JOHNSON TOWN OF CROSS TIMBER The Board of Aldermen for the Town of Cross Timber, Texas, convened in regular session at the Briaroaks Fire Hall, 515 Ward Lane, Briaroaks, Texas, on Thursday, February 6, 2025, at 6:30 P.M. to consider the following agenda items. 1. Call to Order Patti Meier, Mayor, opened the meeting at 6:34 P.M. 2. Review procedure for addressing the Board and Open Meetings Act Mayor Meier reviewed procedures for addressing the Board and the Open Meetings Act. 3. Review and approve Minutes of the November 14, 2024 meeting. Review and approve Financial Records for November & December 2024, and January 2025. As ofJanuary 31, 2025 the total amount in the general fund is $16,788.00. The Money Market account has $449,129.42 with the amount of $46,640.94 allotted to the capital improvement fund. Public Comment. None 8. Committee Reports: a. Capital Improvements Committee Chairman Linendoll informed the board that the second container had been placed on the property, Howard Hobbies completed the dirt work. The committee recommended electric installation quote from Tim Coursey for $2706.25. Plumbing needs a frost free outlet, connection, shut off valve and stubbed out per code, Tim Winnett unable to fit into his schedule. Mayor Meier suggested Sergio who was recommended by Bethesda Water for other projects. Maudie Tarver (Tarver Road) suggested that we develop schematics of electric, plumbing and septic during this time frame. Tim Linendoll shared a diagram for suggested cement pad work. b. Infrastructure Committee Mayor Meier suggested reestablishing this committee with the intent of annexing roads into the town. The committee would need to look at all town roads and rank 1-5 (worst to best). No alderman present was able to take on leadership of this committee at the time sO this item was tabled. 9. Discussion and possible action on zoning violation at 3015 FM 731. David Morrow (500 Heritage Trail, Burleson) has purchased property at 3050 Collins Road and his son-in- law has purchased 3060 Collins Road. Both properties abut to 3015 FM 731 property that currently has rodent and snake infestation, septic / human waste odors, trash & debris, and possible animal cruelty. They presented a series of six color pictures showing the current state. Mayor Meier suggested a course of action involving the fire marshall & Safebuilt code officer to evaluate the property and provide facts to her. After receiving the information she will contact the attorney to determine how to proceed with this issue. Discussion and possible action on audit results from December 4, 2024. Secretary LaMaster stated the process had been completed and there were no recommendations for change and that this demonstrated how previous audits have helped to shape a good process. Discussion of and possible action on auto pay for Bethesda Water & United Cooperative Services. Secretary LaMaster stated that she would like to have auto pay for both oft these utility companies to assure on-time payments. Treasurer Moncrief supported the use of auto pay as long as it was a "pull" from the utility account which would provides more security. Discussion and possible action on painting new container, cement pad costs and other town property improvements. Tim Linendoll asked the board to accept the electrical installation quote. Mayor Meier suggested using Elias to paint this container (he painted the first one). Further Mayor Meier charged the Capital Improvements Committee with seeking bids for plumbing and concrete work. Discussion and possible action on a welcome letter or committee development. The committee would like to update the current welcome letter and send to new residents. Aldermen will send edits to Secretary LaMaster and she will work with Kellee Ball to revise the 2022 letter. Aldermen also asked to provide addresses and names of new residents when known. Discussion and possible action on property tax Mayor Meier suggested that property taxes would be a way to build infrastructure funds over time. She provided information about number of parcels in the town, potential revenue and that the Board of Alderman can implement without a town vote. The mayor also provided data on the number of households in the past three years who had provided voluntary donations (last year = 13). Kathy LaMaster (Trails End) provided information from a sampling of residents stating they were not in favor of taxes while the town had over $400K in the bank and had not repaired Cross Timber Road. Mayor Meier also updated the board on the roll of Trophy Materials in the road repair, they are not willing to assist at this time due to a TECQ complaint filed against them for dust issues. Maudie Tarver (W. Tarver) stated she had spoken to Johnson County and if we implemented taxes the 65 and over exemption would no longer apply to Emergency Services. The mayor will follow up with Johnson County and Secretary LaMaster will work with the mayor to draft a citizen information letter.
