Muncy Borough Council Meeting Minutes February 4, 2025 The meeting of the Muncy Borough Council was called to order in the Library/Media Center of the Muncy High School at 6:30pm by President Scott Delany. The Pledge of Allegiance followed and a moment of silence for Armed Forces, First Responders and Front-Line workers. Council Members present: Tara Ashby, George Henry, Thad Martin, Ryan Scruggs, Dick Sutton, and Scott Delany. Bill Scott was absent. Mayor Jon Ort was also absent. Staff Present: Borough Manager Charley Hall, Secretary/Ireasurer Katie Hakes, and Chief Dorman Guests Present: Donna Sutton, Wayne Wolfgang, Chip Gottschall, Craig Scruggs, Molly Delany, Cathy Henry, Linda Stein, Ed Brockman, Brian Brockman, and Chris Johnson. Guest Participation: None Dick Sutton made a motion to approve the January 7, 2025 minutes. Thad Martin 2nd the motion. Motion carried. George Henry made a motion to approve the January 16, 2025 minutes. Thad Martin 2nd the motion. Motion carried. Old Business: A brief update was given to council on the clean out of the borough building attic. Further action will take place later in the meeting. New Business: Thad Martin made a motion to approve Resolution 2025-02 County Board of Elections petition to consolidate voting precinct. Tara Ashby 2nd the motion. Motion carried. Dick Sutton made a motion to dispose/shred documents from 2019 and older. Ryan Scruggs 2nd the motion. Motion carried. Ryan Scruggs made a motion to dispose/shred documents from 2017 and older. Tara Ashby 2nd the motion. Motion carried. Chief Dorman got estimates for the borough to purchase a generator for the traffic lights. Dick Sutton made a motion to approve the generator. Thad Martin 2nd the motion. Motion carried. Announcements: Borough Manager Charley Hall made council aware a tax collection committee. The committee is required to have a committee Delegate and. Alternate. Both must be elected officials. There will be a meeting next Wednesday at 10am in the office for the Carpenter Street Bridge. Easement process will take place once PennDot approves Livic Civils final design for the Main and Penn Street traffic signal. Charley and Solicitor Chris Kenyon will review the agenda monthly prior to a meeting and decide whether the Solicitor needs to be present at meetings or can be reachable via telephone. Charley also made council aware there may be a Conditional Use Hearing at the March 4, 2025 meeting. Public Participation: Chris Johnsons inquired about the installation for the remainder of the banners being hung along Main Street. Streets coordinator, Chris Stoodley, will continue to put the rest up when the weather gets warmer and a bucket truck gets rented. Dick Sutton made a motion to adjourn @ 7:41pm.
