FORNEY MINUTES PLANNING & ZONING COMMISSION MEETING Forney City Hall Annex, 101 East Main Street Forney, TX 75126 Thursday, January 2, 2025 - 6:30 p.m. I. CALLTO ORDER Chair Ann Lemons called the meeting to order at 6:30 p.m. Commission members present were Chair Ann Lemons, Vice-Chair LaPortia Hurse, Daphne King, Ryan Childress, and Larry Frazier. City staff present were Director of Community Development Peter Morgan, Senior Planner Alex Dixon, City Engineer John Casey, Assistant City Manager Karl Zook and Commission Secretary Kylee Goodson. Commissioners Fred Kazembe and Benjamin Nickerson II were absent. II. INVOCATION Commissioner King gave the invocation. III. CONSENT ITEMS 1. Consider approval of the December 5, 2024, Planning and Zoning Commission meeting minutes. Commissioner Childress made a motion to approve the minutes. Commissioner King seconded the motion. The motion passed by a vote of5 ayes and 0 nays. IV. ACTION ITEMS 1. Discuss and consider approval of a site plan for Village at Gateway Multifamily, located north oft the intersection of North Gateway Boulevard and U.S. Highway 80. Director of Community Development Peter Morgan introduced the item. The purpose of the request is to establish the site design for a new multifamily residential development in the Village at Gateway planned development. The site plan provides the site design for 336 multifamily units to be constructed on the property. Staff recommends approval. Commissioner Childress made a motion to approve the item. Commissioner Frazier seconded the motion. The motion passed by a vote of 5 ayes and 0 nays. 2. Discuss and consider approval of a site plan for Forney Marketplace Lot 2E, located north ofU.S. Highway 80 and west of Marketplace Boulevard. Senior Planner Alex Dixon introduced the item. The purpose oft the site plan is to establish the site design for the development of a multitenant retail building. Staff recommends approval. Commissioner King made a motion to approve the item. Commissioner Childress seconded the motion. The motion passed by a vote of5 ayes and 0 nays. 3. Discuss and consider approval of a site plan for Forney Marketplace Lot 2A, located north ofU.S. Highway 80 and west ofN Marketplace Boulevard. Mr. Dixon introduced theitem. The purpose ofthe request is to establish the site design for the development of a multitenant retail building. Staff recommends approval. Vice-Chair Hurse made a motion to approve the item. Discuss and consider approval of a replat of the Forney Revised Gilani Addition, located east oft the intersection of Buffalo Street and Pinson Road. Mr. Dixon introduced the item. The purpose ofthe request is to establish the necessary boundary lines and easements for the property. Staff recommends approval. Commissioner Frazier made a motion to approve the item. Commissioner King seconded the motion. The motion passed by a vote of5 ayes and 0 nays. 5. Discuss and consider approval of a site plan for the Signature Professional Center, located east oft the Buffalo Street and Pinson Road intersection. Mr. Dixon introduced the item. The purpose oft the request is to establish the site design for the development of aj professional office complex. Staff recommends approval. The applicant, Glen Gilani, spoke in favor ofthe request. After a brief discussion, Commissioner Childress made a motion to approve the item. Commissioner King seconded the motion. The motion passed by a vote 5 ayes and 0 nays. 6. Discuss and consider approval of a final plat for the Wayfare at Forney Addition, located east ofHelms Trail and Prairie Lake Lane in the Forney extra-territorial jurisdiction. Mr. Dixon introduced the item. The purpose ofthe request is to establish the necessary boundary lines and easements for the property. Staff recommend approval, finding that the final plat meets the minimum requirements set forth in Texas Local Government Code and the City of Forney Subdivision Ordinance. Steven Coyne, 11056 Prairie Lakes Lane Concerns stated by the speakers included crime, traffic, the proposed multifamily use, flooding and drainage issues, coverage of emergency services, and confusion about what jurisdiction has authority to regulate the project. Following discussion, Commissioner Childress made a motion to approve the item. Commissioner Frazier seconded the motion. The motion passed by a vote of 4 ayes and 1 nay (Lemons). 7. Discuss and consider approval of a final plat for Costco Forney, located north ofU.S. Highway 80 and east ofF.M. 460. Mr. Morgan introduced the item. The purpose oft the request is to establish the necessary boundary lines and easements for the property. Project representative Matthew Haskin spoke in favor ofthe request and confirmed that TxDOT was improving the adjacent intersection. The following people spoke during the item discussion: 1. Debra Jolly concerned with traffic and having to pay Forney ISD taxes. 2. Rolly Anderson, 14173 Rainbow Drive concerned with traffic. Vice-Chair Hurse made a motion to approve the item. Commissioner Childress seconded the motion. The motion passed by a vote of5 ayes and 0 nays. V.
