DAVIS Mayor Mayor Pro" Tem Councilmember Councilmember Councilmember MINUTES Study Session Meeting of the City Council January 22, 2025 CALL TO ORDER: This Study Session meeting of the Westlake Village City Council was called to order by Mayor Honig on Wednesday, January 22, 2025 at 4:34 p.m., at 31200 Oak Crest Drive, Westlake Village. ROLL CALL: PRESENT: Councilmembers Davis, Pearl, Halpern, Mayor Pro Tem McSweeney, and Mayor Honig ABSENT: None Also Present: City Manager de Geus, City Attorney Boga, Assistant City Manager Wilson, City Clerk Mann, Planning Director Asp, Traffic Engineer Wessel, Assistant to the City Manager Mott, and Deputy City Clerk Kramer. PUBLIC COMMENTS: None STUDY SESSION: 1. REVIEW OF CALENDAR YEAR 2024 CITY COUNCIL GOALS AND CONSIDERATION OF 2025 CITY COUNCIL GOALS City Manager de Geus provided an update on the status of 2024 goals noting progress and accomplishments in 2024. Mr. de Geus presented 2025 goal ideas which corresponded to the 2025 Strategic Plan Goals. The City Council was asked to review the Status Report addressing current goals, adopt a subset of goals for Calendar Year 2025, and identify whether each item should be added, modified, and added, or not added to the 2025 workplan. City Council Study Session Minutes City of Westlake Village January 22, 2025 2 STUDY SESSION (continued): City Council identified the following Strategic Plan Goals for the 2025 workplan: 2025 Strategic Plan Goal Goals Reference Public Safety Fire hardening and resiliency for our community. Strengthen and build relationship with Lost Hills station personnel with an emphasis on deputies regularly working in Westlake Village. Provide additional details to monthly sheriff reports such as number of arrests in Westlake Village, location of traffic tickets issued and other relevant detailed data to better understand crime trends, response, and prevention. Lakeview Complete Street concept/project. Public safety including new sidewalks, Sheriff Department enforcement efforts, and our citywide education program. Economic Vitality Westlake Village Restaurant Week = City to create and orchestrate a week that creates public event that benefits restaurants during off time of the year. Restaurants participate by offering special discount and/or chef special menu item(s). Promote local businesses through shop local campaigns, building and strengthening relationship with business owners, and promoting civic engagement between the business community and the community. City Setting and Beautification = identify areas or locations that stand Balance of Land Uses out to be beautified. Effectively advocate for legislation that supports specifically designed legislation for cities with compliant Housing Elements Civic Involvement and Veterans Honor designed and installed at Civic Collaboration Center. Accessible and Evaluation and update of Code Enforcement Effective Government Program, ordinance, and resources to allow for citations, and financial penalties. Information Fiber Last Mile - with fiber coming to main streets, Technology search for new technology advances that could facilitate last mile fiber for our city.
