Considerand Discuss Winter Weather Event Update. Mr. Archer spoke to the Council regarding last week's historic winter weather of February 14, 2021-February 22, 2021. Water Treatment Plant-operated for 24 hours per day 7days. Services were maintained to the customers. Shelters were built around the pumps prior to the event. Utility Billing-There were 113 constant alerts ofrunning water. Customers are being contacted to let them know they show an alert. There have been 70 water shut offs per customer requests and several that were shut offby the city as emergent because water was running out of a house. 51 main line leaks were repaired during the storm. Mr. Archer praised the Public Works staff for their hard work and tireless efforts. Street Department-Lent help clearing streets of snow in front of buildings and on sidewalks in high traffic areas. They also did maintenance on equipment. Police Department-continued to operate and perform welfare checks on people and animals. Fire Department-Took tanker truck to aid the City of Eastland as they did not have water service. Myrtle Wilks opened a "warming center" that served 25 people. Electric Service-only outage was from one downed power line and was restored. There was no loss of gas service. TxDot kept state highways and the interstate clear and the fire department received no calls for accidents on the interstate throughout the event. Mr. Archer stated that the storm brought into focus that there was a need to look at purchase of generators for the Water Treatment Plant and the City Hall Complex. He expects the cost to be high, but well worth it if an event like this occurs in the future. He went on to say that it could be beneficial to look into an interlocal water supply agreement between the cities in Eastland County, and potentially and additional elevated storage tank for the city. On the positive side, Mr. Archer stated that the event was an opportunity to test all of our systems and over all, they all functioned at a high level. He praised all the city employees and all in the county for the effective communication between departments, other cities, and county officials. Mayor Douglas gave appreciation to the Chief of Police, the Fire Chief, and all the city employees who had to be out in the weather to keep the citizens safe and comfortable. C. Considerand Discuss Long Range Planning. City offices will be closed on Good Friday. D. Announcements from City Council. Councilmember Forester asked ifthe city could advertise that residents with high water bills can make payment arrangements with the city to avoid termination. City Secretary, Tammy Osborne, gave the dates for Early Voting in the Special Election to fill seat VI. VIII. ADJOU RNMENT Motion was made by Councilmember Forester to adjourn, second made by Councilmember R.. Johnson.
