the budget at this time and maybe it should wait until a later date. Mayor Borne asked for further citizen comments and there were none. Sosa asked Finance Director Lamar Ozley to give an overview. Mr. Ozley explained that by law the first public hearing was on the budget and that this public hearing would be over the appropriations ordinance as provided for in the City Charter. Mayor Borne asked for comments from the Council and there were none. Mayor Borne asked if any citizen wanted to speak on the appropriations for the budget at this time. There were no citizen comments. Mayor Borne asked again for citizen comments and there were none.
