TOWN OF SEDALIA TOWN COUNCIL MEETING SEDALIA TOWN HALL, 6121 BURLINGTON ROAD AUGUST 5TH, 2024 Meeting Minutes Call to Order: Mayor Morgan Prayer & Meditation: Silent Pledge of Allegiance Roll Call: Mayor Morgan, Mayor Pro Tem Faison, Councilwoman Jones, Councilwoman Wrenwick, and Councilman Sharpe. **Remote participants please mute your mics. Comments & questions from the floor must be given from the mic A. The meeting agenda was revised to add a report from Guilford County Animal Control. MOTION to approve the agenda was made by Councilwoman Wrenwick. Motion seconded by Mayor Pro Tem Faison. Motion carried. B. MOTION to approve minutes from the July 1st, 2024 Town Council meeting, and the June 24th Town Council agenda meeting was made by Mayor Pro Tem Faison and seconded by Councilwoman Wrenwick. Motion for both carried. C. Guests / Reports / Discussions I. Code enforcement Report The Code Enforcement Report was presented by Jeff Pointdexter, with Alliance Code Enforcement, ACE. For the open case at 6270 Burlington Rd - there is a pending contract with the owner and Mr. Maynard. The case at 6124 Burlington Rd - the owner is asking for historical financial assistance in order to complete updates to the house. It is unclear as to whether they have started this process to apply for funding. Mayor Pro Tem Faison asked ifwe could get an update and move forward with next steps as this has been an ongoing case since December 2023. The structure at 6020 Blue Lantern Rd, the owner is buying the material to make repairs to the windows and the door. He has secured the building. Needed repairs on the house at 6133 Burlington Road have been completed, this case is now closed. The violation case regarding 5910, 6004 and 6006 Blue Lantern Rd remains open and is currently in litigation. The junk vehicle, trash and debris at 6252 Blue Lantern Rd has now been abated and the case is closed. Multiple junk vehicles located in the woods at 6138 Blue Lantern Rd have been abated, the case is now closed. The overgrown lot at 6146 Blue Lantern Rd has been mowed; this case is closed. A NOV was 1 sent to owners at 655 Sedalia Rd due to grass exceeding the maximum height. For the case at 204 Martingale Dr, upon reinspection, there was no visible change. A hearing was scheduled for August 5th, but no one showed up. There were no other updates unavailable. Jeff announced information related to his work position. Effective immediately Isaiah Clonch will be taking over for Jeff as the town's Code Enforcement Officer in lieu ofhis promotion to handle planning and zoning cases. Isaiah was present and he was introduced to the Town Council. II. Adoption of the Town of Sedalia Procurement Policy Mayor Pro Tem Faison reported that adoption of the Town of Sedalia Procurement Policy was needed as part of compliance for the town's grant from the NC Division of Environmental Quality (DEQ). This grant was awarded for completion of the Merger Regionalization Feasibility Study. There was a list of six different policies required, two of which the town was unaware of, SO the department was following up with each jurisdiction to confirm all that was needed. MOTION to approve this policy was made by Mayor Pro Tem Faison. The motion was seconded by Councilwoman Wrenwick, Motion approved. III. Adoption ofthe Town of Sedalia Allowable Cost Policy Councilwoman Wrenwick reported that in addition to the Procurement Policy, adoption of the Allowable Cost Policy was also required as part of the compliance documents for the DEQ grant. MOTION to approve the Town of Sedalia Allowable Cost Policy was made by Councilwoman Wrenwick and seconded by Councilman Sharpe. IV.Adoption of Revisions to the Town of Sedalia Nuisance Ordnance Mayor Morgan gave a brief report on adoption of the final revisions to be made to the Town of Sedalia Nuisance Ordinance. These revisions were regarding the use of car covers on vehicles, and also to address the process of repeat violators. This matter was discussed thoroughly during previous Town Council meetings until a resolution was met. MOTION to approve adoption of the revised Town of Sedalia Nuisance Ordinance was made by Mayor Pro Tem Faison. A seconded was made by Councilman Sharpe. Motion carried. V.I Introduction ofthe New Town Clerk Administrator Dungee stated that it was previously announced that Kayla Dodd, the outgoing Town Clerk, was headed back to school. She introduced the new incoming Town Clerk Brittany Shaw to the Town Council and other meeting attendees. Brittany was given a warm welcome, and it was stated that everyone is looking forward to having her join the 2 team. Brittany stated she was excited to be here and was also looking forward to making acquaintance with town residents. VI. Guilford County Animal Control Update Administrator Dungee reported that according to Guilford County Department of Health and Human Services, there are to date 14 cases ofr rabies. The case number has been rising overt the last few months, and they are asking for all citizens to be careful while they are out and about. In the most recent case, it was a raccoon on East Vandalia Road in Greensboro that tested positive fort the rabies virus. In North Carolina thel law requires that all domestic pets (cats, dogs, and ferrets), whether living inside or outside, aged four months or older be vaccinated for rabies. It was said that anyone interested can receive: some tips tol help prevent you or your family from being exposed to the rabies virus. Councilwoman Wrenwick asked that the information be sent out to Sedalia citizens as a precaution. D.C CITIZENS COMMENTS All comments and questions are to be made from the microphone. Councilwoman Wrenwick reported her experience at the NCMEMO conference and shared takeaways and key notes regarding the legislative session. Councilwoman Wrenwick noted that there is a first-tier suburbs council being formed that could be of service to the community. She also noted the websites that would be beneficial to investigate for potential grants and funding opportunities. Councilwoman spoke about key voting statistics and trends in past elections and stressed the importance ofvoting in local elections. She noted that now all Legislation members are currently out of session and are home, SO now is a great time to reach out. Councilwoman Wrenwick also shared about land prevention assistance and sited www.landloss.org as the resource tool to reach more information on this topic. Planning Board member Jay Rieihle, 302 Sharonwood Dr, asked for an update on the shooting occurrences reported on Bogues Way. Administrator Dungee noted that the resident who filed the report was out oft the country but had spoken with Guilford County Commissioner Mary Beth Murphy and said resident stated she would follow up with Mrs. Murphy upon her return to the US. Administrator Dungee was unsure of an intended timeline for the return oft the resident or the intended meeting with the county commissioner. E. ANNOUNCEMENTS All regular scheduled meetings are held at the Sedalia Town Hall at 7pm.
