I. Minute Approval Mayor Pro Tem Parr asked for a motion to approved minutes from December 2, December 19 and December 23, 2024 as presented. Amanda Farley made a motion to approve the minutes as presented. Kim Wilmoth seconded the motion. ALL voted in favor. Motion carried. II. Amend Agenda Amanda Farley asked for a motion to add City water to the agenda. Brodriche Jackson seconded the motion. ALL voted in favor. Motion Carried III. Public Hearing Amanda Farley Asked for a motion to table the Northern Data Center vote for 2 weeks. Brodriche Jackson seconded the motion. ALL voted in favor. IV. Old Business a. EMI Well Proposal Chip McGaughey from EMI presented the proposal for well #5 inspection to determine where the air is coming from. There are 3 options to pull the pull existing pump $3300- Option#2 pull pump completely and pipe $2100, Option 2 video well $1500. Attorney Doug Kidd requested a copy of the warranty for the pump. Kim Wilmoth made a motion to approve $5,400.00 to inspect the well for $3,300 and possibly do option 2 for $2,100. Richard Parr seconded the motion. Brodriche Jackson and Amanda Farley opposed. Mayor Richard Presley voted in favor. Motion carried Brodriche Jackson has discussed with Banks County the water they are capable of giving the City of Maysville at this time and they are not able to give us a number at this time. b. Approval of Hidden Meadows Paving Bid The council received 1 bid for Hlidden Meadow paving from Georgia Paving for $61,626. Brodriche Jackson made a motion to waive the requirement to open bids at a council meeting for the Hidden Meadows paving bid. Kim Wilmoth seconded the motion. Amanda Farley opposed. Motion carried Brodriche Jackson made a motion to approve the bid for Georgia Paving for $61,626 for Hidden Meadows. Kim Wilmoth seconded the motion. Amanda Farley opposed. Motion carried C. Business License Ordinance Final reading of the Business License Ordinance Richard Parr made a motion to adopt the Business License Ordinance. Kim Wilmoth seconded the motion. ALL voted in favor. Motion carried d. Peddler License Ordinance 2nd Reading of the Peddler License Ordinance Amanda Farley made a motion to adopt the Peddler License Ordinance. Richard Parr seconded the motion. ALL voted in favor. Motion carried e. Jake Brake Ordinance Jake Brake Ordinance 2nd Reading Kim Wilmoth made a motion to adopt the Jake Brade Ordinance. Richard Parr seconded the motion. Brodriche Jackson opposed. Motion carried f. Large Truck Issue Ordinance Large Truck Issue Ordinance 2nd Reading Brodriche Jackson made a motion to adopt the Large Truck Issue Ordinance. Kim Wilmoth seconded the motion. ALL voted in favor. Motion carried g. Side Street Ordinance Side street list given to Doug, will have ordinance at next meeting. h. Court Fees Ordinance 1st reading of Court Fees Ordinance i. Blighted Nuisance House Ordinance The Blighted/Nuisance Ordinance is tabled until further notice. V. New Business a. Set Qualifying Fees The City of Maysville needs to set qualifying fees for elections. The fees will be set to state guidelines, 3% of the total gross salary of office paid. Richard Parr made a motion to set qualifying fees. Brodriche Jackson seconded the motion. ALL voted in favor. Motion carried. b. Mitchell Street Mayor Presley updated the group on Mitchell Street paving, the city will need to get surveying done for the paving. Kim Wilmoth made a motion to approve city surveyors to survey Mitchell Road for a paving project. Amanda Farley seconded the motion. ALL voted in favor. Motion carried. VI.
