STATE OF TEXAS S COUNTY OF TARRANT S CITY OF BEDFORD S The Bedford Parks and Recreation Board met on February 6, 2025. The following Board members were present: Mr. Terry Lewis, Ms. Rocio Reece, Mr. Lynn Grado, Ms. Misty Whitchurch, Ms. Heather Lopez Velarde, Ms. Andrea Emery, Mr. Terry Hair, and Ms. Marguerite Allen. Mr. Hunter Hardeman and Mr. Don Henderson from the City of Bedford team were also in attendance as was Mr. Rich Steves from Bedford City Council. CALL TO ORDER Ms. Heather Lopez Velarde, Chairperson, called the meeting to order at 6:31 pm. PUBLIC COMMENTS There were no public comments. APPROVAL OF MINUTES Mr. Terry Hair motioned to approve the minutes from November 7, 2024, as presented. The motion was seconded by Mr. Lynn Grado and approved unanimously. NEW BUSINESS 1. Council and staff updates Councilmember Rich Steves shared that the City of Bedford purchased a new Christmas tree and let the Board know that playground shade would be brought to Council later in February. The Senior Center ribbon cutting would take place on Saturday, February 8 at 10:00 am with tours beginning at 10:30 am. Councilmember Steves shared funds had also been allocated for Fourth Fest and Beats and Eats. Mr. Hunter Hardeman shared that a Daddy Daughter Dance had also been scheduled. Several exciting updates were provided. Engineered wood fiber would be added to all playgrounds and several concrete borders had been added. The team recently finished doing several sidewalk projects making it easier for a wheelchair to move around. Concrete was also poured at 3009 Glenwood Court, creating a pocket park for area residents. 2. Election of Vice Chair Ms. Marguerite Allen motioned to elect Mr. Lynn Grado as Vice Chair. The motion was seconded by Ms. Heather Lopez Velarde and passed unanimously. Page 1 of 3 Parks and Recreation Board Meeting Minutes from February 6, 2025 3. Discussion on establishing goals for the Parks and Recreation Advisory Board in 2025 Mr. Hardeman walked through the role of the Board and facilitated a group discussion. It was recommended that the Board consider giving a presentation to Council once a year, as stated in the ordinance. Mr. Hardeman asked the Board to consider two questions, specifically, what did the Board want to see and what did Council expect from the Board? Further, how could the Board expand their responsibilities and engagement? Councilmember Steves added that many good insights had been brought to Council from the Board. Mr. Hardeman recommended that Board members send any requests to the Parks team. After much discussion, it was determined that the item would be continued at the next meeting. OLD BUSINESS 4. Discussion on 2025 Arbor Day event Ms. Lopez Velarde shared that she talked to the Beautification Board. Unfortunately, April and May are two of the worst months to plant large trees. Mr. Henderson shared he would put together some revised budget numbers for planting trees in the fall and items for Board consideration. The Board decided that the tree planting would be moved to fall, with a potential partnership with the Beautification Board in November. REPORTS 5. Discuss individual park assignments a. Bedford Trails Linear Park - Looks good. b. Brook Hollow Park - Looks good. C. Carousel Park - Looks good. d. Central Park - Several lights are out, dark at night. e. Cheek Sparger Trails - Looks good. f. Dewey Tenant Park - One bollard light is out, potential water leak. g. Generations Park - Fixing fountain. Room D101 has an airspace in the window straight ahead. h. Harris Ryals - Looks good. i. Meadowpark Athletic Complex - Revamping signage and mile markers. Parking lot has potholes. OBS Park - Looks good. Not being used as much since the Senior Center has moved. k. Stormie Jones Park - Looks good. New light poles, cement pads, and new shade structures were installed at the soccer fields. The next scheduled meeting of the Parks and Recreation Advisory Board will be on March 6, 2025. ADJOURNMENT A motion to adjourn was made by Ms. Allen. The motion was seconded by Ms. Whitechurch unanimously, adjourning the meeting at 7:31 pm.
