City of West University Public Works Department Place Building & Standards Commission Located in the Council Chambers, 3800 University Blvd, West University Place, Texas 77005 Meeting Minutes February 6, 2025 MEMBERS PRESENT: Jonathon Hance, Bruce Beneke, Matthew Brejot, James Craig, Eddie Matthews and Andy Fiedler, MEMBERS ABSENT: Gerry Spedale, Spyros Maragos and Krisna Shah STAFF PRESENT: Interim Public Works Director Brett Cast, Permit Technician Angela Cezar, Safebuilt Zoning Official Evan DuVall and Legal Counsel Tommy Ramsey [Call to Order] Jonathon Hance called the meeting to order at 6:01 p.m. 1. Notices, Rules, Etc. Jonathon Hance welcomed BSC members and staff to the meeting. All members and staff introduced themselves. Brett Cast informed the BSC that the city has hired a new Chief Building Official, Sean Landis, who previously held the position 15 years ago. 2. Public Comments. There were no public comments 3. Discussion Items from City Council. Driveway Building Materials: The board reviewed several driveway material options including pervious concrete, permeable pavers, turf pavers, and gravel pavers. The consensus was to not allow loose gravel driveways, as they were seen as not durable and prone to maintenance issues. The board was open to considering permeable pavers, turf pavers with a grass grid system, and pervious concrete, provided they meet the city's requirements for durability and permeability. There was discussion regarding the need for a French drain system underneath permeable driveway options to address the city's soil conditions. 3826. Discussion Items from Staff. Stationary Generator Location: The board reviewed proposed updates to the city's ordinance regarding stationary generator locations. The key change was to clarify that generators should be considered lelectrical equipment" rather than "mechanical equipment" for the purposes of the building code. After discussion, the board suggested simplifying the language to just state that generators are considered 'mechanical equipment" for the purposes of this section, aligning with how they are treated in the zoning ordinance. ACTION: BSC asked staff to update the ordinance language and bring it back to the next meeting for further review. 5. Meeting Minutes. Jonathon Hance made a motion to approve January 16, 2025, minutes. Eddie Matthews seconded. AYES: Jonathon Hance, Bruce Beneke, James Craig, Matthew Brejot and Eddie Matthews. NOES: None.
