February 20, 2025 Office of the County of Elk Commissioners Meeting Minutes EIk County, Ridgway, PA The County of Elk Commissioners met on Thursday, February 20, 2025 at 10:00 AM, County of Elk Courthouse Annex, Thomas G. Wagner Conference Room. The meeting was opened with the Pledge of Allegiance. Those present were Commissioners Matthew G. Quesenberry and Gregory J. Gebauer. Also present were Rick Brown, Solicitor; Kary Williamson, Deputy Chief Clerk; Emily Anders, Office Administrator; Calvin Moore, IT Director; Matthew Frey, Treasurer; Stephen Sunderland, ITTechnician; Nancy Baker, CYS Director; Todd Caltagrone, Sheriff; Karin Pfingstler and Danyell Bundy, Penn Highlands Elk; Rob Dickinson and Brandy Hollobough, Penn State Extension; Helayna Hollobaugh, 4-H State Council; and Marilyn Secco, press. Excused were Commissioner M. Fritz Lecker and Patrick Straub, Chief Clerk. APPROVAL OF AGENDA Matthew G. Quesenberry stated a correction to New Business #3. The dates should be July 1, 2024 through June 31, 2025. Motion to accept with correction by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. APPROVAL OF MINUTES- February 6, 2025 Commissioners Meeting Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. PRESENTATIONS 1. Proclamation for PA 811 Safe Digging Month. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 2. Rob Dickinson from Penn State Extension with updates. Rob Dickinson spoke of Avian bird flu and different programs offered through the Penn State Extension. Helayna Hollobaugh spoke of the 4-H State Council and their theme of Connecting Our Communities. She stated she is one of the ten 4-H State Council members for the entire state of Pennsylvania. 3. Karin Pfingstler from Penn Highland Healthcare with updates on the Community Health Needs Assessment (CHNA) recently completed in Elk County. Karin Pfingstler and Danyell Bundy spoke ofthe reason and outcome from the Community Health Needs Assessment, along with the plans to address the items in the Assessment. They stated the complete survey was available on the Penn Highlands website. RESOLUTIONS OLD BUSINESS 1. Proposal from Government Software Services, Inc. (GSS) for printing real estate tax bills and per capita bills. Matthew G. Quesenberry stated upon further review, the proposal would not work for the County of Elk. This item will be removed from the agenda. NEW BUSINESS 1. Reappointment of' Tracy Gerber to the North Central Board of Directors for a term to expire December 31, 2027. Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. 2. Reappointment of Beverly C. Dietz to the Elk County Industrial Development Authority Board for a term to expire December 31, 2029. Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. 3. Request by CYS, new contract with Merakey Pennsylvania for foster care from July 1, 2024 through June 31, 2025 at a daily rate ranging from $19.18 to $166.95 depending on the care needed. Nancy Baker explained that the cost would depend on the services needed. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 4. Request by Veteran Affairs, approval of benefits for 7 Veteran burials, 2 Widow burials, and 5 Veteran headstones. Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. 5. Request by Veteran Affairs, ratification of new contract with Ubeo Business Services for 1 Ricoh printer at a cost of$147.00 per month for 63 months. Motion by Gregory. J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. CORRESPONDENCE - (The following correspondence, if any, is available in the Commissioner's office for further review.) 1. Seneca Resources Company, LLC (received February 10th) regarding filing of Notice of Intent with the Susquehanna River Basin Commission pursuant to 18 CRF 806.22(f) for the consumptive use of water for drilling and development of natural gas wells at C09-J located in; Shippen Twp., Cameron County; Jones Twp., Elk County; and Sergeant Twp. McKean County. The requested consumptive use is 4,000,000 gallons per day. 2. Beran Environmental Services on behalf ofEQT Production Company (received February 12"h) regarding their intent to apply to PA DEP under the Chapter 105 Waterway Obstruction and Encroachment Permit for one (1) "GP-7 Minor Road Crossings", eight (8) "GP-8 Temporary Road Crossings, and one (1) GP-11 "Maintenance Testing, Repair, Rehabilitation or Replacement of Water Obstructions". The project purpose is plugging of two (2) existing conventional natural gas wells located in Benezette Township. Project name is Charleroi Mountain Club #4 & 5. The pad area will be restored to original contours. This notice is provided pursuant to PA Administrative Code Section 1905-A, as amended by Act 14, which requires written notice to host municipalities and counties in which the project is located. A 30 day public comment period is required 3. Elk County Conservation District (received February 13th) addressed to Mr. Bill Fye, Northwest Hardwoods, Inc. Marienville PA regarding General Permit Acknowledgment Notification for application number GP082400224-011 under the authority of Dam Safety and Encroachments Act and 25 PA Code Chapter 105.
