Monthly Minutes of the Lancaster County Salary Board February 3, 2025 The meeting was called to order by Commissioner Joshua Parsons at 1:30 p.m. in the Commissioners Conference Room 701, 7th Floor, at the Lancaster County Offices, 150 N. Queen Street. Members Present: Commissioner Joshua Parsons, Commissioner Ray D'Agostino, Commissioner Alice Yoder, and Controller Lisa ColĂ´n. Others Present: Larry George, Crystal Natan, Drew Fredericks, Christina Peddigree, Jackie Pfursich, Mike Fitzpatrick, Carly Galura, Rithu George, Lydia Kovalchak, and Kathy Kunkel. Note: there were others present who did not sign in and whose identity is unknown. There was no Salary Board meeting on January 6, 2025. The government building was closed due to inclement weather. Commissioner Yoder moved to approve the minutes of the meeting of the December 9, 2024, meeting. Commissioner D'Agostino seconded. The motion carried unanimously. Commissioner Parsons read the following: The Salary Board shall meet and organize on the first Monday of January, which shall consist of 3 individual members of the board of county commissioners and the county controller. The chairperson of the board of county commissioners shall be chairperson on the salary board. President Judge Leonard Brown, III, Court Administration requested as follows: a. Judicial Operations 1. Request a temporary pay adjustment of 10% for employee (23821), Judicial Assistant position (503031), effective January 6, 2025. Five percent of the requested increase is based on the employee's assumption of additional duties as result of the election of Judge Leonard Brown, III to President Judge. Request for the remaining five percent increase is based on employee's assumption of additional responsibilities related to Judge Brown's membership on the Prison Board. Request that the duration of the first five percent coincide with the President Judge's tenure of five years but that the second five percent coincide with Judge Brown's tenure on the Prison Board. President Judge Brown moved to approve. Commissioner Yoder seconded. The motion carried unanimously. b. Juvenile Probation Salary Board Minutes February 3, 2025 Page 2 1. Request approval to reclassify and post one vacant Office Support Supervisor position (500849), Grade H, to Office Manager, Grade J, effective upon salary board approval. (Min: $46,293 Mid: $57,876 Max: $69,439.50). President Judge Brown moved to approve. Commissioner D' Agostino seconded. The motion carried unanimously. Bob Devonshire & Carmen Simone, Facilities Management, requested as follows: a. Approval to create and post five additional Pool Front Desk Attendant positions Grade 10, effective upon salary board approval. (Hourly Min: $12 Mid: $16 Max: $20). Commissioner D' Agostino moved to approve. Commissioner Yoder seconded. The motion carried unanimously. b. Approval to reclassify and post two vacant Maintenance Worker II positions (500167 & 503792), Grade D to two Building Maintenance Mechanic positions Grade I, effective upon salary board approval. C. Approval to reclassify and post one vacant Maintenance Supervisor position (500290), Grade K to Parks Maintenance Supervisor Grade M, effective upon salary board approval. (Min: $57,158.08 Mid: $71,488 Max: $85,737.60) d. Approval to reclassify one arks Program Manager, Grade J to Parks Programs Superintendent Grade O, resulting in a 9% increase to incumbent, effective upon salary board approval. (Min: $63,024 Mid: $78,790.40 Max: $94,536) e. Approval reclassify one Maintenance Supervisor position (503966) grade K to Building Maintenance Supervisor position, Grade M, resulting in a 6% increase to incumbent, effective upon salary board approval. (Min: $57,158.08 Mid: $71,488 Max: $85,737.60) Commissioner Yoder moved to approve items 5b, C d, and e. Commissioner D' Agostino seconded. The motion carried unanimously. Lawrence George, Information Technology, requested approval of a temporary 10% increase for employee (24571) for assuming the role of Interim Chief Information Officer of Information Technology, effective December 23, 2024, until such time that the Chief Information Officer position is filled. Commissioner D' Agostino moved to approve. Commissioner Yoder seconded. The motion carried unanimously. Cheryl Steberger, Prison, requested as follows: Salary Board Minutes February 3, 2025 Page 3 a. Approval to hire applicant (79718) at an annual salary of $62,045.31 which is above the start rate for a Corrections Sergeant - Prison position (501237), Grade M, effective December 3, 2024. (Min: $57,158.08 Mid: $71,488 Max: $85,737.60) b. Approval to hire applicant above the starting salary rate for Corrections Lieutenant position (504412), Grade N, with an annual salary of $75,025.60, effective February 3, 2025. Additionally request approval for the applicant to accrue 3 weeks of vacation for 0-5 years of service, four weeks for 6-10 years of service and five weeks for 11 + years of service effective February 3, 2025. (Min: $60,008, Mid: $75,025.60 Max: $90,022.40) Controller Colon moved to approve items a and b. Commissioner Yoder seconded. The motion carried unanimously. Kevin Edwards, Property Assessment, requested approval to increase the per diem rate for the Board of Assessment Appeals from $200 to $250 for each member, when listening to appeals, effective January 8, 2025. Commissioner Yoder moved to approve. Commissioner D' Agostino seconded. The motion carried unanimously. Lawrence George requested a temporary 5% increase for Assistant Public Defender Manager employee (23832) for assuming significant additional duties due to vacancies, effective February 3, 2025. Commissioner D' Agostino moved to approve. Commissioner Yoder seconded. The motion carried unanimously. Jacquelyn Pfursich, Solicitor's Office, requested approval to hire applicant (91849) above the starting salary rate for Assistant County Solicitor - CYA position (504502), Grade R, with an annual salary of $97,000, effective February 4, 2025. Additionally request approval for the applicant to accrue 3 weeks of vacation for 0-5 years of service, four weeks for 6-10 years of service and five weeks for 11 + years of service effective February 4, 2025. (Min: $68,406, Mid: $85,507.50 Max: $102,609). Commissioner Yoder moved to approve. Commissioner D' Agostino seconded. The motion carried unanimously. Christina Peddigree, Human Resources, requested approval for updated 2025 Merit Allocations. This is amended and will be sent to all the departments. Commissioner D' Agostino moved to approve. Commissioner Yoder seconded. The motion carried unanimously. Christina Peddigree presented the 2024 Year end Turnover Report. Ms. Peddigree highlighted the following: Salary Board Minutes February 3, 2025 Page 4 The 2024 County Turnover Rate was 18.8% which is the same as the 2023.yearly turnover rate of 18.8%. the State local government 5-year average is 19.7%. The 2024 recruitment efforts strong. 2024 hires (404) higher than the 6-year average of (343). 2024 terminations (340) lower that 6- year average of (354). Top reasons for seeking other employment: 1. Other 2. Compensation 3. Family circumstances 4. Work culture 5. Type of work Most important areas for staff separating employment similar from 2023-2024: Pay, work/personal life balance, work schedule, team environment, and benefits Increase from 70% (2023) to 76% (2024) of separating employees would recommend the County of Lancaster to a friend as a positive place to work. Commissioner D'Agostino moved to adjourn the meeting at 2:45 p.m. Commissioner Yoder seconded. The motion carried unanimously.
