City Council Meeting February 25, 2025 1. CALL TO ORDER: Regular Meeting called to order at 6:00pm by Mayor LeBarre. 2. ROLL CALL: City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos Deleon, Council member Carlos Victoria, Council member Rob Cullen, Council members Oscar Avalos (absent) City Staff: City Manager Steve Adams, City Attorney Roy Santos; City Clerk Erica Sonne 3. FLAG SALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENTS: None 5. SPECIAL PRESENTATIONS: A. Proclamation Declaring March as American Red Cross Month presented by Mayor LeBarre to Patsy Gasca, Community Disaster Program Manager. Ms. Gasca spoke on where the American Red Cross is working currently even helping out down in southern California. The Mayor and Council Members expressed their appreciation for the American Red Cross. B. Proclamation Declaring March 2, 2025 Day of Peace and Remembrance presented by Mayor LeBarre to Pastor Ken Reese. Pastor Ken hopes we can move forward and be more connected as a faith group to enrich our community. He hopes that this day of peace will be a day to remember and seek peace. The Mayor and Council Members expressed their appreciation for his organization of this day of peace stating that Pastor Ken is a blessing to our community. 6. PUBLIC COMMUNICATIONS: None 7. COUNCIL COMMUNICATIONS: Council Member Cullen stated that his Solid Waste Authority Board Meeting was last week. There was discussion about the state mandated procurement of compost and mulch program (SB) 1383 and there is no longer a grant for that. They are working out how to deal with the cost and it looks like it will be added to waste hauling in the bill that goes out to customers hopefully broken down SO customers know it is for this state-mandated program. Council Member Victoria stated that the Monterey District Employee of the year Joan Menendez. Liz Serrano, Karen Rios, Laurie Reitz are the classified employees of the year for the district. Every school is having conferences the month of February. He thanked everyone who worked on the Immigration Forum. He feels it was a great event. He has been communicating to the City Manager and Chief of Police that there is one CHP officer hanging out in town (hiding) giving tickets right and left. Council Member Victoria was told personally that they can do whatever they want as any street can be considered California highway. The perception is in the community is that undocumented people are being targeted. The question that has come up is has council approved working with the CHP and he answers no to the community. He just wanted to bring it to the council's attention. Mayor Pro Tem Deleon had nothing to report this evening. Mayor LeBarre thanked Council Member Victoria for helping out at the Immigration Forum especially for greeting people and making sure people felt welcome. He mentioned that the next TAMC meeting will be authorizing a contract for a consultant to start the process for regional development impact fees again. He mentioned at the mayors meeting that there should be a look at ways to lower those costs. 8. CITY STAFF REPORTS AND COMMENTS: City Manager Adams thanked Council Member Victoria and Mayor LeBarre for their participation in the Immigration Forum and Community Resource Fair.
