NEW POLICE OFFICER SWEARING IN Chief Antoine Shepherd presented and administered the oath of office to newly sworn officers Drew Wison, Nicholas Whiteman, and newly promoted lieutenant Jason Taylor. Lieutenant Taylor read bios for each officer commending their experience and personal lives. CROSSING GUARDS RECOGNITION Chief Sheppard introduced school crossing guards David Gardner and Margaret May. He commended them for their dedication and care to the citizens of High Springs and the respective schools they serve. Chief Sheppard presented each crossing guard with a certificate of appreciation. (F) UNFINISHED BUSINESS DISCUSS, CONSIDER AND ACT ON THE FDEP CR 236 WASTEWATER EXTENSION DEP AGREEMENT NO. WG034. City Attorney Walker advised the appropriate motion is to proceed with the proposed grant funded project. He provided a brief overview and explanation of the grant and its purpose. Commissioner Bloodsworth asked for clarification on the impact fees and if they were or were not going to be charged. He advised he had spoken with several residents and with the exception of one resident who wasn't a fan but understood, most residents were in favor of the project. Walker advised that being as they are for future expansion of the plant. He believes it is appropriate to charge them. Commissioner Weitz asked if we would be able to waive "hookup fees". Staff Kytle believes that in a past project of similar nature the impact fees and hookups were charged but a payment schedule was offered to help. City Manager Marshall elaborated on the differences between this grant and a similar grant in the past. COMMISSION AGENDA FEBRUARY 27, 2025 PAGE 3 of 6 Commissioner Howell made a motion to move forward with the grant for the wastewater expansion. Commissioner Bloodsworth seconded. Motion carried 5-0 (G) CITIZEN REQUESTS AND COMMENTS = FOR ISSUES NOT ON AGENDA (PLEASE STATE NAME FOR THE RECORD - LIMIT COMMENTS TO 5 MINUTES) Claudia Wolfson president of the high springs garden club, she spoke of the need to have the damaged building repaired. She explained during a recent hurricane, a large tree fell through the roof causing substantial damage. She listed several ways that they have improved and maintained the grounds and building. She spoke of the ways they have assisted the city and other local organizations improving the appearance of the city and community. She implored the city to research every avenue to repair the building and if it could not be repaired then she requested a new permanent space to use. City Manager Marshall advised that the insurance claim initially was only going to repair the roof and it was deemed unsafe to do sO without reinforcing if the building was structurally sound. Julie Tapia-Ruano asked for a status update on the priest theater. Mr. Marshall provided a progress and status update on the priest theater updates. Don Decker with the High Springs Historical Society, read from a section of their by-laws explaining their purpose and mission as an organization. He advised the museum re-opened February 15th under new leadership and have added new exhibits as well as plans for future exhibits. He advised they are looking for new volunteers to be able to increase hours to the facility and increase tourism. Rick Testa = commended the Police Department on the new camera system in the school zones. He advised it is very accurate and impressive. COMMISSIONER RESPONSE: (H) NEW BUSINESS 1. DISCUSS, CONSIDER AND ACT ON THE EMPLOYMENT AGREEMENT WITH CITY MANAGER JEREMY MARSHALL. Attorney Walker offered an explanation of the proposed contract. He advised it is a 3 year contract rather than a one. He explained regardiess of the contract, a three vote is the needed number to make changes to his employment status, same as the Attorney and the Clerk's COMMISSION AGENDA FEBRUARY 27, 2025 PAGE 4 of 6 position. He advised the appropriate motion is to enter into an employment agreement with Mr. Marshall. Commissioner Weitz - spoke on the hiring process to select Mr. Marshall and how in depth and comprehensive it was. She commended him on how quickly he jumped in and began leading. He supports his staff and their professional development and she believes we (the City) is very lucky to have him. Commissioner Bloodsworth = discussed how much Mr. Marshall has been through to get the City back on a good direction after a lot of turmoil. Mayor Grunder spoke on how much he appreciates and respects him and he is a fan. He believes. Kelly Crews = spoke on a meeting she had with Mr.Marshall in his office (along with Chris Potts, Angela Stone, and Kristyn Adkins) she believes Mr. Marshall was angry over the discussion and he banged his hands on his desk and was yelling. She spoke of being a survivor of domestic violence and that after this event she was concerned. She encouraged the commission to investigate the matter. Chief Antoine Sheppard - has served the city for over 20 years and veen a dedicated member of this community his entire life. He supports Mr. Marshall fully and commends him for his leadership and support. He believes he has begun creating a solid foundation. He believes stability is not only beneficial it is highly necessary. Anna Weitz - Chair of the High Springs Mayor's youth council, spoke highly in favor of Mr. Marshall and his support. She commended him for his involvement and care with the council. She supports his position. She read a letter from previous Youth council Chair youth Camden Treese who also supported and commended Mr. Marshall for all of his hard work with the city. Linda Jones = objects strenuously to anyone filing one sided complaints against the city manager and does not believe in hearing one side of the story to make a decision. Janet Evans when the city was going through the process of hiring Mr. Marshall, her concern greatest was the fiscal responsibly of the new leader. She was unhappy with prior administration and their frivolous handling of funds. She commends Mr. Marshall on his dedication to managing funds and prioritizing transparency to the community. Emily Marshall - spouse of Mr. Marshall, gave up a 22 year beloved career to come and support him. She listed his past commendations and experience leading various and entities. She disapproves of people who bring up past mistakes to discredit him. organizations She talked of their family and a substantial loss and would like for people to stop bringing it up. April Roberts = also supports mr. marshall. As a survivor of domestic violence herself she commended him for everything he has done to support her and her department. COMMISSION AGENDA FEBRUARY 27, 2025 PAGE 5 of 6 Kevin Mangan - spoke of meeting several of the applicants to the city manager position during the hiring process. He discussed that when he gave Mr. Marshall a tour of the City he knew he would be the perfect fit for what High Springs needed. He commended him on the standard he sets and how he has invested in this city and the community. Rick Testa - supports Mr. Marshall. Commissioner Howell - the stability and longevity is vital to the city. He believes a longer contract gives some security and would allow him the confidence needed to succeed. Commissioner Weitz motioned to approve the 3 year contract with Mr. Jeremy Marshall Commissioner Howell seconded Motion carried 5-0 Mr. Marshall - thanked the commission for their continued support. He appreciates the staff that has come to speak on his behalf. He knew he was coming into a difficult situation, but has appreciated the staff and commission for their continued support and trust of him. 2. DISCUSS, CONSIDER AND ACT ON PROVIDING FIRE SERVICES AT THE PIONEER DAY EVENT. Chief Peters gave an explanation of the fire service and its necessity to the community. Vice Mayor Miller clarified that the previous fire chief had stated that fire service personnel would not be needed. He understands that is not the current administration's view, but that prior staff had claimed otherwise and he went with what he was told. Mr. Marshall advised that while he acknowledges we need better consistency, in favor of working with the community, he would allow a one time payment schedule for the fire service personnel. Commissioner Bloodsworth - asked Mrs. Sharon Decker if the 3 month payment plan would be acceptable. She explained that in the past there were a few medically trained volunteers on hand to assist. Commissioner Howell = the Chamber does a lot for the City, is there a way to work with the city and maybe split the cost. Mr. Marshall advised you can waive it, raise it, reduce it. It is whatever the commission requires. Mayor Grunder stated he is not in favor of waiving the fee, that while we do what we can, we cannot financially give it away. Public Comment: COMMISSION AGENDA FEBRUARY 27, 2025 PAGE 6 of 6 Tom Weller = spoke of being involved in a previous chamber of commerce. He talked about how much the chamber does for the city. He encouraged the commission to reconsider charging these groups. Bruce Gillingham = clarified he was not here last year. He did not support or say it was not required. Commissioner Weitz motioned to go forward with Chief peters recommendation to staff the event allowing the chamber 3 months to pay off the staffing fees. Commissioner Bloodsworth seconded. motion carried 5-0 CITY ATTORNEY REPORTIUPDATE: None CITY MANAGER REPORT/IUPDATE: Legislation days coming, the league of city's doing a bus and needs at least 20 people to go. Any damages for loss of furniture or equipment or breakage shall be paid for by the person signing this application using the facility. 9. Only public property may be located or stored in or on the premises. 10. Do not prop any of the exterior doors open. The back door is only for deliveries, it is NOT a general entrance. 11. If the program plans to charge for services using our facility and make a profit a special agreement must be generated between the group renting and the City of High Springs. You may not set up or go into the Civic Center the day before unless you have paid for the previous day. Please Note: A key or key code may be picked up at City Hall. Those with weekend reservations may pick up the key or key code on Thursday. City Hall is open from 7:30 am until 6:00 pm, Monday thru Thursday. After you have used the Old School Center, you may put the key into the "water bill payment" drop box behind City Hall. Civic center keys are to be placed back in the lock box outside the door. Keys should be retumed as soon as possible. No refunds will be issued until the key is returned and the building inspected. The building will be inspected after each use and prepared for the next user. Our personnel will make note of any additional cleaning and/or damage to the premises.
