The meeting was held at the Bermuda Run Town Hall. Council Members Present: Mayor Mike Brannon, Mike Ernst, Rod Guthrie, Rae Nelson, Christy Schafer, and JeffTedder Council Members Absent: Also Present: Andrew Meadwell, Town Manager; Charlie Chapman, Management Analyst; Brian Williams, Town Attorney; and Cindy Poe, Town Clerk Call to Order Mayor Mike Brannon called the meeting to order and recognized the Quorum. Town of] Bermuda Run Code of] Ethics Statement/Voting Procedures = Town Attorney Brian Williams Adoption of the Agenda Council Member Mike Ernst made a motion to approve the agenda as amended. Council Member Christy Schafer seconded the motion. The motion was approved by a vote offive (5) in favor and none opposed. Approval of the January 14, 2025 Council Meeting Minutes Council Member Rae Nelson made a motion to approve the January 14, 2025 Council Meeting Minutes. Council Member Jeff Tedder seconded the motion. The motion was approved by a vote offive (5) in favor and none opposed. Citizen Comments - Lennie Ring of 125 Kilbourne Drive expressed his desire for the Council to take action to improve the safety and peaçefulness oft the residents of] Kinderton Village (primarily Kilbourne Drive) after this past weekend'; S events at RISE and Truist Sports Park. Vehicles were parked in the streets and in the emergency exit area. He believes there is a way to control parking at these events and that the Council is unaware or unconcerned because they live behind the gates. Proclamation Black History Month Mayor Mike Brannon and the Bermuda Run Town Council recognize the month of] February 2025 as Black History Month. Town Clerk Cindy Poe read the proclamation that was signed by Mayor Brannon. Recognition of Community Officer Mike Foster Officer Foster will be transitioning to another position with the Davie County Sheriff's Department in March, 2025. Mayor Brannon presented him with a plaque for his dedication to the Town ofBermuda Run for the past 3 years. Action Item = Resolution to Restore the Authority for Local Goyernments to Initiate Down- zoning and to Repeal Subpart IIIOK of SB 382/Session Law 2024-57 and to Restore the Original Provisions of] N.C.G.S 160D-601(d) Council members Christy Schafer and. Rae Nelson shared that this is a step to get back on track to fulfilling our desires in the Comprehensive Plan. Council Member JeffTedder made a motion to approve the Resolution as presented. Council Member Rae Nelson seconded the motion. The motion was approved by a vote offive (5) in favor and none opposed. Presentation Cameron Webb, Davie County Director of Emergency Management, Fire Marshal Mr. Webb presented information regarding Davie County's Hurricane Helene relief efforts and was joined by County Commissioner Benita Finney who shared her appreciation for all who worked together to help our neighboring communities. The Council and mayor expressed their thanks to everyone who stepped up and showed their support. Town Manager Comments = Update - Duke Energy updating to LED lights; Survey work still being conducted (AIA Study); Pump Station Update; RISE and Fusion both have been contacted regarding this past weekend's parking issues. Approved Respectfully Submitted Mike Brannon, Mayor Cindy Poe, Town Clerk ITEM 9 A J R2025-03 RESOLUTION OF ADOPTION TOWN OF BERMUDA RUN, NORTH CAROLINA DISSOLVE THE BERMUDA RUN VISION COMMITTEE AND TO CREATE THE CHRISTMAS IN BERMUDA RUN COMMITTEE WHEREAS, it is the intent of the Town Council to dissolve the Bermuda Run Community Vision Fund Committee and to create the Christmas in Bermuda Run Committee; and WHEREAS, the Bermuda Run Community Vision Fund was created by a Donor Directed Fund Agreement between the Davie Community Foundation and the Town of] Bermuda Run; and WHEREAS, the Bermuda Run Community Vision Fund was previously named the Hillsdale Tomorrow Fund; and WHEREAS, the Bermuda Run Community Vision Fund Committee purpose was to oversee, plan and implement charitable giving and fundraising for Town sponsored events; and WHEREAS, the Town Council desires that the planning and execution of the Town's Christmas in Bermuda Run event be funded and incorporated as part of its Annual Fiscal Year Budget; and WHEREAS, the Christmas in Bermuda Run Committee will be established as the Town's Christmas event planning committee by the Town Council; and WHEREAS, the Town Council will appoint members to the Christmas in Bermuda Run Committee through an application process, based on expertise, interest, and commitment to the event; and WHEREAS, the Christmas in Bermuda Run Committee in coordination with Town Staff, will propose an annual event budget and policies to maintain vendor lists and recommend Town Council objectives to promote, advertise, and coordinate the Christmas in Bermuda Run event; and NOW, THEREFORE, BE IT RESOLVED that the Town of Bermuda Run Town Council hereby dissolves the Bermuda Run Community Vision Committee and creates the Christmas in Bermuda Run Committee, on this day of 2025.
