STATE OF TEXAS COUNTY OF RUNNELS CITY OF BALLINGER On the 3RD day of February 2025, the Ballinger City Council met in regular session at 5:30 p.m., in the Council Chamber of City Hall located at 700 Railroad Avenue with the following members present: Dawni Seymore Mayor Richard "Rick" Morrish Mayor Pro-Tem Vacant Councilmember Place #1 Ryan Lange Councilmember Place #3 (5:35 pm) Steve Gray Councilmember Place #4 Staff Present: Lindsey Gayoso City Manager Sharon Hicks City Attorney Cord Bowman Public Works Director David Brem Public Utilities Director Ray Cornutt Chief ofPolice 1. Call meeting to Order: Mayor Seymore called the meeting to order at 5:31 p.m. 2. Prayer and Pledges: Mayor Seymore gave the invocation and led the pledges. 3. Citizen Presentations for Items not on the Agenda: n/a 4. Public Comment on Agenda Items other than a Public Hearing: n/a 5. Consent Agenda: a. Approve Minutes from the January 6, 2025 City Council Meeting. Councilman Gray made a motion to approve the minutes. Councilman Morrish seconded the motion. The motion carried unanimously. b. Approve Minutes from the special joint City/ County meeting on January 7, 2025. Councilman Morrish made a motion to approve the minutes. Councilman Gray seconded the motion. The motion carried unanimously. 6. Regular Agenda Items for Discussion, Consideration and/or Action: a. Approve 2024 Racial Profile Report. Chief Ray Cornutt presented the Racial Profile report. Final Analysis of the report there is no conclusive evidence of Biased-Based policing in the City of Ballinger. Councilman Lange made a motion to approve the 2024 Racial Profile Report. Councilman Gray seconded the motion. The motion carried unanimously. 7. City Manager's Report: a. Public Works Update: Cord Bowman February 3. 2025. Minutes Page 1 of3 i. Streets and Parks- Currently crews are working on 9th street to Conda Ave paving pothole project. Bowman also reported the fixing ofthe fences in the park will be the next project in the park. ii. Upcoming Projects- Bowman stated the pond behind the high school baseball field needs to be drained and cleaned out. He has teamed up with Ed Studer to make this possible and should only take 2-3 months to fully drain and clean. b. Public Utilities Update: David Brem- Brem stated the leaks that have been happening the crews are not just patching these pipes they are replacing with poly to prevent the leaks happening again. 1. Sewer and Water- Enforcement on Sec. 27-55 through 64, (improper disposal of items)-Brem and Gayoso expressed the many hours the sewer department is putting in on replacing and cleaning out the sewer mains due to residents flushing items that don't belong in the sewer main. The City of Ballinger will document and start enforcing the ordinance to protect the infrastructure. ii. Upcoming Projects-WTP Scada, Elevated tank-Brem and Gayoso had a meeting with Trac-n-Trol and will start proceeding with options and discussions on getting updated PLC for the new Scada. C. Public Safety Update: Chief Ray Cornutt i. Police Department, Fire Department, Animal Control d. City Manager: Lindsey Gayoso i. Financial Reports-Accounts Payable, Revenue VS Expenses. ii. TMLIRP coverage for "All Other Perils" increasing the deductible from $500 to $1000. iii. Vir tower Report Year 2024 8. Future Agenda Items - Discuss and Consider: a. Drainage behind Chandler Field, Airport advisory board, resolution to extend to County Residents 9. Executive Session: Council convened into Executive Session at 6:09 p.m. pursuant to the Texas Government Code. a. Section 551.071 Consultation with the City Attorney. 1. Appointment to Council Place 1 in light of Kenneth Manley resignation. 3. Appoint Zoning Commission Board 10. Reconvene and take Action if needed from Executive Session: The City Council reconvened in open session at 6:19 p.m. Mayor Seymore asked for a motion for the appointment of Councilmember Place #1. Councilman Gray made a motion to appoint Darlene Kelly as Councilmember Place #1. Councilman Lange seconded the motion. The motion carried unanimously. 11. Executive Session: Council convened into a second Executive Session at 6:20 p.m. pursuant to Texas Government Code a. Section 551.071 Consultation with the City Attorney. 1. Councilman Gray made a motion to approve the Runnels County Dispatch Interlocal with the adjustments made by City Attorney. Councilman Lange seconded the motion. The motion carried unanimously. 2. City of Ballinger Fire Department and Runnels County Interlocal agreement FY2025. Councilman Gray made a motion to approve the Ballinger Fire Department Interlocal with the adjustments discussed with the City Attorney. Councilman Lange seconded the motion. The motion carried unanimously. 13. Adjourn: Councilmember Lange made a motion to adjourn. Councilmember Gray seconded the motion. The motion carried unanimously.
