THE CITY OF CISCO CITY COUNCIL, REGULAR CALLED MEETING September 17, 2015 CISCO, TEXAS $ EASTLAND, COUNTY S The City Council of the City of Cisco met in a special called session at the Cisco City Hall in Cisco as scheduled, and notice was posted 72 hours in advance and prior to the meeting. Consider and Discuss Ordinance No 0-2015-13 AN ORDINANCE OF THE CITY OF CISCO, TEXAS, ADJUSTING AND AMENDING THE CITY'S FISCAL YEAR 2014-2015 BUDGET; AND ESTABLISHING AN EFFECTIVE DATE.- First Reading Motion was made by Councilmember Weger to accept the ordinance as presented, second was made by Councilmember Boles. Consider and Discuss Ordinance No. 0-2015-14 AN ORDINANCE OF' THE CITY OF CISCO, TEXAS, ADOPTING THE BUDGET FOR THE FISCAL YEAR OCTOBER 1, 2015, THROUGH SEPTEMBER 30, 2016, FOR THE CITY OF CISCO, TEXAS; AND ESTABLISHING AN EFFECTIVE DATE... - First Reading Motion was made by Councilmember Weger to accept the ordinance as presented, second was made by Councilmember Green. Consider and Discuss Ordinance No. 0-2015-15 AN ORDINANCE OF THE CITY OF CISCO, TEXAS, ESTABLISHING THE TAX LEVY FOR THE 2015- 2016 BUDGETYEAR OF CISCO, TEXAS; AND ESTABLISHING AN EFFECTIVE DATE.- First Reading Motion was made by Councilmember Johnson to accept the ordinance as presented, second was made by Councilmember Douglas. Motion prevailed by the following vote: Ayes: Councilmembers: Weger, Johnson, Douglas, Boles, Green, King Nays: None/Motion Carries Voted: 6to 0 Absent: D. Consider and Discuss TEAM Building and Long Range Planning. TML Conference is being held September 22-25. Councilmember Douglas asked if there was an ETA on when the city would auction the equipment owned by the city. Mrs. Ledbetter said that Chief Weikel was in charge oft that and would probably be starting it soon. Councilmember Green said he had been approached by a teacher who asked if an accommodation could be made regarding the water bills since they are only paid once monthly and it falls after the date the bill is due. The Council discussed that many professions within the city are only paid monthly and to make an allowance for one group would open it up to allowances made for all citizens Mayor King said discussion was ongoing with regard to an upgraded water meter system, but an updated proposal had not yet been received. Councilmember Boles inquired about the Mayor's meeting with Frac-Tech and asked for a synopsis. The Mayor explained that Frac-Tech had requested that the details of the meeting be kept confidential, but that it wasn' 't bad news as far as the city was concerned. Councilmember Weger questioned whether or not the sales tax issue had been resolved with Flying J. Mayor King explained that Mr. Diers' secretary is working with the State Comptroller" 's Office to resolve the problem. Councilmember Green discussed improving voter participation in upcoming elections. Lastly, Mayor King informed the Council that the city had reached out to the candidate who was first on the list from the last round ofi interviews to see ifhe would be interested in pursuing the position at this time. No response had been received as yet. VI. ADJOURNMENT Motion was made by Councilmember Boles to adjourn, second made by Councilmember Weger.
