REGULAR SESSION February 10, 2025 PAGE 1 Notice is hereby given that a Public Meeting was held on February 10, 2025, at the Garrison City Hall. Members present were Mayor Keith Yarbrough, Arnie Kelley, Darrell Lunsford, Hope Hallmark, and Tim Wright. Travis Simon was absent. Others present were Tim Barton and family, Herbert Hancock, Micah Buzbee, Dillon Cook, Ben Rosenberg, Ms. Stott, and Myke Chandler. City Secretary Jenny Frederick was absent. Mayor Yarbrough called the meeting to order at 5:00 P.M. Jack Brown led in prayer. There were no. public comments. Myke Chandler presented the minutes from January 13, 2025, for approval. Hope Hallmark moved to approve the minutes from January 13, 2025. Tim Wright seconded. All voted yea. Fire truck will be here in 1-2 days. There were 5 calls for service, 3 structure fires, 4 grass fires, 17 med assist calls. Police Chief Tim Barton presented the Police report. There were 21 calls for service, 94 stops made, 49 citations written, 45 warnings issued, 1 arrest, 2 agency assists, 0 MVA's, and 2 animal complaints. Tim Barton updated the council on the police car audit. Myke Chandler presented the Municipal Court report. The court received a total of $11,650.90. The city will keep $6,695.96, and $4954.94 will be remitted to the state. Ben Rosenberg updated the council regarding the Texas Water Development Board Loan. The City of Garrison is ranked number one on the list. Ben hopes to find out how much funding the city will receive this week or next week. There is new money for the water side available that is 100% loan forgiveness. The city will need to have a PIF submitted by March 3, 2025. Jack needs to call Goodwin Lasiter to get the PIF started. The budget workshop has been set for March 3, 2025, at 5:00 P.M. at City Hall. Council discussed employee insurance renewal rates. Hope Hallmark made a motion to approve option 1 with a 5.82% decrease at $868.76 per employee. Tim Wright seconded. All voted yea. Arnie Kelley discussed with the council planting trees and shrubbery on city easement that adjoins Woodland Oaks. Council discussed the old maintenance truck. Hope Hallmark made a motion to sell the truck by running it across the scales. Tim Wright seconded. All voted yea. The council considered communication options with residents. Council is very interested, but would like more bids. Jack Brown presented the Superintendent's Report. A handout was given to all council members. The city received another enforcement letter. The fine is $80,000. Jack is going to resubmit and try to get the REGULAR SESSION February 10, 2025 PAGE 2 fine reduced. Water leaks have been repaired at 286 Fern Street and 3194 FM 138. The Lead and Copper Inventory for TCEQ Requirement is complete. Jack has completed the OER for TCEQ regarding THM and HAA5s. The electrical subpanel for lift station #3 is complete and a heater was added. Lift station 1 is not pumping because the east motor is burned out. A motor replacement was ordered. The west motor is surging. The lift station is now fully operational. The gas survey is underway. The mini-ex has been repaired. A culvert is washing out on Woodland Oaks. Mrs. Audra Bell's trailer was discussed. Myke Chandler presented the Secretary's report. The city's total account balances were $878,443.72. The balance sheets, profit and loss statements, adjustments for the month, and bank statements and reconciliations for all accounts were provided for review. The sales tax report was unavailable. Myke Chandler presented the bills for approval. Hope Hallmark made a motion to approve paying the bills except Vigilant (Motorola). There was no second. All voted yea.
