Appointed Staff Present: City Clerk Lisa Johnson Mayor Jena Sandlin called the meeting to order. Mayor Jena Sandlin led the Invocation. Mayor Jena Sandlin led the Pledge. Mayor Sandlin welcomed everyone and called the meeting to order, stating that the Council has held three Public Hearings to gather citizen input on HB 581 and were gathered on this date to cast a vote. Council Member Carl Spano requested that the floor be opened to allow one final opportunity to speak or give last-minute thoughts on opting in or opting out. > Gloria Luke = 201 4-H Club Rd came forward and asked Council to reallyl look at this and opt out, stating that agreeing to anything we can never change our minds on makes her nervous. She shared that she did go and speak to the County Commissioners and understood the position ofthe School Board, as well as others. She stated that she believed voters thought they were doing a good thing to reduce their bills, but didn't realize that everyone would be affected by this, and it may slit our throats, maybe down the road. She expressed confidence that the Council has thoroughly looked at the possibilities and can see that it might be in the City's best interests to opt out. Mayor Sandlin called for further discussion on HB 581. Council Member Carl Spano made a motion that the City of] Lake Park opt out of HB 581 provisions. Council Member Busby Courson seconded the motion. The motion passed unanimously, 4-0. Mayor Sandlin thanked the Council, stating that she knew this had been a complicated issue. Council Member Courson thanked Mrs. Luke for coming and expressing her concern, noting that he knew concerns were not always answered in the way or time frame residents would like, but that he was happy to know that everyone was on the same page with this issue. City Clerk Lisa Johnson read the Resolution to opt out, attached, and Mayor and Council signed. Council Member Busby Courson made a motion to hire request two additional contract workers for three days to clean out the drainage easement on Broadway Street at a cost of $816 for labor 1 and supply them with rubber boots at a cost of $119.96 for four pairs. Council Member Michelle Lane seconded the motion. The motion passed 3-0, with Council Member Oscar Griffith abstaining. Mayor Sandlin presented the next item on the Agenda, the Work Order Policy, and referred discussion to Council Member Carl Spano. Council Member Spano made a motion to approve the updated Work Order Policy presented. He stated that this Policy was presented at the February meeting, but was not voted on, and explained that the purpose of the Policy was to document all Work Orders through City Hall to ensure that a paper trail is created, work can be prioritized and nothing falls through the cracks. Council Member Busby Courson asked for clarification of the process when a citizen contacts a member ofCouncil about a need but doesn'ty want to contact City Hall. Council Member Spano explained that the person receiving the complaint should contact City Hall to create and potentially expedite the Work Order. The effort is to create a single point of contact for efficiency. He went on to explain that any emergency calls during off] hours would be handled and a Work Order generated for record keeping purposes. Council Member Busby Courson seconded the motion. The motion passed unanimously, 4-0. Council Member Carl Spano made a motion to enter Executive Session to interview Personnel. Council Member Busby Courson seconded the motion. The motion passed unanimously, 4-0. Council entered into Executive Session at 6:18 pm. Council Member Carl Spano made a motion to reconvene Open Session.
