Approval of Minutes ofthe February 11. 2025 Board of Estimates Meeting The minutes of the February 11, 2025 Board of Estimates Meeting were approved by general consent. Item No. 02-25-25-01 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Hoover presented Solicitation No. 24-133; Eden Mill Dam Debris Deflector and Remote Sluice Gate Actuators; Competitive Sealed Bid. Ms. Angela Hoover from the Department of Parks and Recreation is requesting approval to repair the sluice gates on the existing Eden Mill Dam, install a debris deflector for future protection, and install remote actuators to control water levels before and during storm events. Work will also include repairing the spalling damage on the dam spilway and the installing an eel ladder. The Department of Parks and Recreation recommends award in the amount of $278,700.00 to Moder Construction Services Incorporated of Essex, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 02-25-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Richter presented Solicitation No. 24-136; Medical Supplies for Ambulances; Change Order # 2. Mr. John Richter from the Department of Emergency Services stated that this proposal is for the purchase of medical supplies to stock and restock the fleet of 33 Harford County ambulances that are in service or in reserve. Back-up stock is necessary to have on hand fori immediate replacement. 1 The Department of Emergency Services requests approval of Change Order # 2 in the amount not to exceed $131,000.00 per year, increasing the contract not to exceed total to $350,000.00 per year to Bound Tree Medical, LLC of Dublin, Ohio in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 02-25-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Thomson presented Solicitation No. 25-092A (A&B) on behalf of Drew White; Electrical Panel Upgrades; Competitive Sealed Bid. Ms. Melissa Thomson from the Department of Public Works is requesting approval for the removal of the existing electrical equipment that has reached its end of life and replacement with new electrical panels, busbars, transformers, and all associated accessories at the Administration building and at the Courthouse. Work also includes plumbing associated with removing mop sinks in the mechanical rooms located on the 2nd and 3rd ficors in the Administration building. The Department of Public Works recommends award in the amount of $281,775.00 to Benfield Electric Company, Incorporated of Aberdeen, Maryland, in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 02-25-25-04 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Kuba presented Solicitation No. 22-213; ESRI Enterprise Agreement; Change Order # 1. Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for the renewal of ESRI (Environmental Systems Research Institute, Inc.) Software. ESRI platforms support critical County infrastructure such as Energov and Cityworks, providing solutions, services, and content. Systems such as Laserfiche and Pictometry are integrated with ESRI. The Office of Information and Communication Technology requests approval of Change Order # 1 in the amount of $825,000.00 for option years four, five, and six, increasing the amended total to $1,580,000.00 paid in yearly installments to ESRI-Environmental Systems Research Institute, Incorporated of Redlands, Califomia in accordance with Section 41-25 of the Harford County Code. Mr. Kuba presented Solicitation No. 25-163; Alpine Software; Sole Source. Mr. Nick Kuba from the Office of Information and Communication Technology is requesting approval for the purchase of continued support of RedNMX Software. RedNMX Software provides customized record keeping in accordance with Harford County Govemment's Fire and EMS services' needs. 2 The Office of Information and Communication Technology recommends award in the amount of $57,461.49 to Alpine Software Corporation of Pittsford, New York in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 02-25-25-05-06 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Smeltzer presented Solicitation PM 14-037; Amendment No. 3 to Lease Agreement, 104 Industry Lane, Unit 4, Forest Hill, Maryland; Negotiated Procurement. Ms. Nina Smeltzer from the Department of Law, Property Acquisition, requests approval for Harford County, Maryland to enteri into Amendment No. 31 to al Lease Agreement with Forest Hill Industrial Airpark, Inc. to continue to lease the property known as 104 Industry Lane, Unit 4, Forest Hill, Maryland, containing 2,400 square feet, which is the current location of officel warehouse space for the Department of Emergency Services Technical Rescue Team. The Department of Law, Property Acquisition, recommends award in the amount of $33,936.60 in year one (1), with a two (2) percent increase in each renewal term plus the Common Area Maintenance (CAM) fee and real estate taxes (both prorated) to Forest Hill Industrial Airpark, Inc. of Forest Hill, Maryland in accordance with Section 41-25 of the Harford County Code. XDR integrates data from multiple sources, including endpoints, networks, cloud environments, identity and access management, and applications. XDR leverages machine learning and Al to analyze data in real-time, identifying patterns and anomalies that indicate potential threats. The Office of Information and Communication requests approval of Change Order # 1 in the amount of $829,166.67 for 3 years, increasing the amended total to $1,344,166.67 to Presidio Networked Solutions, LLC of Fulton, Maryland in accordance with Section 41-25 of the Harford County Code.
