SANFORD CITY COUNCIL WORK SESSION Tuesday, February 11, 2025 West End Conference Room 225 East Weatherspoon Street, Sanford, NC The City Council held a work session on Tuesday, February 11, 2025, at 1:00 p.m. in the West End Conference Room at City Hall. Closed Session Council Member Rhodes made a motion to go into closed session in accordance with N.C.G.S. 143-318.11()(4), to discuss matters relating to the location or expansion ofindustries or other businesses in the area served by public body and (5), to establish or instruct the public body staff or negotiating agents concerning the position to be taken on behalf of the public body in negotiating the price and other material terms ofa contract or proposed contract fori the acquisition ofreal property. Seconded by Mayor Pro Tem Akinosho, the motion carried unanimously. Return to Regular Session Council returned to regular session at 2:15 p.m. Discussion Regarding Information Technology Staffing Assistant City Manager Vic Czar explained that staff learned from the Pittsboro Merger Agreement that it would be beneficial to the City of Sanford to have information technology in advance ofthe merger. Chatham County currently has a vacant Assistant Utilities Director position, which would provide funding for the proposed Information Technology position. Provided Council agrees with this proposal, a budget amendment will be presented at the February 18, 2025, City Council Meeting, and if approved, staff will consult with Chatham County staff for presentation to the Chatham County Board of Commissioners to consider not filling their existing Assistant Utilities Director position and consider approval of the proposed Information Technology position. The proposed Information Technology position would become a part of the City of Sanford's current Information Technology Department. Discussion Regarding Adams Village and Broadwell Development Agreements (Exhibits A and B) Utility Business Manager Nick Fortune presented the Adams Village Development Agreement to Council. He reviewed the details oft the development agreement and explained that the development, which is located off Wilson Road, has an approved preliminary plat consisting of 211 single family homes, with a projected completion date of 2026 and 84 townhomes with a projected completion date of July 2027. He noted that this development would produce approximately 82,200 gallons of sewer City Council Work Session February 11, 2025 discharge per day. Mr. Fortune presented details of the Broadwell Development, located off Highway 87, to be developed in four phases, which also has an approved preliminary plat. Phase 1 is a non- residential development, which is not subject to the Agreement. It is anticipated that construction of Phase 2 would consist of210 home sites with an estimated completion date of] December 2026; Phase 3 consisting of 189 homesites with an estimated completion date ofDecember 31, 2028; and Phase 4 with 81 home sites, with an estimated completion date ofl December 31, 2030. The estimated sewer discharge would be approximately 128,000 gallons per day. The Adams Village, as well as the Broadwell Development will discharge sewer into the Gaster's Creek Lift Station, which is at capacity; however, improvements are scheduled to begin in 2026 for Engineering costs, with construction in 2027, with a projected cost of $4,000,000 for an additional 1.3 million gallons of additional capacity. These Development Agreements designate the developers' cost toward the improvements to Gasters Creek Lift Station for their portion of projected sewer discharge; Adam's Village is $247,422, and Broadwell is $386,032.50. If Council approves the agreements, a public hearing will be scheduled in March 2025. The consensus of Council was to move forward with the projects. Assistant City Manager Vic Czar explained that Development Agreements and System Development Fees differ, in that Development Agreements are legal contracts that provide a guarantee for investors of "fow for last house, 1 as long as they meet performance, as opposed to System Development Fees, which are one-time charges for new development to cover the cost of necessary infrastructure upgrades needed to accommodate that particular development, which will offset the burden on existing infrastructure users. A budget amendment will be placed on the agenda for February 18, 2025, for the added IT position. Update from Parks and Grounds (Exhibit C) Parks Administrator Caroline Jeffries presented a Power Point presentation of Sanford Parks and Grounds, which included updates to social media (Instagram and Facebook platforms) to include community engagement analytics. She reviewed new marketing strategies, such as the new trash cans at the Kiwanis Family Park, which display public information on vibrant, corrugated yard signs that are reusable. Mrs. Jeffries also provided information on upcoming events and programs that include Big Rig Adventure, Neighborhood Craft Pop Ups, the Summer Concert Series and Freedom Fest and she reviewed duties ofthe Parks and Grounds staff. Mrs. Jeffries asked Council for a consensus on whether to include fireworks at the Freedom Fest 2025 at Kiwanis Family Park on July 4th. The consensus of Council was to have fireworks at this event if possible. Resolution Regarding the Exchange of] Property (Exhibit E) City Attorney Susan Patterson explained that the City has been approached by a developer who is interested in exchanging a piece of property that the City owns, located on Wicker Street near the Reives' property, in exchange for a greenway and an easement (the City will give the developer the land and they will make improvements to the property and in return, the City will get a greenway with an easement). The property is low, with a ditch running through it known as Skunk Creek as indicated on the map that is included as an exhibit. Attorney Patterson explained that there have been conversations with the attorney for this developer and thereis a concern ofCity expectations, as well as the developer's expectations and the understanding is that this property would be made compatible with the existing Greenway Phase I and she added that any required maintenance would be covered by the easement. Council asked that a stipulation be added to the agreement to ensure that ifthe greenwayis not completed within a certain timeframe, the City can recant its offer, as well as language to run with the land, ensuring that the City maintains control of the greenway and the granted easement cannot not be recanted, should this developer choose to sell the property. The consensus of Council was favorable for the attorney'sto move forward with this proposal. 2 City Council Work Session February 11, 2025 Discussion Concerning National Night Out Public Information Officer Kelly Miller explained that participation in the National Night Out event has been considerably low over the past few years and she asked Council for a consensus to move the 2025 National Night Out from October to August in hopes of increasing participation in the event. She also asked for a consensus of having a community event in addition to National Night Out. The consensus of Council was to move the 2025 National Night Out event from October to August and to forgo the Community Event for this year. Mrs. Miller noted that Sanford 101 will begin Tuesday, February 18, 2025, and encouraged anyone to attend. Other Business There was no other business. Adjournment Council Member Dabbs made a motion to adjourn the meeting. Seconded by Council Member Rhodes, the motion carried unanimously.
