BALLY BOROUGH COUNCIL MINUTES OF THE FEBRUARY 4, 2025 MEETING The regular scheduled meeting ofthe Bally Borough Council was held on the above date at the Borough Hall. President, Glenn Mutter called the meeting to order at 7:01 pm. The meeting was opened with the Pledge of Allegiance. Council Members present: Glenn Mutter, Paul Gehringer, Michael Bauman, Michael Moll, Joshua Sloan, and Matthew Gehman. Council Member Joel Pilgert was absent. Also present: Solicitor, R. Tim Curley; Borough Secretary, Tammy Wood and Superintendent, Nathan Heffner. Mayor, David Schott and Borough Manager, Wendy Mutter arrived at 7:03pm. There were no reporters and no residents in attendance. The agenda for this meeting had been posted on the door and the website, at least 24 hours prior to the meeting. President Mutter announçed the meeting is being recorded for minute taking purposes. COMMENTS AND SUGGESTIONS FROM RESIDENTS: No residents CONSENT AGENDA a. Minutes ofJanuary 7, 2025 Council Meeting - A motion was made by Matthew Gehman, seconded by Michael Moll to approve the minutes. Joshua Sloan abstained from the vote. All others, Ayes. b. Approval & Affirmation of the January bills presented. A motion was made by Paul Gehringer, seconded by Michael Moll to approve the bills. All Ayes. PRESIDING OFFICER REPORT - No report COMMITTEE REPORTS: Health, Safety, & Welfare: Police report = There were minor changes to the layout for the new police extension, such as a window and an enclosed office for the Chief. Council agreed on the drawing. The drawing will go to Systems Design Engineering for the final blueprint. Officer Andy Gadaleta has completed training and is now on patrol. Chief Ellick and Corporal Patt attended Open-Source Intelligence training in January. Fire report -Total 2024 Bally calls were 45, with 473 total calls for the year. Bally Ambulance - Bally had 12 calls with a total of 119 calls for the month ofJanuary. Planning Commission - Did not meet. Municipal Authority- Did not meet. Next meeting is March 18th, 2025 Zoning Hearing Board -Did not meet. BARDS Committee: Joshua Sloan requested the use of the pool parking lot for a bake sale and weather permitting car wash on Saturday May 17th during the Community Yard Sale. The 3rd annual Community Yard Sale will be held on Friday, May 16th, ? Saturday, May 17h and Sunday, May 18th. . Residents of Bally will not need a permit for taking part in the Community Yard Sale. WWTP Report: The current sewer project, lateral lining by Performance Pipeline has been going well. They televised last week and are currently installing the "vac-a-tees." ? The actual lining should begin in about 2 weeks. The salting and plowing has been going well this year. We have enough salt for about 4 storms, but will be ordering more. There are some items that will need to be replaced or repaired at the well and the plant. The hydrant used by our bulk water customers is broken. This will be replaced with a new hydrant. The old hydrant will be re-built and will replace one ofthe older hydrants in the Borough. NEW BUSINESS: Change Pool Employee Rate There will be a new lifeguard instructor this year at the pool. Wendy Mutter requested the Lifeguard Instructor be paid $13.00 per hour for her instruction and lifeguarding duties. Per Tim Curley, Solicitor, a Resolution to amend the prior Resolution will be needed. Hire 4 new Lifeguards - A Motion was made by Joshua Sloan to hire 4 new lifeguards for the 2025 season. Paul Gehringer seconded the motion. All Ayes. Emergency Management Meeting = Council President, Glenn Mutter; Borough Manager, Wendy Mutter; Mayor, David Schott and Police Chief, Jeff Ellick attended the Emergency Management Meeting. One thing that stands out from the meeting is the fact that if one house in the Borough is damaged by a natural disaster, the Mayor should declare an "Emergency Disaster Declaration. 99 This will allow the resident(s) to get help from the state. Currently, our Emergency Manager, Bruce Hoffman, is not compensated for his time and/or travels for all the training required. Bruce was highly praised at the emergency management meeting by County employees. Wendy Mutter and David Schott feel that Bruce should be compensated in some small way for his personal expenses. Wendy will reach out to Bechtelsville Borough and Washington Township to see ifthey are willing to contribute, as Bruce covers all 3 municipalities. Council is willing to compensate Bruce $250.00 -$300.00 annually. The exact amount will be set by Resolution. Mayor Schott inquired about the run cards from the Ambulance and the Fire Co. Wendy stated there is a set in the office and are also available from the County. She will contact the County for updated cards. Put screen door on concession stand - Pool Manager, Kim Sampayo requested a screen door or something ofthe sort to be installed at the concession stand. The reason is there are too many patrons walking into the snack stand and/or office. The steel door needs to be open because it gets too hot if closed. Council approved this change to the building. OLD BUSINESS: NONE SOLICITOR'S REPORT: NONE MAYOR'S REPORT: The police had 35 calls for the month of. January, 12 citations and 3 parking tickets. They drove a total of 1,017 miles using 120 gallons of fuel. Chief Ellick applied for a Grant from AAA. The police received kids bike helmets, lights for bicycles and books to hand out to the kids in the community. ENGINEER'S STATOS OF PROJECTS: The only new addition to the Engineers report was that the DRBC renewal was missed. This will cost the Borough additional fees. OFFICE REPORT Borough Audit - The audit was started here at the office on Monday, February 3rd. They are finishing the audit currently. There will be an update next month at Council. Well 6 Update Arcadis would prefer us not to go to Mr. Longacre's property, fearing we would pull the plume. Engineers say there is very minimal chance of us drawing the plume. There should be a century well installed somewhere to ensure the plume is not going in that direction. There are 2 test wells that have not been tested since 2003. Arcadis would like us to go to the "Barto Mall' location, however that is too costly for the Borough to run pipe from that location. Council wants to move forward with the Longacre property. February 14th will be 30 days from the door postings for meter changes. Another door posting should be done giving 30 days to respond or water service will be shut off. Election packets will be available on February 10th for pickup up at the Election Services Center or download online. Wendy will get packets ready and drop off completed packets at the courthouse. She will email any walking list obtained. Wendy Mutter will be looking for a Grant for a new water system and meters. Online bill pay or a credit card machine in the office is something Wendy is looking into for payment options, to better serve the community. QUESTIONS FROM RESIDENTS -= No questions or comments.
