Public Hearing Welcome and Introduction - Laura Keller, Secretary to the Board Mrs. Keller welcomed all in attendance and asked for a round of introductions. A statement about the resignation of Erin Brown, Board Chairperson and Citizen at Large was announced. See Addendum 1 II. Consideration & Approval of Past Meeting Minutes from September 28, 2023 Wayne Sullivan motioned to accept the Board Meeting minutes from September 28, 2023, seconded by Lt. Blessing. Motion approved unanimously by voice vote. The following people attended the meeting: Board Member DILP Staff Public Attendee Jeffrey Clark Harold Boling Lee Banks Lt. C. Craig Blessing Scott Schott Tim Bonner Wayne Sullivan Laura Keller Joseph Neukum III. Opening of Public Comments The public hearing was opened at 10:30 am. It was noted that the hearing was advertised on the Harford County Calendar Website with the agenda since February 2, 2025. Tim Bonner posed the question of where does the county stand with towing of alternate fueled vehicles? Information was provided to the Department of Inspections, Licenses and Permits at the meeting on September 28, 2023. Harold Boling stated that Harford County code requires DILP to put together rules and regulations for alternative fuel vehicles and present it to Board in a Public Meeting for consideration and approval. It was discussed that a temporary list of towers was established and are capable of properly towing and storing alternative fuel vehicles. See Addendum 2. Harold Boling said something should be written for new rules and regulations by our next meeting in September 2025. The Department of Emergency Services should be giving information such as the make, model and fuel type of vehicle at time of dispatch. Lt. Blessing stated that he will look into if the Department of Emergency Services is giving EV information to the rotation tower and make sure that private towers are not being used in cases where licensed towers in rotation can be called. IV. New Business from Towing Appeals Board Members It was noted that Rich Truitt, Director of DILP, will take applications for the Board Member vacancy of Citizen at Large. Applications can be found on the County Website. Current members agreed to keep in mind a person that could fulfill the vacancy. A candidate should have a background in towing, transportation or another related field. Mr. Neukum raised the question of Public Information for towing rotation history. Mr. Boling gave the answer that that information is provided by the Department of Emergency Services. However, board members should be able to request a copy of towing records and rotations. It was stated that Rich Truitt can add Board Members to a list of emailed recipients to receive a monthly report of rotation calls. Mrs. Keller will provide those emails to Mr. Truitt. Finally, a vote for a new Board Chairperson was taken. Mr. Wayne Sullivan stated that he would take on the responsibilities of Chairperson. Mr. Neukum seconded the motion, and a vote was taken with 3 in the affirmative and one abstaining. Mr. Neukum was then nominated by the Board and appointed Chairperson. V. Closing of Public Hearing There was no public comment received by the Towing Appeals Board Secretary via phone, email or written correspondence. The next meeting was discussed to be held sometime in September of 2025. A formal date will be decided by Mrs. Laura Keller and Mr. Neukum and provided to the Board as the date approaches. It was discussed Chapter 237-5B will allow a law enforcement agency, make the determination based on the condition of the vehicle to request special equipment. 4. Upon the law enforcement agency's special request dispatch will choose from rotation: a. Tim's Towing b. Brookharts's Auto Transport & Towing C. Bank's Towing d. Sullivan's & Sons Inc.
