Borough of Sykesville Council Meeting February 17, 2025 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Nate Alvetro, President ProTem; Council Members: Sherry Pruzinsky, Don Reid, and Counciman Gabriel 'Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Vice President Elaine Fike and Councilman Ron Morris. Visitors present were John Sedor, Thomas Shade, and Brian Williams (Foreman). VISITORS CONCERNS: John Sedor raised questions on whether the new fee for Winslow Township and Troutville Borough for the sewage has gone into effect. Secretary Neale and Solicitor Gianvito stated that the Borough needs a recommendation letter from the engineer before doing SO. Secretary Neale will contact the engineer tomorrow. Mr. Sedor requested the Borough Crew to reverse their plowing method on Long Alley. Mr. Sedor stated that Sykesville's water rates are most likely to increase from the City of DuBois and would like the Water and Sewer Authority to be a part of that discussion. President Michele Yamrick informed that the Borough has not received any correspondence regarding this and if it happens, the Authority will be included in negotiation. Mr. Sedor also stated that the Authority would like to be notified/nvolved in major pending/projecis that is being funded by water and sewer monies. Council stated that they will include the Authority in major oroecis/spending. Thomas Shade informed Council that the Knights of Columbus is putting together a book about the history of the surrounding areas (Sykesville, Falls Creek, DuBois, Troutville, Pennfield, etc.) for their 125th anniversary. Sykesville will be mentioned but Mr. Shade wanted to know if Council would like a full page for the history of Sykesville. He requested a $200 fee to help fund (if full page). This book is $35 a book to publish and will be published this summer. The Borough will receive a free copy for their contribution and will probably be published online for all Councils. 1 CORRESPONDENCE: Nominations for second Vice President was presented to Council from the PSAB. The form outlining all the details will be located at the Borough Office if interested. Nominations are due April 1, 2025. OLD BUSINESS: A motion to approve February 3, 2025, Council minutes was made by Councilman Don Reid and seconded by Counciwoman Sherry Pruzinsky. Motion carried. Solicitor Nicholas Gianvito informed he has not received any updates on whether a letter was sent from PennDot to the Post Office regarding the stormwater project route (discussed a few meetings ago). The bid opening for this project is scheduled for Tuesday, February 25th at 11:30 AM. Secretary Neale requested clarification on the advertisement accepting bids for contracts for refuse/solid waste collection services (dates, etc.). The Borough's current contract is set to expire on January 31, 2026. After a brief discussion, Council decided to wait on advertising until a later date. Secretary Neale will have this matter on the June/July agenda. President Yamrick presented the letter proposal from Kuharchik Construction, Inc. (discussed last meeting). Foreman Williams informed that he spoke with a gentleman from Kuharchik and was told that signing the agreement will just "lock the rates" for the Borough if any maintenance needed to be done.
