Meeting of the Fulton County Commissioners - Tuesday, March 26, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh and Commissioner Lynch Absent: Commissioner McCray attending meeting in Harrisburg Others Present: Levi Clevenger and Irvin Dasher Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Lynch to approve the minutes of the March 19, 2019 meeting. All in favor. Motion by Commissioner Ulsh to approve the accounts payable dated March 22, 2019 in the amount of $239,193.64. All in favor. All in favor. Motion by Commissioner Lynch to approve the revision to the FFY 2016 CDBG Contract to: Fair Grounds Accessibility Up-Grades $18,572.22; Belfast Townshp-Needmore Water Phase III $700,649.78; Wells Tannery Water System $55,000.00; Adminstratons3824300 = $212,465.00. All in favor. Motion by Commissioner Ulsh to endorse a Proclamation designating the Month of April 2019 as "Pennsylvania 811 Safe Digging Month. All in favor. After the proper advertising requirements, a Motion by Commissioner Lynch was made to adopt Ordinance No. 1 of 2019. An Ordinance reaffirming and ratifying the County of Fulton's participation in the Pennsylvania Counties Risk Pool and the execution of the Intergovernmental Cooperation Law, as amended. All in favor. Motion by Commissioner Lynch to endorse the Contract to establish a Joint Mental Health/ntellectual & Developmental Disabilties/Early Intervention and Drug & Alcohol Program by the Counties of Franklin and Fulton, in the Commonwealth of Pennsylvania for the period of July 1, 2019 through June 30, 2020. All in favor. Motion by Commissioner Lynch to approve the McConnell Park Lease between the County of Fulton and the Fulton County Chamber of Commerce for the Strawberry Festival which is set for June 7 & 8th, 2019. All in favor. Motion by Commissioner Lynch to endorse the contract with Tetra Tech for the Hazard Mitigation Plan Update in the amount of $30,000 which is covered by a PEMA Grant. All in favor. The Commissioners reviewed a draft Network Use and Cybersecurity Policy to include a Social Media section. The Commissioners met with George Johnson, Recycling Coordinator regarding tire recycling in the County. George was asked by the Board to re contact a few more Townships to see if a different date would work better for them. Before adjourning Chairman Ulsh asked if the public had any comments.
