Mifflintown Borough February 10, 2025 The borough council of Mifflintown met on this date in the municipal building at 100 Cross Street, Mifflintown PA. The meeting was called to order at 7:00p by President Samuel Klinger. The following were in attendance: Richard Zimmerman Jr; Vice President, Mayor Roxann McGinnis; Mark Turns Jr; Karen Haas; Brian Baker; Mark Aurand, maintenance; Zina Klinger, meters; and Robin Saner, Secretary/Ireasurer. Guests included Mercedes Wynn from the Juniata Sentinel and Holly Tusing, Chamber of Commerce. Holly presented a local community project the Chamber's training institute is proposing by the Mifflintown walking bridge. Teams were formed and the whole chamber will vote then on the different projects on Wed. Feb 12th. Ifher project wins there will be benches and potted greens/flowers placed at the walking bridge for people to sit and enjoy the weather or a cup of coffee, etc. Asked who is paying for the project Tusing said they will look for sponsors. The council approved the idea 1st by a motion from Baker and 2nd by Haas. Zina reported she wrote 45 tickets for $470.00 and meter money was $966.57 for a total of $1436.57. Mark told the group Mifflintown residents are not shoveling their sidewalks. A 24- hour rule is in place stating that from the time ofthe snow a resident/landlord has 24 hrs to shovel the snow off the sidewalks ofhis/her properties. The trees were cut down or trimmed at the playground. Kyle Kint did the work. He came in under his quote of$4300 to $3900. There are stumps that need grinding. Mark is getting a quote from Kyle and also Chuck Lauver that job. Swartz signs had the examples ofthe signs to be put up at the playground and council approved the purchased with a motion 1st by Baker and 2nd by Turns. Mark and Sam and Zina have been cleaning up the snow around the borough the last couple of days. The minutes from January's meeting were approved with a motion made by Zimmerman 1st and Haas 2nd. The Treasurer's Report was also approved with a motion 1st Haas and 2nd by Zimmerman. As far as correspondence Saner had put all the various meetings and open houses going on in the area together for council to look at as the meeting continued. Mayor McGinnis was approached by Eric Coldren asking if the Mifflintown Hose Co needs to write a letter requesting money from the Fire Mil Account. McGinnis said they could just ask for the money. The mayor was just appointed to the Board of Directors for the Delauter Youth Center. She also wanted to thank everyone publicly for their help with NYEs event and the 5k Race. Both were a huge success! No unfinished business to speak of but moving on to New Business and regarding the next election on May 20th several oft the people need to go on the ballot. Those affected are Mayor McGinnis, Klinger, Baker, the 3 auditors: Singer, Mertz, and Kehler as well as Shellenberger, tax collector. Petitions are available now but you cannot obtain signatures until Feb 18th. You have two weeks from that time to turn in the forms. Council approved Kuharchik to provide maintenance on the stop light. A motion was made 1St by Turns and 2nd by Haas. Council approved the mini split be serviced once a year by a motion made 1stby Zimmerman and 2nd by Klinger. Maintenance Mark will take care ofr making that appointment with MGM. Solicitor Randy Zimmerman joined the meeting around 8:05p and immediately the meeting went into an Executive Session at 8:06p. Motion made by Klinger 1st and Baker 2nd to approve the session. The session lasted until 8:30p where as they came out ofthe executive session with a motion by Zimmerman 1st and Baker 2nd. Back in regular meeting it was voted on NOT to continue jointly with Mifflin Borough regarding the upcoming 2026 garbage contract. That decision came with a motion from Klinger 1st and Turns 2nd. Solicitor Zimmerman suggested council form a Garbage Committee. Klinger appointed the following to that committee: Zimmerman, McGinnis, and Haas. The Mifflintown Municipal Authority sent over a blank application for permit excavation of street or alley for the 2025 season. Council approved it with a motion 1st by Zimmerman and 2nd by Turns. Bills to be Paid in February were approved with a motion from Zimmerman 1st and Baker 2nd. The meeting was adjourned at 8:30p on a motion from Zimmerman 1st and Haas 2nd.
