DAVIS Mayor Mayor Pro Tem Councilmember Councilmember Councilmember REGULAR MEETING MINUTES January 13, 2025 CALL TO ORDER: This regular meeting of the Westlake Village City Council was called to order by Mayor Pro Tem McSweeney on Wednesday, January 13, 2025 at 6:30 p.m., at 31200 Oak Crest Drive, Westlake Village. PLEDGE OF ALLEGIANCE: Mayor Pro Tem McSweeney led the Pledge of Allegiance. ROLL CALL: PRESENT: Councilmembers Pearl, Halpern, and Mayor Pro Tem McSweeney ABSENT: Councilmember Davis and Mayor Honig Also Present: City Manager de Geus, City Attorney Boga, Assistant City Manager Wilson, City Clerk Mann, Planning Director Asp, City Engineer Hughes, and Assistant to the City Manager Mott. APPROVAL OF AGENDA: Councilmember Pearl moved to approve the Agenda as amended due to the ongoing fires in the region, moving three agenda items to January 22, 2025 that are not time sensitive. Agenda items moving are Committee Report No. 2 - Environmental Report on streetlight fixtures conversion program, Public Hearing No 1 - City vacancies, and Old Business No. 1 = Veterans Committee Recommendations. Councimember Halpern seconded the motion. City Council Minutes City of Westlake Village January 13, 2025 2 APPROVAL OF MINUTES: Councilmember Halpern moved to approve the Minutes of December 4, 2024 City Council Special Meeting and December 11, 2024 Regular Session Meeting as presented. Councilmember Pearl seconded the motion. SPECIAL RESEATATOASCEREHONAL MATTERS: None PUBLIC COMMENTS: None COUNCIL RESPONSE: None STAFF COMMENTS: City Manager de Geus provided an update on the wind conditions and Red Flag Warnings, provided an update on the Kenneth Fire (January 9, 2025) and the City opening its Emergency Operations Center. An update on the Palisades Fire was provided along with a list of resources for the community. Mr. de Geus reminded residents to be prepared and to stay safe. COUNCIL COMMENTS: Councilmember Pearl commented on how well the staff kept residents informed during the Kenneth Fire, including updating the website as new information was received. He thanked the Los Angeles County Fire and Sheriff personnel for keeping us safe. Councimember Halpern commented on how lucky we were that the winds died down during the Kenneth Fire and noted that we need to learn from the tragedy of others and take the evacuation warnings seriously. Mayor Pro Tem McSweeney acknowledged how far our communications have improved during an emergency situation. She thanked City Manager de Geus for his leadership and reminded residents that the City Council always wants the best for our residents and neighbors. City Council Minutes City of Westlake Village January 13, 2025 3 CITY COUNCIL COMMITTEE REPORTS: 1. ADMINISTRATIVE COMMITTEE REPORT - 2035 STRATEGIC PLAN COMMITTEE COMPOSITION Assistant to the City Manager Mott presented a request for approval of the composition of the 2035 Strategic Plan ten-member Citizens' Committee and appointing two members of the City Council to serve on the Ad-Hoc 2035 Strategic Plan Committee. For the 10 residents, each Councimember will appoint one member and the additional five will be appointed by City Council as a whole. On December 9, 2024 the Administrative Committee (Davis/Honig) supported the format of the Strategic Plan Citizen Committee and recommended it be presented to the full City Council. Councilmember Halpern moved that the City Council approve the composition of the 2035 Strategic Plan ten-member Citizens' Committee with each City Councilmember appointing one resident, five residents appointed by City Council, appoint two City Councilmembers (Mayor Honig and Councimember Pearl) to serve on the Ad-Hoc 2035 Strategic Plan Committee and direct staff to begin the recruitment process. ACCEPTANCE OF COMPLETION OF COMMUNITYI PARK PICKLEBALL COURTS PROJECT; FILE NOTICE OF COMPLETION - City Council accepted the completed construction of the Community Park Pickleball Courts Project by Pacific Tennis Courts and authorized the City Clerk to execute and record a Notice of Completion on behalf of the City. 2. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH DUDEK FOR OAK TREE CONSULTANT SERVICES = City Council approved the Professional Services Agreement with Dudek, authorized the Mayor to execute the agreement, and found that the agreement is exempt from the California Environmental Quality Act. 3. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH R3 CONSULTING GROUP, INC. FOR ASSISTANCE WITH SOLID WASTE PROGRAMS ADMINISTRATION - City Council approved the Professional Services Agreement with R3 Consulting Group, Inc., authorized the Mayor to execute the agreement, and found that the agreement is exempt from the California Environmental Quality Act.
