SPECIAL MEETING CITY COUNCIL SEPTEMBER 16, 2021 A special meeting of the Groves City Council was held September 16, 2021 in the Groves City Council Chamber with Mayor Chris Borne, Mayor Pro Tem Sidney Badon, Councilmember Rhonda Dugas, Councilmember Mark McAdams, and Councilmember Paul Oliver in attendance. Mayor Borne called the meeting to order and led the prayer and pledge of allegiance. CONSIDER ADOPTION OF FY 2021-2022 BUDGET BY RECORD VOTE: City Manager D.E. Sosa stated that the budget had been amended at the request of the Council. He requested that the motion be made to reflect the amendments. Councilmember Dugas stated "I move that the budget of the City of Groves for fiscal year 2021-2022 be amended as follows: Revenue: Tax Revenue 01-4-00-310-49 Current Taxes 6, 150,000 amended to 6,054,453 Expenditures: Animal Control 01-5-33-09-140 Automobile 30,000 amended to -0- Animal Shelter 01-5-35-01-020 Overtime 8,250 amended to 7,000 Inspection & 01-5-38-09-840 Vehicles 25,000 amended to -0- Permits Public Works 01-5-41-09-510 Building Improvements Administration 30,000 amended to -0- Garage 01-5-42-07-270 Tool Allowance 4,320 amended to 3,000 Streets 01-5-44-06-270 Contract Services 25,000 amended to 20,000 Special Items 01-5-99-07-420 Contingencies 2,977 amended to -0- and that the budget as amended be adopted. Mayor Pro Tem Badon seconded the motion. Mayor Borne then asked for questions or comments and there were none. Motion passed unanimously. CONSIDER RATIFICATION OF PROPERTY TAX INCREASE REFLECTED IN THE FY 2021-2022 BUDGET: Mr. Sosa called on Finance Director Lamar Ozley to explain this item. Mr. Ozley stated that the motion would acknowledge that the City would receive more tax revenue than last year. Generally speaking, if there is more property value the taxes will increase. Councilmember McAdams made the motion "I move to ratify the property tax increase reflected in the budget as adopted. Councilmember Dugas seconded the motion. Mayor Borne referenced Local Government Code Sec. 102.007(c), reading as follows: Adoption of a budget that will require raising more revenue from property taxes than in the previous year requires a separate vote of the governing body to ratify the property tax increase reflected in the budget. 17 Mayor Borne asked for questions and asked for an estimate of how much new value was put on the property value this year. Mr. Sosa stated 15,637,736 of new construction with the breakdown as follows: 11,157,000 = single family; 2,401,450 - multi family; 1,009,968 - commercial; 191,662 - residential inventory; 877,656 - special inventory. He also reported that the City has between 40 to 60 homes that will add to next year's values and that the City should see healthy increases for years to come. Councilmember Dugas asked if the new values were in a concentrated area or spread out. Mr. Sosa stated that the new values are spread out over the city. Councilmember Oliver asked if the new commercial values include the bank property and Mr. Sosa said they do not include the planned development of the former bank property. Motion passed unanimously.
