CALL TO ORDER Mayor Alex Heartfield called thé meeting to order at 8:30 a.m. 2. NOTICE OF POSTING: NOTICE OF THIS REGULAR CALLED MEETING OF THE CITY COUNCIL OF THE CITY OF GRAHAM TEXAS WAS DULY POSTED AT A PLACE READILY ACCESSIBLE TO THE PUBLIC AT LEAST 72 HOURS PRIOR TO THE DATE AND TIME OF THIS MEETING, IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT. 3. OPENING PRAYER AND PLEDGES TO U.S. AND TEXAS FLAGS Gary Elrod led the invocation followed by the U.S. Pledge and Texas Pledge. 5. PUBLIC FORUM Rachel Ligon stated her opinions and her reasoning behind why she was a protester in the February 2, 2025 protest. She also expressed safety concerns throughout the protest. 6. REPORTS Individual Department Heads provided overviews for Council on ongoing updates of their respective departments which included: Code Enforcement, Animal Control, Police Department, Fire Department, Municipal Court, Library, Airport, Chamber/Visit Graham, Public Works, Auditorium, and GEIC/GIA. City Manager Eric Garretty provided reports on the Lake Graham Water Level, Key Dates and Upcoming Events, Boards Update, Plug Power Payments Report, Update on Hillcrest and Cherokee Loop signage, and Project Status Report. 7. CONSENT AGENDA. Following a motion made by Shana Weatherbee-Wolfe and seconded by Brant Lundgren, the following Consent Agenda was approved unanimously 5 0. Page 1 of2 350 a. Approve the Minutes of the Regular Called Meeting held on February 13, 2025; and b. Approve the Minutes of the Budget Workshop held on February 13, 2025; and C. Approve a Square Closure request from Isabel Smith, for the closure of the southern half of the Square, on Thursday, April 10, 2025, from 8:45 a.m. until 11:00 a.m., in support of a parade celebrating the Week of the Young Child. d. Approve a Square closure request from Lynn Nees for the closure of the southeast quadrant of the Square beginning at 12:00 p.m. on Wednesday, April 23, 2025 and ending at 3:00 p.m. on Thursday, April 24, 2025, in support of the Graham Regional Medical Auxiliary Chalupa Luncheon. e. Approve a Street Closure request from Kandice Craig for the closure of various streets, and certain entrances to the Square, on Saturday, April 26, 2025, from 6:30 a.m. until 11:00 a.m. in support of the 20th Annual Run for the Children. 8. CITY STAFF '2024 YEAR IN REVIEW' PRESENTATION TO THE CITY COUNCIL. City Manager Eric Garretty and Assistant City Manager Melinda Brown presented the "2024 Yeari in Review' to the City Council. 9. DISCUSSION REGARDING REVIEW OF THE FY25 FY30 DRAFT CAPITAL IMPROVEMENT PLAN. City Manager Eric Garretty discussed the FY25 - FY30 draft Capital Improvement Plan. 10. CONSIDER AND ACT TO APPROVE THE FINANCIAL REPORTS FOR THE PERIOD ENDING JANUARY 31, 2025. Motion made by Jack Little and seconded by Brant Lundgren to approve the Financials Reports for the period ending January 31, 2025. Motion passed unanimously 5 0. 11. PRESENTATION OF THE SALES TAX REPORT FOR SALES TAXES COLLECTED DURING DECEMBER 2024. City Manager Eric Garretty presented the Sales Tax Report for sales taxes collected during December 2024. 12. DISCUSSION REGARDING PROPOSED FUTURE AGENDA ITEMS. None. 13. ADJOURNMENT.
