* * * / * * Cossi Madison, Virginia 22727 Madison County Planning Commission Comprehensive Plan Review Meeting Minutes February 3rd, 2025 The Madison County Planning Commission Comprehensive Plan Review meeting was held in the Madison County Administrative Auditorium at 414 N. Main Street in the Town of Madison, Virginia it was called to order by Chairman Steve Carpenter at 6:01 PM. Chairman Carpenter determined there the first order of business was to adopt the agenda and approve the minutes from the December 16th, 2024 3rd session of the Planning Commission Comprehensive Plan Review Meeting. The following members were present, Chairman Steve Carpenter, Commissioners Zack Whitman, Mike Snider, James Graves III, and Jim Smith. Vice-Chairman Pete Elliott and Commissioner Nathan Cowan was absent. Also, present were Allen Nicholls, Zoning Administrator, and Secretary of the Planning Commission Janet Henshaw. County Administrator: Jonathon Weakley, County Attorney Hannon Wright and Assistant County Administrator Brian Gordon were absent. Chairman Clay Jackson and Vice-Chairman Carty Yowell fori the Bos were also present. Commissioner Mike Snider moved to approve the minutes from the December 16th, 2024, Comprehensive Plan Review meeting and Commissioner Zach Whitman seconded. Commissioner Zach Whitman made a motion to approve the minutes from the January 27th, 2025, Comprehensive Plan Review meeting and Commissioner Mike Snider seconded. All members voted by saying "Aye", non-opposed. Zoning Administrator Allen Nicholls started off the meeting by stating..since I sent out the updated Plan, I have corrected some of the weird spacing, margins, etc. Peter Work had called me with grammatical changes, but he is unwell. added a few paragraphs from Jonathon. Chairman Steve Carpenter commented..Pete Work's comments must mean the body of it is good. What was an appendix is now a section. Allen Nicholls replied..yes, the utility section. Steve Carpenter commented.weve been saying one of our strategies is to review the 29 corridor. Allen Nicholls questioned.where would you like it? Steve Carpenter replied..probably economic development, page 58. Allen Nicholls questioned..you want to add a 3.4? Jim Smith read 3.2. Allen Nicholls commented..the plan was to review the Plan since its aging and update it. Commissioner Mike Snider questioned..how much is current data? Is it years old? Steve Carpenter commented..a topic that's been coming up for several years. Allen Nicholls questioned..how about update? Jim Smith commented.page 3, first paragraph, which has been adopted by reference. They are all taxed at the same value. Allen Nicholls commented.. would look at the new assessment model. Jim Smith commented.page 11, population trends since 2019 has remained fairly steady, page 13 says it has fallen 68%. That's not steady has more than doubled since 1960, false narrative. Allen Nicholls commented..all data gets lumped together. Jim Smith commented..page 42, 1.3, strike farming insert agriculture. Page 50, 2.5 examine and clarify and revise the Home Occupation Ordinance. Allen Nicholls commented..if we are adopting a new goal, then can we get a consensus. Do we have a consensus on adopting a new goal? Jim Smith commented.page 55, 3.6 we can address the real estate/housing pricing. One is pricing the other is how much money you have. Doesn't make sense for one and not the other. Steve Carpenter commented..strong statement, will encourage higher income, nothing in the county that can make that happen. Commissioner Mike Snider questioned..are we doing grammar now? Two bullets...if you're doing bullets, you won't need the semicolon. Allen Nicholls replied..originally, A&B and no one liked bullets. Jim Smith commented.page 65, continue to support Hoover Ridge..consistent with age demographics. Public Utility, not everything we are talking about is public utilities. Electric, gas, some telephone services. All public utility. Fixed wireless is not public utilities, broad band isn't. Should change to public utilities and communication providers. Jim Smith commented..can't prevent disruption when putting in an infrastructure. Zach Whitman questioned..are we referencing another document? Steve Carpenter replied..he's referring to strategy 14. Jim Smith commented.. think it must be under the goal provision. Steve Carpenter commentd.selreteremcne needs to be consistent with the ordinance. Allen Nicholls commented..can be support with remaining goals. Zach Whitman questioned..what does our ordinance say? Jim Smith questioned..how do you put in an infrastructure without disturbing land? Steve Carpenter commented.. .we have different ordinances, cell phone towers, etc. Zach Whitman questioned..15- 22-23, it only calls for broadband? Am missing it? Just calls for transmission lines. Continued discussions. Steve Carpenter questioned..any consensus on #11? Board of Supervisors Chairman Clay Jackson questioned... what is wrong with #11? Jim Smith commented..this isn't saying we have jurisdiction. Clay. Jackson commented..send to Hannon Wright. Allen Nicholls questioned..you want to be able to regulate the height of the poles? Jim Smith commented..they have been putting fiber down 29 and it's about 35K per mile and have been putting it in for about 2 years. Don McCowan commented..land use, strategy 2.3 page 43, don't want to steer development to brownfields. Steve Carpenter commented..we discussed at some length, seems incomplete. Don McCowan commented..if. a solar application should come to the county should be steered to appropriate places. Allen Nicholls commented..how. it got changed, not to take up 1000 acres of farmland to not cover it up with solar panels. Steve Carpenter commented.should we leave it in the way it is then.
