AGENDA MEETING SEDALIA TOWN HALL 6121 Burlington Road September 30, 2024 7PM Meeting Minutes CALL TO ORDER: The regular scheduled meeting for the Town of Sedalia was called to order at 7:06 pm at the Sedalia Town Hall by Mayor Morgan. PRAYER & MEDITATION: Time was allotted for silent prayer and meditation. PLEDGE OF ALLEGIANCE: Time was allotted for pledge to the U.S. flag. ROLL CALL: Mayor Morgan, Mayor Pro Tem Faison, Councilwoman Jones, Councilwoman Wrenwick, and Councilman Sharpe. A. MOTION to approve the agenda was made by Councilwoman Jones and seconded by Councilwoman Wrenwick. Motion carried. B. MOTION to approve the minutes from the August 26th Agenda meeting was made by Councilwoman Wrenwick and seconded by Mayor Pro Tem Faison. Motion approved. C. REPORIS/DISCUSIONS I. Merger Regionalization Feasibility Study Presented by Jesse Day, Regional Planning Director PTRC. The "Updated Water Feasibility Study" provides an analysis of the water resource needs for the Town of Sedalia. It examines the current water supply, forecasts future demand, and assesses the feasibility ofimplementing new infrastructure or upgrading existing systems to meet future needs. The study also addresses potential environmental impacts, regulatory requirements, and budgetary considerations. The document outlines key recommendations, including adopting more sustainable water management practices, improving water conservation efforts, and exploring alternative water sources. It concludes that with careful planning and investment, the region can ensure a reliable water supply to support future growth and development. This is specifically related to wastewater management, not drinking water. Highlights of the summary include, Proposed Wastewater Allocation and Next Steps, Sedalia Feasibility Study Results and Characterizations for Existing and Future Use, Proposed Wastewater Line Improvements and Estimated Costs and finally Community Water and Wastewater Survey Results. Projection of 375,000 gallons per day sited in the plan as well as a breakdown of a 4 potential 4 phase proposal for execution of said plan. Proposed wastewater line improvement costs are estimated to be around $8.4M but can be phased to accommodate growth and build out a system to take advantage of existing grant resources. There is a map available that shows the breakdown of the 4 potential phases. Suggested Actions in the next 1-2 months: Consider adopting and pursuing a specific allocation ofwastewater capacity from Greensboro. Review, confirm or refine the phases in the suggested Sedalia Feasibility Map. Community Water and Wastewater Survey Results Data: i. Ofthose surveyed, it was documented that over 70% of septic system and 65% wells are over 20 years old. ii. 40% have had issues with their septic system iii. Over 40% have experienced changes in the quality/pressure of their current system iv. Over 2/3 oft the respondents inspect their septic system only when problems arise. 70% only inspect their wells when problems arise. II. Monthly Finance Report Water Feasibility Study (-57) balance: $35,209.77 American Rescue Plan (-56) balance: $133,701.87 Powell Bill Fund (-48) balance: $125,975.26 Guilford County ARP Funds (-37) balance: $66,950.26 Savings Account (-21) balance: $371,522.10 Town Center (Bike & Pedestrian) Fund (-13) balance: Closed Checking Account (-05) balance: $25,671.07 III. Planning Board Meeting Update Vice Chair Marian Jeffries presented to the board two nominations for the Planning Board, Jay Riehle sitting Planning Board member to be promoted to Chair and Tyler Thomas Sedalia resident to be appointed as new Planning Board member. Jay Riehle has served as a member of the Planning Board since July 2023 and has been a great addition to the board. Tyler Thomas is new to Sedalia but has extensive experience of working as a Commercial Project Manager. The Planning Board agreed that both candidates would be a great asset to the Planning Board and would like the Town Council to appoint accordingly. D. CITIZENS COMMENTS Jay Riehle 302 Sharonwood Dr - wanted to bring to the Town's: attention the concern about the low hanging trees at the intersection of Burlington Rd and Sedalia Rd being a possible reason for cars running red light. This is a DOT case, but the town will continue to spread the word about the importance of pausing and being more cautious when approaching that intersection. Michael Sharpe 916 Rockhurst Dr - Just wondering if the town was aware oft the U-Haul trucks gathered at the old gas station on Burlington Rd Administrator Dungee noted that the town was recently made aware oft the U-Haul business the Saturday prior but to date we haven't received any official notice from the actual business owner. We will investigate that this week and get more information about who is running that business. There was also a gentleman what stopped by inquiring about hosting a pumpkin sale there about a week ago, but he hasn't submitted a DCCyet. There was concern about having these businesses up and running in the Township without taking the proper channels for approval leading to the Town missing out on possible revenue from said businesses. E. ANNOUNCEMENTS All regular scheduled meetings are held at the Sedalia Town Hall at 7:00 pm. The next Town Council meeting will be held on October 7th, The Planning Board meeting will be held on October 17th, The next Town Council Agenda meeting will be held on October 28th. Fall Litter Sweep will be held on Saturday October 12th at 9am.
