Agenda item Approval of January 14, 2025 minutes Motion was made by Councilman Bolling and a second by Councilman Kendrick to approve the minutes ofJanuary 14, 2025. Motion passed unanimously. Agenda item Agenda Additions Mayor Lambert asked for any additions to the agenda and Chief Mullins asked to be added and hearing no other additions he asked for a motion to approve the agenda with the addition. Motion was made by Councilwoman Rife and a second by Councilman Bolling to approve the agenda with the addition. Agenda item - Christmas Tree Additional Panel Mayor Lambert said that Jay Mallas with Mosca Design had contacted Judy again about the addition to the Christmas tree and the quote is in your packet. Judy said that he had discounted it again and would not invoice until after July if the council wanted to go ahead and make the purchase and the price is Four Thousand Five Hundred and Ninety-seven Dollars and' Thirty- Three Cents ($4,597.33). Motion was made by Councilman Bolling and a second by Councilman Kendrick to increase the tree size. Motion passed unanimously. Minutes - Regular Town Council Meeting February 11, 2025 Page 2 Agenda item - Town Flowers Mayor Lambert said the lady in Tazewell would not be able to do this year. Stewart Etter has sent some pictures of his flowers and said he would like to be considered this year. The information has been sent to Chris Hall to also give the town a quote. Mr. Hall said his quote was not ready. Mayor Lambert asked the council to give him and Judy the authority to review the estimates and decide and let the council know. Motion was made by Councilwoman Rife and a second by Councilman Bolling to let Mayor Lambert and Judy Steele decide who does the flowers when they receive the quotes. Motion passed unanimously. Agenda item - Zoning Ordinance - Set a date for a Joint Public Hearing with the Planning Commission. Mayor Lambert said a public hearing date needs to be set for the next council meeting. Councilwoman Rife said she was on the planning commission and that Susan Wood had worked really hard on getting everything fixed up and has done a great job. Mayor Lambert said he knew the planning commission had met several times and had worked hard to get it finalized. Motion was made by Councilman Bolling and a second by Councilwoman Rife to set the joint public hearing with the planning commission for March 11 at 6:00 p.m. Motion passed unanimously. Agenda item - Chief Rick Mullins Chief Rick Mullins gave the council a handout on the 1st Annual SW VA Fallen Heroes Golf Tournament. Hesaid the Southwest Va' Training Academy is doing their first annual fallen heroes golftournament. The money will go to pay for instructors to come in to do high level training for officers. He asked the town council if they would sponsor a golf team for the Clintwood Police Department to play in the tournament and ifthe council will sponsor a hole for a fallen officer the town had, which was Mayor Stuart Sullivan which was shot three (3) times. The hole that you would sponsor would be a hole in his name, It would be a total ofFive Hundred Dollars ($500). Motion was made by Councilman Bolling and a second by Councilman Kendrick to sponsor a team and a hole at the 1st Annual SW Va Fallen Heroes Golf Tournament. Motion passed unanimously. Old Business: - None Citizens Comments - None Minutes - Town Council Meeting February 11, 2025 Page 3 Reports and Communications: 1. Town Attorney - none 2. Town Council Members Doris Rife - She thanked all the town employees. They are the best ever including the council and the mayor. Talbert Bolling - He echoed what Doris said. There has been a lot of bad weather, and the employees have kept the sidewalk cleaned off and he appreciated the employees for all they do. Ron Kendrick - He wished Doris a Happy Birthday. The town employees have always done an excellent job. Jim Childress - none Andy Rose - none Mayor Lambert - The light has been put back up at J & R Furniture. There have been two (2) main line breaks which caused a lot of water loss. The leaks were because of the cold weather. There was a water leak at the museum and the adjuster came by to look at the floor. The trash had to be picked up in the little trucks because the big trucks couldn't get out because of the bad weather. Ron Kendrick - He said he wanted to make a motion to do a Resolution in regard to the Red Onion Prison which has come under scrutiny recently in the media and other sources. He would like the Town of Clintwood to do a Resolution to show their appreciation for the Red Onion Prison and their staff for keeping our community safe. The prison is a maximum security prison and to his knowledge there has never been a threat of an escape or of anyone harming our citizens. Motion was made by Councilman Kendrick and a second by Councilwoman Rife to do a Resolution for Red Onion Prison. Motion passed with four ayes and Councilman Bolling abstained. Mayor Lambert asked for a motion for a closed session. Motion was made by Councilman Bolling and a second by Councilwoman Rife to go into a closed session Pursuant to Virginia Code Section 2.2-3712 (A) for the purpose of consultation with legal council and consultation with legal counsel pertaining to possible litigation pursuant to Virginia Code Section 2.2-3711 A subsection 7 & 8. Motion passed unanimously. Minutes - Regular Town Council Meeting February 11, 2025 Page 4 Councilman Bolling amended his motion to invite Chief Mullins and Officer Yates into the Closed Meeting. Motion passed unanimously. Mayor Lambert reconvened the meeting into open session. Re: Certification for a Closed Meeting Motion was made by Councilman Bolling and a second by Councilwoman Rife to certify that the Town Council to the best of their knowledge that only such public business matters as lawfully exempted from the open meeting requirements of Virginia law were discussed in the closed meeting and only such public matters as identified in the motion convening the closed meeting were heard, discussed, or considered by the Town Council.
