Meeting of the Fulton County Commissioners - Tuesday, February 28, 2017 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray, Commissioner Lynch The Commissioners opened their meeting with prayer and recited the Pledge of Allegiance to the Flag. Motion by Commissioner Ulsh to approve the minutes of the Tuesday, February 21, 2017 meeting. All in favor. Motion by Commissioner McCray to approve the Accounts Payable dated February 27, 2017 in the amount of $2,618,182.81. All in favor. All in favor. The Commissioners met with Chief Financial Officer Doug Tengler regarding routine budget and financial matters. They also discussed applying for the upcoming Safety Grant. Doug will be speaking on a panel at the CCAP Conference on 3/28. Motion by Commissioner Ulsh to enter into Executive Session with Doug Tengler at 9:35 a.m. for Personnel Matters. All in favor. Motion by Commissioners Ulsh to Exit Executive Session at 9:52 a.m. No action was taken. All in favor. Motion by Commissioner McCray to sign Certificate of Cost Allocation Plan completed by Maximus. All in favor. Motion by Commissioner Ulsh to sign Survey of Financial Condition for 2016. All in favor. Commissioner Ulsh signed Proclamations Designating March as "American Red Cross Month" for 2017 and April 2017 as Pennsylvania 811 Safe Digging Month". The Commissioners met with the County Auditors regarding office matters. Motion by Commissioner Ulsh to enter into Executive Session at 10:05 a.m. with the Auditors for the purpose of Personnel Matters. All in favor. Motion by Commissioner Ulsh to exit Executive Session at 10:15 a.m. Actions will be taken to address more in-depth Meeting Minutes. All in favor. The Commissioners met with Julia Dovey and Chris Buterbaugh from the Fulton County Family Partnership Inc. regarding the Medical Transportation Program Contract and changes regarding reimbursement rates. Motion by Commissioner McCray to have Commissioner Ulsh and the Chief Clerk to sign and attest the Medical Transportation Program Contract between the Fulton County Commissioners and the Fulton County Family Partnership, Inc. All in favor. The Commissioners along with Karen Hann, CDBG Adminstrator held a Bid Opening at 11:00 a.m. for the Replacement of HVAC Units at the Warfordsburg and McConnellsburg Senior Citizens Centers. Bids were received from Rodney B. Smith Plumbing, Heating & Air Conditioning and also from McCleary Heating & Cooling LLC. The bids will be held for review and action will be taken at a later date.
