THE CITY OF CISCO CITY COUNCIL, REGULAR CALLED MEETING March 25, 2024 CISCO, TEXAS S EASTLAND, COUNTY $ The City Council of the City ofCisco met in a regular called session at the Cisco Council Chambers in Cisco as scheduled, and notice was posted 72 hours in advance and prior to the meeting. MEETING CALLED TO ORDER: Mayor Forester called the meeting to order at 6:00 p.m. II. PLEDGES A. Pledge of Allegiance B. Pledge to the Texas Flag III. INVOCATION: Mayor Forester gave the invocation. IV. CITIZEN-VISITOR COMMENTS: Stephanie Clinton addressed the Council regarding a coyote that is terrorizing her neighborhood and wanted to bring the matter to the attention ofthe city. She further stated that she would like to see street repair on W. 7th Street in front of her mother's house. It has been in a state of disrepair for years and no one is able to park in front of the house. Lastly, she brought and open storm cellar near 908 W. gth Street to the attention of the city administration. V. APPROVE MINUTES OF THE MEETING CONDUCTED ON: February 26, 2024 Motion was made by Councilmember C. Johnson to approve the minutes as presented, second was made by Councilmember Johnston. Motion prevailed by the following vote: Ayes: Councilmembers: Johnston, Bruner, C. Johnson, Forester Nays: None/Motion Carries Voted: 4to0 Absent: Whetstone, W. Johnson, Toof VI. THE CITY COUNCIL MAY DISCUSS AND/OR TAKE ACTION ON ANY OF THE FOLLOWING AGENDA ITEMS: A. Consider and Discuss Ordinance No. 0-2024-03 AN ORDINANCE OF THE CITY OF CISCO, TEXAS, AMENDING SECTION 13-24 "DESIGNATION OF STOP INTERSECTIONS" OF THE CITY'S CODE OF ORDINANCES; DESIGNATING A FOUR-WAY STOP INTERSECTION A W. 16TH STREET AND AVENUE J; AND ESTABLISHING AN EFFECTIVE DATE. (Second Reading) Motion was made by Councilmember Johnston to accept the ordinance as presented, second was made by Councilmember Bruner. Motion prevailed by the following vote: Ayes: Councilmembers: Johnston, Bruner, C. Johnson, Forester Nays: None/Motion Carries Voted: 4to 0 Absent: Whetstone, W. Johnson, Toof B. Consider and Discuss Purchase of New Brush Truck by Cisco Volunteer Fire Department. Walter Fairbanks Chief Fairbanks explained that the vehicle would be purchased by the Volunteer Fire Department at no cost to the city except insurance and maintenance costs after purchase. Councilmember C. Johnson questioned where the funds would come from and Chief Fairbanks stated that donations to the fire department would purchase the vehicle. Motion was made by Councilmember Bruner to approve the purchase as presented, second was made by Councilmember C. Johnson. Motion prevailed by the following vote: Ayes: Councilmembers: Johnston, Bruner, C. Johnson, Forester Nays: None/Motion Carries Voted: 41 to 0 Absent: Whetstone, W. Johnson, Toof C. Considerand Discuss Long Range Planning Mayor Forester said that offices will be closed March 29th in observance of Good Friday; city-wide clean-up will be April 27th with roll-offs on the 100 block of E. 5th St. D. Announcements for City Council. Councilmember C. Johnson requested that Ms. Clinton's concerns be addressed by the appropriate city departments to which Mayor Forester answered that Mr. Archer was participating remotely and had acknowledged the complaints and would address them. VII. ADJOURNMENT Motion was made by Councilmember C.
