* / * * * * Coss Madison, Virginia 22727 Madison County Joint Planning Commission and Board of Supervisors Meeting Minutes February 5th, 2025 The Madison County Joint Planning Commission and Board of Supervisors meeting was held in the Madison County Administrative Auditorium at 414 N Main St in the Town of Madison, Virginia it was called to order by Chairman Carpenter at 6:59 PM. Chairman Carpenter determined there was a quorum and the first order of business was to adopt the agenda and approve the minutes from the January 15th, 2025 Planning Commission Workshop meeting. As a quorum was established the following members were present; Chairman Stephen Carpenter, Vice- Chairman Pete Elliott, Commissioners: Michael Snider, Jim Smith, James Graves IlI, Zach Whitman and Nathan Cowan. Also, present were Hannon Wright; County Attorney, Jonathon Weakley; County Administrator, Allen Nicholls; Zoning Administrator, Deputy Clerk; Kimberly Turner; Janet Henshaw Secretary for the Planning Commission and Brian Gordon: Deputy County Administrator. For the Bos Chairman Clay Jackson, Vice-Chairman Carty Yowell. Supervisors: Jud Buchannan, Dustin Dawson, and James Jewett were also present. Chairman Mike Snider moved to approve the agenda, and Commissioner Nathan Cowan seconded. This motion was carried by all members saying "Aye". Commissioner Nathan Cowan moved to approve the minutes and Commissioner James Graves III seconded. This motion was carried by all members stating "Aye". 1) Public Hearings: A) (Case No. SU-12-01) Hoffner, Amanda - Quietude Dog Boarding This application has been withdrawn. B) (Case No. RZ -10-30-24-02) Virginia Lawnscapes - Proposed Rezoning (Second Workshop) Michael and Rachel Williams have applied to rezone parcel 55-351 from A-1 (Agriculture) to B-1 (Business). The rezoning application comes because of a Notice of Violation issued by the Zoning Administrator on June 11, 2024. The applicants use the subject parcel to garage landscaping equipment. The subject improvements are accessory use to the applicants' service business, which is allowable in B- 1 zoning, but not A-1 zoning. Zoning Administrator Allen Nicholls started off the meeting by commenting that the applicants are not present. The applicants have done soil work in anticipation to install a bathroom, once rezoning is approved, they will begin construction on the bathroom. There were no other or public comments. Vice-Chairman Pete Elliott made a motion to be recommended to the Board of Supervisors for approval. Mike Snider seconded. Commissioner Jim Smith questioned..any time frame the septic will be in use? Allen Nicholls replied..simply waiting for approval and will proceed. There was no other discussion. All members voted saying "Aye", non-opposed. Commissioner Nathan Cowan questioned why Ms. Hoffner withdrew her application. Allen Nicholls replied..she called me on the phone, she had some pushback from her neighbors, had conversation in the hall, then they all left. She felt bullied and then withdrew. There were no other or public comments. Upcoming PC Workshop Items 1) (Case No. RZ-10-30-24-01) Hege, Josh - Recovery of By-Right Uses (Second Workshop) Mr. Josh Hege is seeking to recover the by-right B-1 (business) uses of his property located on Seminole Trail, Tax Map number 32-102. An application for rezoning. 2) (Case No RZ-04-23-4) was previously approved by the Board of Supervisors in March of 2023 with conditions. As a result, the applicant lost the right to some B-1 uses by proffer. The applicant's business needs have changed, and he is seeking the restoration of all the B-1 by-right uses. 3) (Case No. SP-01-09-25) Anabaptist Healthshare - Site Plan Application (Second Workshop) Country View Homes has filed a site plan application on behalf of Anabaptist Healthshare for a property located at S Seminole Trail and identified as Madison County Tax 48-8C. The site is located on the west side of Highway 29, just south of Orange Rd. The property contains a total of 3.214 acres and is zoned B- 1 (Business). The project, It is known as Anabaptist Healthshare Office, is proposing to construct a new 14,091 square foot office building. Pursuant to Appendix 1 (Zoning), Article 8-1-3, office buildings are a by-right use. 43,554 square feet of earth will be disturbed during construction. 4) (Case No. 2024-Z0A-12-18-02) Adoption of Personal Campground definition (Third Workshop) The adoption of a definition for a personal campground is being proposed to allow for by-right recreation on private property but regulate the use of recreational vehicles (RVs) and tents to prevent their use as permanent residences. 5) (Case No. TBD) Other cases as referred by Preliminary Development Review Committee. Allen Nicholls went over upcoming items. Schedule is tentative and expect to receive one more. Four lot subdivision off Behmtown Road. Pete Elliott questioned..Josh Hege is having dirt hauled in and there's no permit or a silt fence. Allen Nicholls commented.visited the site today with our E&S Administrator Joe Sexton, he does have permits and is permitted to bring the dirt in. There being no other business, Commissioner Nathan Cowan made a motion to adjourn, and Commissioner Mike Snider seconded. This motion was carried by all members saying "Aye". The meeting ended at 7:11 PM.
