MIINUTES OF MEETING OF THE CITY COUNCIL SANFORD, NORTH CAROLINA The City Council met at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, January 7, 2025, at 5:00 p.m., in Council Chambers. Council Member Taylor led the invocation and the Pledge of Allegiance was recited. PUBLIC COMMENT There were no public comments. APPROVAL OF AGENDA Mayor Pro Tem Akinosho requested that Item 9-A under New Business, "Presentation by Auditors Joyce and Company on Fiscal Year June 30, 2024, 99 be removed from the agenda, and ai newitem be added as Item 9-F, "Consider Resolution in Support oft the Temporary Closure of Several Downtown Streets for the Purpose of a Rain Date Option, January 25, 2025, for the previously approved FirstHealth Resolution Run and Fitness Fest scheduled for January 11, 2025." Council Member Buckels made a motion to approve the agenda as amended. Seconded by Council Member Rhodes, the motion carried unanimously. CONSENT AGENDA There were no items on the consent agenda. SPECIAL. AGENDA There were no items on the special agenda. REGULAR AGENDA There were: no items on the regular agenda. NEW BUSINESS Presentation by Auditors Joyce and Company on Fiscal Yar. June 30. 2024 This item was removed from the agenda. Voluntary Non-Contiguous Annexation of 165.22 +/- Acres by Juan Arocho, Bobby Hall Trustee, Waterview Estates, Lynn Jones Heirs. and Cornelia Spivey Heirs Long-Range Planning Administrator David Montgomery reviewed the details ofthe voluntary, non- contiguous annexation as described in the City Council Agenda packet and he informed Council that the City Council Meeting January 7, 2025 public hearing for the proposed annexation will be held January 21, 2025, at 6:00 P.M. Resolution Directing the Clerk to Investigate a Petition for Non-Contiguous Annexation Under G.S. 160A-58.1 (Exhibit A) Council Member Taylor made a motion to approve the Resolution Directing the Clerk to Investigate a Petition for Non-Contiguous Annexation Under G.S. 160A-58.1. Seconded by Council Member Buckels, the motion carried unanimously. Receive Certificate ofSufficiency (Exhibit B) City Clerk Bonnie Bryant confirmed the Petition was sufficient. Resolution Fixing Date of Public Hearing on Question of Non-Contiguous Annexation Pursuant to G.S. 160A-58.1 (Exhibit C) Council Member Buckels made a motion to approve the Resolution Fixing the Date of Public Hearing on the Question ofNon-Contiguous Annexation Pursuant to G.S. 160A-581. Seconded by Council Member Council Member Ferguson, the motion carried unanimously. Contract Agreement for Building Reuse Grant - Cashion Fishing Rods, LLC/Project Blank (Exhibit D) Sanford Area Growth Alliance (SAGA) Business Retention and Expansion Director Crystal Gaddy, reviewed the contract agreement for "Cashion Fishing Rods, LLC/Project Blank, 99 which Council approval is required to finalize the grant award from the North Carolina Rural Infrastructure Authority as described within the Council agenda. Ms. Gaddy noted that if approved, $90,000 grant funds will be received from the North Carolina Rural Infrastructure. Authority. She added that the City ofSanford has already obtained $4,500 from Cashion Fishing Rods, LLC, for the five percent match. Council Member Ferguson made a motion to approve the Contract Agreement for Building Reuse Grant - Cashion Fishing Rods, LLC/Project Blank. Seconded by Council Member Rhodes, the motion carried unanimously. Grant Project Ordinance - NCI Department ofCommerce! Building Reuse Program - Vacant Building Reuse Category = Cashion Fishing Rods. LLC/Project Blank (Exhibit E) Assistant City Manager Beth Kelly explained that this ordinance is to appropriate the $90,000 State Grant Funds to the Cashion Fishing Rods, LLC, project. Council Member Rhodes made a motion to approve the Grant Project Ordinance -NC Department of Commerce Building Reuse Program Vacant Building Reuse Category Cashion Fishing Rods, LLC/Project Blank. Seconded by Council Member Buckels, the motion carried unanimously. Resolution Authorizing Signatories for the City ofs Sanford (Exhibit F) Assistant City Manager Beth Kelly explained that Bethany Stephens has been promoted to Financial Services Director to replace Glenda Rosser who retired effective January 1, 2025; therefore, an updated resolution authorizing signatories is required. Council Member Rhodes made a motion to approve the Resolution Authorizing Signatories for the City of Sanford. Seconded by Council Member Ferguson, the motion carried unanimously. 2 City Council Meeting January 7, 2025 Resolution in Support of the Temporary Closure of Several Downtown Streets for the Purpose of a Rain Date Option on January 25, 2025, for the previously approved FirstHealth Resolution Run and Fitness Fest scheduled for January 11, 2025 (Exhibit G) Parks Administrator Caroline Jeffries reminded Council that a Resolution Supporting the Temporary Closure of Several Downtown Sanford Streets for the FirstHealth Resolution Run and Fitness Fest, scheduled for January 11, 2025, has already been approved; however, DSI Executive Director Kelli Laudate is requesting an alternate day of January 25, 2025, in the event of inclement weather. DSI Executive Director Kelli Laudate explained that the alternate date information will be communicated to the registrants Thursday morning, January 9, 2025, via e-mail, as well as social media. to the registrants. Council Member Taylor commented that he was glad to see this event. He noted that he asked staff at the last Council Meeting ifall the businesses that would be affected had been notified of this event and was told that Hugger-Mugger and Millie's Mama's Bakes were contacted; however, other business were not contacted until after the December Council Meeting. He commented that in the future, it would be prudent to notify all businesses of these events prior to requesting Council approval. Council Member Buckels made a motion to approve the Resolution in Support of the Temporary Closure of Several Downtown Streets for the Purpose of a Rain Date Option on January 25, 2025, for the previously approved FirstHealth Resolution Run and Fitness Fest scheduled for January 11, 2025. Seconded by Council Member Taylor, the motion carried unanimously. CASES FOR PUBLIC: HEARING There were no cases for public hearing. DECISIONS ON PUBLIC HEARINGS There were no decisions on public hearings. OTHER BUSINESS There was no other business. CLOSED SESSION Council Member Council Rhodes made a motion to go into closed session in accordance with N.C.G.S. 143.318(11)a)), to prevent the disclosure of information that is privileged or confidential pursuant to the law ofthis State or the United States or not considered a public record within the meaning of Chapter 132 of the General Statutes; and (5), to instruct the public body's staff or negotiating agent concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property. Seconded by Council Member Taylor, the motion carried unanimously. RETURN TO REGULAR SESSION and ADJOURNMENT Council Member Rhodes made a motion to adjourn the meeting.
