133 Meeting of the Fulton County Commissioners - Tuesday, November 15, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Bunch, Commissioner Shives and Commissioner Ulsh (via telephone) Absent: None Others Present: None Commissioner Bunch opened the meeting with prayer and all recited the Pledge of Allegiance to the flag. No Public Comments. Motion by Commissioner Bunch to approve the Commissioners' Minutes of the November 8, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated November 14, 2022 in the amount of $110,016.67. All in favor. Fund 100 General Fund 106,701.91 Manual Checks $0.00 TOTAL GENERAL FUND $106,701.91 Fund 227 SFC Technology Grant 208.35 Fund 235 Law Library 2,393.55 Fund 238 911 712.86 TOTAL ALL FUNDS $110,016.67 Motion by Commissioner Shives to approve Payroll dated November 18, 2022 in the amount of $119,497.20. Commissioners met (via zoom) with Jeffrey Hackenberg, Joshua Rice and Karen Hack, with Penn State Extension to discuss the details of the proposed 4-H Educator position. Commissioners asked to meet again with Penn State to finalize discussions. Motion by Commissioner Shives approving the 2023 Highmark Insurance renewal paperwork keeping the policy the same as the previous year with no increase to employees. All in favor. Motion by Commissioner Shives to appoint Matthew Wakefield to the Bedford-Fulton Recreational Authority, due to the resignation of Lucas Carbaugh, with a term expiring January 1, 2025. All in favor. Motion by Commissioner Shives approving the Certified Tax Assessment Roll of the County of Fulton and each Municipality therein as of the 15th day of November 2022, providing compliance with the statue requirements, Purdon's 72 5453.701 (c)-5, as an eighth class county in the Commonwealth of Pennsylvania. All in favor. 134 Commissioners met with Patti Hess, CDBG Coordinator and Jamie Shrawder, SEDA COG (via zoom) to review the Section 504 Plan as part of the CDBG Program. Shrawder explained that Patti Hess was already appointed as the Section 504 Compliance Officer and stated that the county had an outdated 504 plan and asked that the provided checklists and transition plan be sent to her SO she could draft an updated version of the plan guidance for the County to review and adopt. Chief Clerk Stacey Golden inquired about a deadline, Shrawder said to try to have completed by the end of the year. A brief Safety Committee Meeting was held at 10:00 AM. Commissioners met again with Elections Director Patti Hess to sign and have certified an Unofficial Returns Reporting Form for the November 8, 2022 General Election. The form certified that the information contained in the report constitutes the unofficial returns as they appear on record of the votes cast for every statewide office at the General Election held November 8, 2022. Chief Clerk Stacey Golden applied the county seal. Commissioners signed a Budget Transfer Request from Chief Probation Officer Dan Miller, to move funding from the Adult Probation and Parole line item 100 41360 546110 to the Juvenile Probation Parol line item 100 41370 546110 in the amount of $600 to cover expenses since more juvenile trainings were held.
