APPROVAL OF THE SCHEMATIC DESIGN FOR FM2770 AND MAIN STREET PEDESTRIAN CROSSINGS (M43) Assistant City Manager Wendy Smith and Halff Public Works Team Lead Nicole Debevoise presented background information. General discussion was held on the project budget concerns, exploring mill and overlay versus complete reconstruction, pedestrian queuing near the Option 2 right-turn lane, and deleting one parking slot near the immediate turn on FM 2770. Motion, to approve Option 1 with emphasis on striking the one parking slot in front of the restaurant at the turn, as presented, was made by Councilmember Smith and seconded by Councilmember Davidson. AYE: Urbanovsky, Smith, Davidson, Bowles, and Ture. NAY: Horne-Willams and Cummings. Motion carried 5-2. ADOPTION OF ORDINANCE #2025-18 ON FIRST AND FINAL READING AMENDING THE ESTABLISHED BOUNDARIES OF SINGLE MEMBER DISTRICT A AND SINGLE MEMBER DISTRICT CI FOR THE PURPOSE OF INCORPORATING NEWLY ANNEXED AREAS INTO SAID DISTRICT, AND ALL OTHER NECESSARY ACTIONS; AND PROVIDING FOR AN EFFECTIVE DATE City Clerk Alicia Ramirez presented background information noting the boundary changes were due to the recent annexation of Persimmon and Nighthawk.
