TOWN MANAGER'S REPORT Copies of the Town Manager's confidential report were distributed to council prior to the meeting. Mrs. Surratt reported the Community Business Launch Program has done very well. Counciman Jessup has been to several of them. We currently still have 10 businesses. We're down from the 19, but we have 10 businesses currently that are registered to compete for the grant money. The deck at our farmers market bathrooms has begun construction. That's through Twin County Community Grant Funds. The PPEA for our police department construction is live. The submission for contractors is due by April gth. And finally, our budget work session is scheduled March 27 at 4pm" VIII. TOWN ATTORNEY'S REPORT Town Attorney Trent Crewe had nothing to add. IX. POLICE CHIEF'S REPORT Copies of the police report were distributed prior to the meeting. A copy is attached herewith and made a part of these minutes. Officer Derek Shaffner did not have anything to add. X. REPORTS OF MAYOR AND COUNCIL Councilman Greg Yonce stated Just want to report that Vickie is enjoying retirement. She appreciated everything that the town did for her on announcing her retirement, and - - will say that she was called back the first day she was out to answer a few questions. She gladly did that and is willing to do that as long as she needed." Councilman Barry Jessup stated "Please continue to keep Councilman Ed Terry's family in prayers. The second thing I like to mention is the Main Street Grant. I have attended several classes, and I've actually learned more from the town employees who presented, talking about zoning, licenses, utilities and what all is going on. also see the new Farmer's Market Assistant has been hired. Congrats to Ashley. I also want to thank all the town employees for everything that you do, everything is looking really good" February 10th, 2025 Page 3 of5 Councilman Ed Terry stated Welcome Ashley. I wanted to thank everyone for their kindness. My youngest daughter, Hannah, lost her premature baby last Monday. It's been a pretty tough patch for the family and appreciate everyone's food, support, love and prayers. - - hadn't been in a situation where you can actually feel the prayers until now. Really could feel all the prayers and love." XI. UNFINISHED BUSINESS There was no Unfinished Business XII. NEW BUSINESS A. SERVICE AWARD = Derek Shaffner, 5 years Council presented Derek Shaffner with his 5-year service appreciation award and council thanked him for is contributions to the town. B. PRESENTATION = Lesley Catron will be proposing 2025 town movie night showings Lesley Catron stated "For those of you that don't know me, I'm Lesley Catron. I think I've met most of you here tonight. This is our fifth year doing the movie nights, and it has grown quite a bit in those five years. Our audience, in the first year, we had a few nights where there would be about three cars out in that field. We showed that movie anyway. And I think our high water mark this past year was 58 cars, and that's well over 100 people. We had four food vendors out there. And it's really nice to see it growing like it is. Our sponsorship members continue with us throughout the years, and we keep adding more each season, which keeps it free, which is the best part. We collected a little over 3000 pounds of food with our food drive for the Blessing Box which makes us really proud. People really bring out loads and loads of food, and sO that's really great too. I think our biggest and most exciting addition that we made this year was our new screen. And if you haven't seen it out at the VFW field, it is absolutely gorgeous, and it makes us sO happy. And we have the town and the Friends of Hillsville to thank for that. I think that's going to really change things for us. Of course, you see our list. We really take a lot of pride in this event, because it's not like anything else that's going on in town. We love the cruise ends and everything. But this is something different. This is something new. And we're able to highlight different organizations and groups. We brought out the Special Olympics last year and we highlighted them for the night. We had the 4H Pipsqueaks come out and the churches, sO we're able to give a little more exposure to different groups and our businesses as well as our sponsors. We have a great crew. Greg Talley, Patty and Scott. Also, of course, the VFW, the town, Lauren, Leanna Valerie, the town workers and all volunteers. I cannot imagine being more supported than I am. Very rarely do I ever need anything for very long. Very seldom do - ever ask for anything and I'm told no, but they take really good care of us, and I'm really appreciative, and that kind of keeps us doing this event, is because it's something that we feel encouraged to do and are supported sO and the people keep coming, sO we're going to keep doing it, and hope see y'all there. Thank you everybody." Councilman Barry Jessup questioned if there were sponsors. Lesley stated "we do have sponsors. Packages include a 15-30 seconds ad before the movie plays. We have more February 10"h, 2025 Page 4 of5 incentives to make it more appealing for sponsors. Barry then asked if we share who is sponsoring on Facebook. Lesley stated that they are spotlighted on Facebook. She also stated they have sponsors that do not do a monetary but donate items and prizes for the movie night. Town Manager LeAnna Surratt commended Lesley and her team for all their hard work on making the movie nights happen. She also asked the council to make sure they are aware of the movie ratings on the flyer to make sure they are on the same page since not all are PG. Lesley stated they want to be well rounded when selecting the movies in order to cover larger demographics. C. MRPD Regional Pre-disaster Hazard Mitigation Plan Town Manager LeAnna Surratt stated "as part of the mount Rogers Regional Commission, we are asked to adopt what they have as their mitigation plan. Basically, it means that if we were in a pre-disaster of some sort, we would reach out to them and follow their guidelines." On a motion by Barry Jessup and a second by Greg Yonce, Council moved to approve the MRPD Regional Pre-disaster Hazard Mitigation Plan. Virginia State Police said "excessive fog" in the Fancy Gap Mountain area, near the North Carolina border, caused at least 75 vehicles to crash in the southbound lanes of the -77. The first emergency calls began coming in at 1:15 p.m. ET, authorities said. The northbound lanes were closed to allow emergency vehicles to quickly reach people needing assistance at the scene, according to a statement from the Virginia State Police. While the cause of the initial crash remains under investigation, Virginia State Police spokeswoman Corinne Geller said it was a classic pile up. "There were] 17 separate traffic crashes, but they all occurred as a chain reaction in that one mile stretch of Interstate 77," a Geller said. "The initial crash, the very first one, we're still nvestigating obviously what caused that one exactly, that's still under investigation." After the first crash, she said, other vehicles on the highway were traveling too fast to stop by the time they saw the accidents ahead of them in the thick fog. "People were traveling too fast for the road conditions and you had the initial crash and then you had a chain reaction, a series of crashes because the fog was SO thick, people could not see what was up ahead,' she said. Traffic was re-directed in both directions as authorities worked to clear the scene and investigate the crashes, the Virginia State Police said. The highway was expected to reopen at around 9 p.m. ET. Authorities advised travelers, many of whom may be traveling for the Easter holiday, to make alternate travel plans or to expect significant delays. Severe Cold Weather A: severe cold weather event on December 24, 2022, caused the water pipes to burst in the Carroll County Government building. This resulted in water damage that caused considerable cost and time to fix. Water lines also burst in residential and commercial structures. This led to numerous sprinkler flow and fire alarms responses. In Carroll County approximately 2,000 county residents were without power for a 24+ hour period. Any person violating any ofthe provisions of this article shall be subject to a civil penalty, not to exceed $50 fori the first violation. Each business day during which the violation is found to have existed shall constitute a separate offense. The civil penalty for subsequent violations not arising from the same set of operative facts within 12 months of the first violation shall not exceed $200. A series of specified violations arising from the same operative set of facts shall not result in civil penalties which exceed a total of $3,000 in a twelve-month period. In the event three civil penalties have been previously imposed on the same defendant for the same or similar violation, not arising from the same set of operative facts, within a wenty-four-month period, any subsequent violation may be charged as a Class 3 misdemeanor. No civil penalty shall be imposed for any violation charged as a Class 3 misdemeanor.
