REGULAR SESSION January 13, 2025 PAGE 1 Notice is hereby given that a Public Meeting was held on January 13, 2025, at the Garrison City Hall. Members present were Mayor Keith Yarbrough, Arnie Kelley, Darrell Lunsford, Hope Hallmark, and Travis Simon. Tim Wright was absent. Others present were Jack Brown, Herbert Hancock, Melissa Russell with ADAC, Dillon Cook, Candance and Tim Barton, Myke Chandler, and Jenny Frederick. Mayor Yarbrough called the meeting to order at 5:01 P.M. Jack Brown led in prayer. There were no public comments. Jenny Frederick presented the minutes from December 9, 2024, for approval. Travis Simon moved to approve the minutes from December 9, 2024. Arnie Kelley seconded. All voted yea. There were 8 medical calls, 9 calls for service, 5 structure fires, and 3 rescue calls. The Texas Forestry Service will be delivering the new fire truck next week. Police Chief Tim Barton presented the Police report. There were 16 calls for service, 131 stops made, 63 citations written, 68 warnings issued, 0 arrests, 7 agency assists, 0 MVA's, and 2 animal complaints. Tim Barton and Micah Buzbee will both be attending an ALERRT training course in Center on January 20th and 21*, 2025. Arnie Kelley moved to accept the Racial Profiling Report for 2024. Travis Simon seconded. All voted yea. Dillon Cook has asked to join the City of Garrison Police Department as a reserve officer. The Tahoe is dying randomly, and the headlights are a problem. Micah was told to use a premium tank of gas or seafoam. Myke Chandler presented the Municipal Court report. The court received a total of $11,158. The city will keep $6,240.01, and $4,917.99 will be remitted to the state. Jenny Frederick informed the council that the Police Car Audit results were given. The audit questions $18,993.29, and $201.60 must be paid back. Herbert Hancock suggested we request all the documents from Michelle, the grant writer. Darrell doesn't feel like the City of Garrison should have to pay Michelle anything to correct these issues. Tim Barton is to contact Michelle and request information. Arnie Kelley asked the council to consider letting him plant trees and shrubs on the city easement in Woodland Oaks between him and Garrison ISD. He would like to plant approximately 20 pine trees that are already 6-8 ft tall because he would like a barrier when GISD builds the new baseball field. Discussion ensued. Jack and Arnie are both to provide something for council at the next meeting. Jack Brown presented the Superintendent's Report. A handout was given to all council members. Every lift station has been covered with a tarp to prepare for freezing weather. Additional heaters were set at lift stations 1 and 2. An electrical plug was attempted to be installed at lift station #3. Lift Station #1 main motor bearing is damaged. Core & Main quoted $1507.62, Rural Pipe quoted $1516.92, and Carter Tucker quoted $1209 + freight. Greenwood sewer project is nearly complete. The line, manholes, and taps are complete. There is one tap with no top. GLS will sign off on the project after speaking with Jack. Council wants. Jack to make sure everything has been completed before signing off on the project. Darrell would like the mini ex to be put under the shed. The mini ex is currently not running, there is no power to the ignition switch. The maintenance guys have been OQ recertified. The OM&E updated. Jenny Frederick presented the Secretary's report. The city's total account balances were $945,536.72. The balance sheets, profit and loss statements, adjustments for the month, and bank statements and reconciliations for all accounts were provided for review. The sales tax for the month was $7901.
